Erstwhile Rural Housing Programme – Indira Awaas Yojana (IAY)

➢ Eligibility - Rural BPL Households

➢ Unit assistance - Rs.70,000/- (75,000/- for difficult areas/ Hilly and IAP
district)

➢ From the inception of the scheme in year 1996, more than 3.60 crore houses
have been constructed.

➢Low quality of house and lack of technical supervision

➢Weak mechanism for monitoring.

➢Lack of transparency in selection of beneficiaries.

Background for re-structuring Rural Housing Scheme

To address the gaps in rural housing program and in view of Government’s commitment to provide
“Housing for All” by 2022, the scheme of IAY has been re-structured into Pradhan Mantri Awaas Yojana
– Gramin (PMAY-G) w.e.f. 1st April, 2016

• 4.39 crore – Working Group on Rural Housing for 12th Five Year Plan
Housing Shortage Estimation (2012-17)
• 3.47 crore – Census, 2011
• 4.03 crore – Socio Economic and Caste Census (SECC), 2011

2.95 crore PMAY-G houses targeted to be constructed by 2022 in 2 phases

Phase-I Period: 2016-2019 Target: Construction of 1 crore PMAY-G Houses

Phase-II Period: 2019-2022 Target: Construction of 1.95 crore PMAY-G Houses


Re-Structured Rural Housing Scheme: Pradhan Mantri Awaas Yojana –
Gramin (PMAY-G)
Eligibility All Houseless and people living in dilapidated and kutcha houses as per SECC 2011
data

Unit Size Minimum size of the unit is 25 sq. mt. which includes a dedicated area for hygienic
cooking

Unit Assistance Rs. 1.20 lakh in plains and Rs.1.30 lakh in hilly states, difficult areas and IAP districts

Sharing Pattern 60:40 between Centre and State in plain areas


90:10 for North Eastern States, 2 Himalayan states, 1 U.T. of Jammu & Kashmir
(subject to change), and
100 % Central Share for Union Territories including the UT of Ladakh
Target Phase 1: 1.00 crore houses to be constructed in 3 years from 2016-17 to 2018-19
Phase 2: 1.95 crore houses to be constructed in 3 years from 2019-20 to 2021-22

Features of PMAY-G (1/2)

The construction should be carried out by the beneficiary himself/herself or under


1 his/her supervision

2 Landless – High priority - Provision of land to landless households

Category-wise earmarking of targets – 60% for SC/ST, 15% for minorities and atleast
3 5% for persons with disabilities

Utilisation of 4% of funds released for administering the scheme during Phase-I and
4 2% during Phase-II

Support to old or infirm or a person with disability in construction through Rural


5 Mason Training Program

6 5% allocation for Special Projects and losses due to natural calamities


Features of PMAY-G (2/2)

7 Dedicated Programme Management Unit (PMU) at State / District / Block level

8 Empowered Committee – approving Annual allocation, Special Projects, difficult areas

Saturation approach – Mission Antyodaya villages, SAGY GPs, Rurban Clusters, Open
9 Defecation Free GPs, GPs with strong social capital through DAY-NRLM SHGs and Kala
Azar GPs.

The scheme is monitored by Area Officers, field visits by Ministry Officers, State
10 officials and various field functionaries.

11 PMAY-G also has a provision of Social Audit for better accountability.

Land for Landless Beneficiaries

The beneficiaries under Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) with no land to construct their houses are being
given high priority under the scheme. Providing land to landless beneficiaries for construction of houses being the States’ /
UTs’ responsibility, they are advised/ encouraged to provide land to such beneficiaries urgently. There is no dedicated
financial assistance to the landless beneficiaries from the Central government for purchasing the land. Some of the States-
Bihar, Maharashtra, etc. are providing financial assistance to the landless beneficiaries under the State’s scheme for
purchasing the land.
