Henry Calvert Simons (1899-1946), economista nor-
teamericano, pasé la miayor parte de su carrera profe-
sional en la Universidad de Chicago, ejerciendo la do-
cencia en el departamento de economia y siendo
después el primer profesor de economia en la facultad
de derecho, Desarrollé wn conjunto amplio y_armo-
nico de principios de politics economica para Estados
Unidos y los aplicd a los cambiantes problemas de su
tiempo.
‘Simons calificaba su filogofia de libertaria: la condi-
cin esencial de un buen orden politico y econdmico es
gue proteja, promueva y responda a les elecciones lit
bres de los individuos. Sin embargo, lo caracteristico
de su filosofia es Ia combinacién de esta idea con otras
dos: En primer lugar, una politica meramente negati-
va—de no intervencién—del gobierno no es suficiente
para mantener el orden econdmico libre y lograr sus
beneficios; el gobierno debe realizar ciertas acciones
positivas limitadas, pero importantes, (EI titulo de su
primera obra que le daria fama nacional, «A Positive
Program for Laissex-fuires, 1934, ya llevaba implicita
cesta idea, que aparece sistemdticamente en todos sus
escritos.) En segundo lugar, Ia igualdad es un valor
solamente un poco inferior a Ia libertad,
Los importantes escritos de Simons comenzaron a
publicarse en 1933 y 1934, en los afios de crisis més
profunda dentro de la Gran Depresién, Bl fracaso de
In slibre.empresos y del laissee-faire habian concitado
un gran apoyo en favor de Ia intervencién publica en
Ja actividad econdmica. Parecia no haber limites al
carécter y émbito de esa intervencién, menos a causa
de la aceptacion general de una politica de ampli

Simons propuso un conjunto de principios utiliza-
bles para efectuar esa distincién: El gobierno tiene e]
deber de mantener una estructura dentro de Ia cual
pueda operar con éxito una economia libre y de hacetlo
mediante instrumentos que sean generales en su apli-
cacion, impersonales y basados en la ley‘més bien que
en la discrecionalidad administrativa, No obstante, el
gobierno no debe intervenir en el corazin del proceso
