INSTRUCTIONS
1. This template was last updated in September 2022. If more than a few months have
passed since that date, please visit the works contract intranet page to find a link to the
Contracts for Works templates to ensure that you are using the most recent version.
Please send any feedback or suggestions on these templates to the Infrastructure and
Project Management Group (IPMG) (ipmg.publications@unops.org), to contribute to
the continuous work to improve the templates.
2. This template is for use in support of the Construction Contract for Small Works.
3. Instructions on how to use these templates are provided below. Additional questions
may be directed to IPAS Legal through the IPAS Solution Portal.
4. Contract Notices and other communications may be drafted and issued by different
roles throughout the duration of the Contract. The provided templates cover Notices
and communications that would be sent by the Employer’s Representative or by the
personnel acting on behalf of the Employer. All relevant guidance should be followed
and the General Conditions of Contract should be consulted when preparing the
communication.
5. Content to be completed is highlighted in grey, with additional instructions in brackets,
as shown in the examples below and should be completed by fully replacing all the
grey highlights with the relevant text. The final version of a completed Notice or
communication should not include any grey highlights.
For example, before completion:
“... received by the Employer on [insert date] …”
“... to give effect to the [select one: novation; assignment(s)] under this Notice …”
“The [select one or both: assignment; [and] delegation] to the Employer’s
Representative’s Assistant …”
After completion:

6. When a template indicates that it requires consultation with a Legal Advisor, project
teams must follow the provided instructions and contact IPAS Legal.
7. To use a template for any Notice or communication:
Step 1. Create a copy of the UNOPS letterhead template (or another letterhead, if
relevant).
Step 2. Copy the template content starting with the date in the upper right hand
corner and including all content through the signature and any “copy to”,
“attachment” or notes at the bottom. Do not copy the title of the template at
the top of the page.
Step 3. Paste the content into the letterhead template.
Step 4. Complete the template by filling in all of the text highlighted in grey. Do so by
fully selecting the highlighted grey text, inclusive of the square brackets, and
writing to replace the content.
a. Contract: the contract title and contract ID should exactly match the
information in the oneUNOPS (oU) Contract Management module.
Step 4. Delete any option that is not applicable as well as the yellow highlighted text
and the yellow notes box.
Step 5. Select all the text and apply the highlight colour “none”. This will fully remove
all the grey highlights from the completed letter.
Step 6. Ensure that person issuing signs the communication, either digitally or
manually, in the space following “Sincerely,”.
Step 7. Send the Notice or communication to the Contractor’s Representative,
copying all those identified and any others as deemed might be necessary to
be copied, and including any relevant attachments. Notices and other
communications may be physically delivered to an address, or sent or
transmitted as a document, signed, scanned and attached in an email, as
detailed in Sub-Clause 1.3 [Notices and Other Communications].
8. All templates for Notices and communications are listed consecutively based on the
corresponding Sub-Clause from the General Conditions of Contract and assigned a
unique ID number accordingly. For more advanced sorting, refer to the complete List
of Contract Notices and Communications.
