Company Background
REGASCO or Republic Gas Corpora4on have been in the business of LPG cylinder refilling
and retailing for decades (established June 1998), opera4ng from North Luzon, Greater
Metro Manila and South Luzon areas with a total combined volume of 6,000,000 kgs per
month. REGASCO operates 16 refilling sites and 4 more in progress construc4on with various
LPG storage capaci4es, it aims to expand its business in the en4re archipelago in the coming
years.
Star4ng its first refilling plant in the Province of Negros Oriental the site chosen and
acquired in Brgy. Bio-os, Amlan with have its own LPG storage tanks and equipment to cater
the VISAYAS area. LPG will be sourced out via bulk trucks from South Pacific Inc. terminal
located in Mandaue City, Cebu.
REGASCO’s main business is in the cylinder refilling, from household 2.7kg, 11-kg and
22-kg, to commercial, light industrial 50-kg cylinders and small bulk. Last January 2017, its
100th one-stop-shop opens to the public.

Project Description
The proposed LPG Refilling plant of REGASCO is to be situated in an Industrial area. The
Construc4on Design strictly follows the standard for LPG Facility such as NFPA 58, API 2510
and Fire Code of the Philippines.
The Design considera4on on Safety Distances from nearby facili4es considered these
standards far more exceeded the requirements for future adjustments in regula4ons and
laws.
The lot size of the proposed project is 15,000 sqm, situated in Barangay Bio-
os ,Municipality of Amlan, Negros Oriental, on this site will rise the following structures and
facility related to the opera4on of an LPG Refilling plants as follows:

Project Duration / Manpower
Project Construc-on Period
The proposed Refilling plant construc4on period shall be four (4) months from
approval of all permits and licenses required.
In case of adverse weather condi4ons and other factors that may affect the site
condi4ons, the 4meline provide will vary.
Construc-on Manpower Sourcing
The Construc4on requires manpower to support the project, the local manpower is
the priority provided that, sets of skills required can be met. REGASCO to coordinate
with the barangay official for the hiring of workers during construc4on.
Local hire is a priority to create jobs for the community. Requirements will be posted
together with qualifica4ons at the local barangay.
Mitigation and Control

a.  Safety Hazard i.e. Fire, Explosion,
The proposed plant will be equipped with an Emergency Shut Down system capable of
controlling the leak on the tanks in a mader of seconds, thru its safety valves and
pneuma4c actuators.
These actuators will be triggered to operate from signals coming from Gas detectors
installed on strategic loca4ons within the plant.
Secondary controls are the solenoid valves that fused when subjected to hot or fire
condi4ons.
Fire Protec4on System such as sprinklers, firehoses and fire hydrant system located
strategically within the plant premises. It will be supplied by a diesel driven engine to
ensure con4nuous water sprinklers when needed.

b. Environmental Hazard

LPG once exposed in air will become vapor, and dissipate immediately. Unknown to
some, it will not ignite or turn into flame or fire without the presence of fire or spark.
The plant is strictly implemen4ng its no open flame, no smoking policies.

There are no known pollutant present in LPG, there is no ground water
contamina4on due to immediate transi4on of LPG from liquid phase to vapor or gas
phase once it exposed to atmosphere.
