The poet and social critic T. S.

Eliot very well described our current situation in


Richmond by saying, “The tendency of liberals is to create bodies of men and
women-of all classes-detached from tradition, alienated from religion, and
susceptible to mass suggestion-mob rule. And a mob will be no less a mob if it is
well fed, well clothed, well housed, and well disciplined.”

In prior Board Meetings, the question of the proper establishment of a County


Militia has been posed and tonight discussed. In support of this action, the
following proposed administrative action is submitted:

The Establishment of The Community Security Group


(CommSecGru) of Pittsylvania County, Virginia
Whereas: Title 44, Section 146.13 of The Code of Virginia has established the
"Commonwealth of Virginia Emergency Services and Disaster Law of 2000."

Whereas: The findings listed under this Title; Section 146.14 include:
“Because of the ever present possibility of the occurrence of disasters of
unprecedented size and destructiveness resulting from enemy attack,
sabotage or other hostile action, resource shortage, or from fire, flood,
earthquake, or other natural causes, and in order to insure that
preparations of the Commonwealth and its political subdivisions will be
adequate to deal with such emergencies, and generally to provide for the
common defense and to protect the public peace, health, and safety, and
to preserve the lives and property and economic well-being of the people
of the Commonwealth, it is hereby found and declared to be necessary and
to be the purpose of this chapter:

“1) To create a State Department of Emergency Management, and to


authorize the creation of local organizations for emergency management
in the political subdivisions of the Commonwealth.”
Whereas: Additional authority for the establishment of a Community Security
Group is found at Article I. Virginia Bill of Rights:
“Section 13. Militia; standing armies; military subordinate to civil power

“That a well regulated militia, composed of the body of the people, trained
to arms, is the proper, natural, and safe defense of a free state, therefore,
the right of the people to keep and bear arms shall not be infringed; that
standing armies, in time of peace, should be avoided as dangerous to
liberty; and that in all cases the military should be under strict
subordination to, and governed by, the civil power.”

Therefore: Be It Resolved by the Pittsylvania County Board of Supervisors: That


in accordance with the above, The Community Security Group (CommSecGru) of
Pittsylvania County, Virginia is established within The Pittsylvania County
Department of Emergency Management in coordination with The Sheriff’s
Department of Pittsylvania County with equipment, training, and duties to be
established by joint directives from the Director of Emergency Management, the
County Sheriff, and an Executive Committee established by The Pittsylvania
County Board of Supervisors.
