Rural and Urban
• Urban areas are defined as roads within a gazetted Municipality limits
or township having a population of at least 10,000 where buildings
and houses are gathered and business activity is prevalent.

• Lower design speeds are usually adopted for urban roads due to the
busy pedestrian activities and frequent stopping of vehicles owing to
short intersection spacing.

Access Control
• Condition where the use of road is restricted fully or partially by
public authority.

• Types of Access Control:

• Full Access Control
• Partial Access Control
• Non-Access Control
Access Control

• Preference is given to through traffic by providing access connecting with
selected public roads only and by prohibiting crossings at grade or direct
private driveway connections.

• Partial Access Control

• Preference for through traffic to access connection with selected public roads
where at-grade intersections should be minimized and allowed only at certain
locations.

• No Access Control
• No limitation of access
