Welcome!
Welcome to Digital Power of Attorney (PoA) for Overseas Pakistanis User Guide. This guide provides the
Pakistani diaspora with the basic information and instructions necessary to navigate through the POA
website. The guide explains the complete process starting from applicants or executors account creation
to the provision of Power of Attorney receipt against the application.

User guide topics support the following user type:

 Overseas Pakistanis: Overseas Pakistanis who want to give Power of Attorney to any person
residing in Pakistan.

CHAPTER 1

INTRODUCTION TO DIGITAL POA

Background
Upon the Directives of Honorable Prime Minister of Pakistan, NADRA was tasked to develop a solution
for Power of Attorney processing from abroad for the convenience of Pakistani diaspora.

The online system aims to be time efficient by removing time delays and unnecessary hurdles such as
making travel arrangements to be physically available at the Pakistani Mission Abroad. The new system
is designed to reduce the overheads in terms of physical appearance of Executor(s) at premises,
unnecessary approvals and related time delays – to effectively manage and create transparent
processes.

To overcome the issues, the Power of Attorney (PoA) system is an automated solution that allows
applicants to process their cases online.

Process Flow Chart for Overseas Pakistanis
The complete process flow for the Digital Power of Attorney (for overseas Pakistanis) is as follows:

Process Flow Description
Step 1: Account Creation & E-mail Authentication (FOR OVERSEAS PAKISTANIS)

1. Executor (s) to create an account using a valid email address.


2. Authenticate the account using OPT/ Verification Pin sent on provide e-mail.
Step 2: Apply for the Digital Power of Attorney

3. Apply for the Digital PoA by submitting the following details:


- Details of Executor (s), two Witnesses and Attorney (Picture, CNIC details, etc.)
- Upload the Original Power of Attorney (scanned copy). Executor(s) and Witnesses must sign the
PoA document with thumb impression. Also paste passport size photograph of the executor on
the original PoA.
- Upload other supporting documents, including CNICs (front and back) of the Executor(s) and
witnesses and any affidavits required (scanned copy).

Step 3: Uploading the Biometrics / Fingerprints

4. Download the following fingerprint forms for Biometric Verification


- Biometric Verification Form for each Applicant/Executor
- Biometric Verification Form for each Witness.

Each form must to be filled by the respective individuals to whom the form belongs

5. Executor (s) and Witnesses will provide their fingerprints in the required boxes.
6. Executor (s) and Witnesses will accept all declarations before signing the form.
7. Scan and upload the completed form into the POA system.

In case of biometric failure, Executor (s) will be provided 4 additional chances of re-
uploading the new Biometric Verification forms.
If the biometrics do not verify after the total of 5 attempts, executor (s) is required to
physically visit the concerned Pakistan Mission Abroad.

Step 4: Biometric Verification and Fee Payment

8. After successful verification of Biometrics, a remark of “uploaded” is displayed to the executor (s).
9. Executor (s) will now proceed to make the Online Fee payment, using Credit/Debit card only.
10. After payment, the executor(s) will proceed to the Online Video Interview stage.
Step 5: Schedule & Conduct Interview

Final Decision to be made by


Foreign Mission or Embassy

Decision email is sent to


Executor

Executor will be provided with the time, date and link for the online Video Interview through an email.
The email contains a link and a PIN code. Executor (s) and witnesses click on the link and enter PIN in
order to connect to Consular officer.

11. This Online Interview will be held (remotely) with Consular Officer of the concerned Pakistani
Mission Abroad.
12. At the given schedule, the Executor(s) along with the Witnesses must attend the Online Interview to
answer any queries of the concerned Consular officer.

13. The Consular Officer at the Pakistani Mission Abroad will determine the final decision on the case.
If the Consular Officer is not satisfied after interview, the PoA application will be
rejected by Embassy. Moreover, if Foreign Mission requires any additional documents,
the executor will receive any email to upload the required documents. The executor will
login to the system through credentials and upload the documents which were earlier
missing.
Step 6: Approval by FOREIGN MISSION USERS & Final Consent, Printing of Receipt

14. After successful approval of the Consular Officer, the executor(s) will be asked to provide a Final
Consent for the application.
15. The Final Consent email will be sent to all Executor(s). This consent must be given within 15 days of
receiving this email. If any of the executor(s) fail to provide the final consent within the given 15
days, the application will be rejected.
16. Upon consent provision, a receipt will be generated containing details of successful application
including case ID, details of executor (s), witnesses, attorney, and consular officer approving the
case etc.
17. Print this downloaded receipt and physically dispatch this receipt along with the original Power of
Attorney document to the attorney.
18. The Attorney (in Pakistan) receives the receipt and POA, and can then proceed to visit the MoFA
Office.

If an application is rejected due to any reason, the fee will not be reimbursed to the
Executor(s)

APPLICATION PROCESSING

What’s included in this Chapter


This chapter covers two important parts:

 How to register, activate and login to Power of Attorney Portal


 How to apply for Digital Power of Attorney
o Providing personal details including Country of stay
o Making Free Payment
o Providing Executor(s) Details
o Providing Recipient Details.

How to Register, Activate and Login to the Online Power of Attorney Application
To Login to the Power of Attorney Portal, the overseas Pakistani who wants to apply for digital POA shall
perform the following procedure:

1. Launch the browser and enter the following link: https://poa.nadra.gov.pk/


The Home screen displays.

2. Click Apply Now.

The Register and Login screen displays.

3. Click Register An Account.


The Pak Identity Step 1 – Personal Information tab displays.

4. Enter or select the following [Step 1 – Personal Information] details:


 FORENAME(S)
Enter your first name.

 SURNAME
Enter your surname or last name.
 COUNTRY
Select your country of stay.
 EMAIL
Enter your valid e-mail account.
 PASSWORD
Enter your password
 RE-TYPE PASSWORD
Re-type the password as entered in the Password field.

Make sure that your password must be at least 8 characters and must contain an upper-
case character, a lower-case character, a numeric character and a special character.

 CODE
Type the captcha code as displayed in the image.
5. Click NEXT.
The Registration In process screen displays.

6. At this stage, read the instructions to activate your account with verification pin. Once done, click
the Back to Login to return back to the Login screen.

Account Activation
To activate your account, check your e-mail (provided by you during account creation). An email is sent
by the system on the email account for you to activate your account.

1. Copy the verification pin that in your e-mail and click on the Continue Registration link to continue
creating your complete your register process with the POA system.
2. Once you have provided the verification pin, your account is activated
3. You may now log in to account using your provided username and password.

Processing the Digital Power of Attorney
To process a new Digital Power of Attorney, perform the following procedure:

1. Launch the browser and enter the following link: https://poa.nadra.gov.pk/


The Home screen displays.
2. From the home screen, click Apply Now.
The Login screen displays.
3. Click Login with Existing Account.

4. Enter the following information:


 EMAIL
Enter your registered email address.
 PASSWORD
Enter your password as provided during account creation.
 CODE
Enter the captcha as displayed in the Type the core from the picture field.
5. Click Login.

The Terms & Conditions page displays.

6. Read the terms & conditions carefully before clicking Accept and Continue.
The Application Processing screen displays.

7. Click New Application.


The Start New Application screen displays.

You may also click Existing Applications to retrieve any of your existing application that
was pending with you for further processing. However, this manual shall continue
explaining the scenario with New Application to encapsulate the complete workflow.

8. Click Apply for Power of Attorney.
The additional fields display.

9. Enter the following information:


 APPLICATION CITIZEN NUMBER
Enter your citizen number as provided by NADRA (this can be either CNIC or NICOP number).
 COUNTRY OF STAY
Select the country from where you are applying for the Online Power of Attorney / or your county
of stay.
 FOREIGN MISSION
Select the Foreign Mission you prefer from where your application may be processed.
10. Based on the selections made, the form expands, containing information about application fee along
with the system generated Tracking ID.

Executor Details
This tab contains the details required for an executor.

11. Click Executor tab.


The Personal Info screen expands.

12. Enter or select the following details:
 CITIZEN NUMBER
Review the citizen number as provided by you in the earlier step.
 PASSPORT NUMBER
Enter the passport number of the executor.
 GIVEN NAME(S)
Enter the first name of the executor, as it appears in passport.
 SURNAME
Enter the surname or last name of the executor, as it appears in passport.
 FATHER NAME
Enter the executor’s father name.
 SPOUSE NAME
Enter the executor’s spouse name.
 MOBILE NUMBER
Select the country code and enter the mobile number of the executor.
 BROWSE
Browse to select the picture of the executor.
Before browsing for the photograph, make sure to read through the complete guidelines
of the photograph, by following the link provided on screen.

 UPLOAD
Upload the selected photograph of the executor.
 CANCEL
Cancel the selected photograph of the executor.
 EMAIL ADDRESS
Enter the email address of the executor.
 COUNTRY
Enter the name of the country where the executor resides (overseas).
 STATE
Enter the name of the state, where the executor resides (overseas).
 POSTAL CODE
Enter the postal code number, where the executor resides (overseas).

 CITY
Enter the name of the city, where the executor resides (overseas).
 ADDITIONAL ADDRESS
Enter the address information of the executor.


Click to save the information entered of the executor.
The saved information is reflected in the Executor Data table.

You may click the icon [ ] adjacent to the data of the executor to remove the
provided executor details (if required).

Once the executor is saved, the screen displays option to add more executors.

Click to additional executor(s) as required for your digital Power of Attorney.

13. Once the executor(s) are successfully saved, click .


The Executor tab closes.

Attorney Details tab
In the Attorney details tab, enter the details of the attorney or the person to whom the power of
attorney is being prepared for. Please note that the attorney is the person residing within Pakistan.
14. From the screen, click the Attorney Details tab.
The Attorney Details tab expands.

15. Enter or select the following details:
 CITIZEN NUMBER
Enter the citizen number of the attorney.
 PASSPORT NUMBER
Enter the passport number of the attorney.
 GIVEN NAME(S)
Enter the first name of the attorney.
 SURNAME
Enter the last name of the attorney.
 FATHER CITIZEN NUMBER
Enter the citizen number of the attorney’s father.
 FATHER NAME
Enter the name of the attorney’s father.
 MOBILE NUMBER
Select the country code and mobile number of the attorney.
 PROVINCE/TERRITORY/STATE
Select the province where the attorney resides.
 DISTRICT
Based on the selected province, select the district of the attorney.
 TEHSIL
Based on the selected district, select the tehsil of the attorney.
 ADDITIONAL ADDRESS
Enter the home address of the attorney.

16. Once finished, click .


The attorney details are saved and the tab closes.

Witness Details
The system requires details of Two Pakistani Nationals as witnesses along with required details of
NICOP, CNIC or POC.

17. From the main screen, click on Witness Details.


The Witness tab expands.

18. Enter or select the following information:
 GIVEN NAME(S)
Enter the first name of the witness.
 SURNAME
Enter the last name of the witness.

 CITIZEN NUMBER
Enter the CNIC, NICOP or POC number of the witness.
 FATHER NAME
Enter the name of the father of the witness.
 SPOUSE NAME
Enter the executor’s spouse name.
 MOBILE NUMBER
Select the country code and mobile number of the witness.
 EMAIL ADDRESS
Enter the email address of the witness.
 BROWSE
Browse to select the picture of the witness.
Before browsing for the photograph, make sure to read through the complete guidelines
of the photograph, by following the link provided on screen.

 UPLOAD
Upload the selected photograph of the witness.
 CANCEL
Cancel the selected photograph of the witness.


Click to save the information entered of the witness.
The saved information is reflected in the Witness Data table.

You may click the icon [ ] adjacent to the data of the witness to remove the
provided witness details (if required).

Once the first witness is saved, the Witness Details screen blanks and required details of
the second Witness to be entered in exactly the same manner.
19. Once two witnesses are added, click .
The Witness tab closes.

Fingerprints (Executor / Witness)
After adding the details of executor(s) and two witnesses, the system requires you to provide the
fingerprints for all.

20. From the main screen, expand the Fingerprints (Executor/Witness) tab.
The Fingerprints (Executor/Witness) displays.

21. Click the link [CLICK HERE] on the screen to download the fingerprint form.
At this stage, based on the number of executors the system generates the same number
of forms with Personal Information details already filled in. This is displayed in the
sample image below:

Please read carefully to whom the downloaded fingerprint form applies to. i.e. Read
through the personal details of the person and make sure to provide their fingerprints.
 Fingers Required: The fields where fingerprints are needed are left blank for you to
provide their (executor’s / witnesses) fingerprints upon.
 The particular finger(s) not required are marked on the form as NOT REQUIRED.

22. Once all fingerprint forms are completed, scan the documents.
Make sure to read through the entire Fingerprint Guidelines before proceeding to
upload any document on the system. These are provided on screen:

Moreover, the system provides you with complete guidelines on how to scan the
fingerprint documents. Make sure read through the entire guidelines before proceeding
further:

23. Once you have read all guidelines and completed scanning of the Completed and Signed fingerprint
forms, from the UPLOAD FINGERPRINT FORM field, make the appropriate selection as either
Witness or Executor.
24. Based on the selection, the system generates an additional field for you to select the Executor or
Witness CNIC/ NICOP / POC number against the ones as you provided in the Executor and Witness
tabs.

For example: In case you have selected Executor, the additional field appears as follows:

Select the required CNIC of the Executor.

25. You may now proceed to upload the fingerprint form(s) by choosing the options in sequence as:
Click to browse through and select the required scanned fingerprint form.

Click to upload the fingerprint form.

In case of removing the browsed fingerprint file, you can click .

26. Once all Executor(s) and 2x Witnesses files are uploaded successfully, review the Fingerprint Data
table.

27. Review the following information:


 TYPE
Displays the type of fingerprint file as either executor or witness.
 CNIC/NAME
Review the CNIC, NICOP or POC number and name of the individual.
 VIEW DOCUMENT
Click to review the fingerprint file against the record.
 REMAINING ATTEMPTS
Review the remaining attempts left in case the file is not verified by the system.
In case of biometric failure, Executor (s) will be provided 4 additional chances of re-
uploading the new Biometric Verification forms. If the biometrics do not verify after
these total of 5 attempts, executor (s) is required to physically visit the concerned
Pakistan Mission Abroad.

Upon exhaustion of 5x attempts, the following message displays:

 STATUS
Review the status of the record as either Verified or Not Verified.
28. At this stage, the back-end processing shall occur to verify the fingerprints.
You are now required to click .

Fee Payment
At this stage, the system shall require you to make the Online fee payment against application via credit
or debit card only. This occurs in 3 easy steps:

 Review and accept the terms and conditions


 Provide Credit card/ Billing Details
 Generate Payment Receipt.
30. Read and accept the terms and conditions.

31. Select the check-box to accept the terms and conditions and click .
The Credit Card / Billing details screen displays.

32. Provide the complete details of your credit card along with billing details and click .
Upon successful online payment, confirmation receipt is generated, along with an e-mail sent to
executor(s).

Supporting Documents
You are now required to provide any supporting documents that may be required in support of the
Online Power of Attorney.

33. From the main screen, expand the Application Supporting Document tab.

34. From the SUPPORTING DOCUMENT TYPE field, select the type of supporting document to upload.
MANDATORY: You are required to upload the Front and Back of all Executors, Attorney
and Witnesses CNIC, NICOP or POC documents.
In other cases, additional Mandatory documents may also be required, therefore it is
the executor’s responsibility to acquire complete information against their Power of
Attorney from the concerned authority to ensure completeness of their application.

In case the main executor is unable to upload any mandatory document, the consular
officer has the authority to reject the application. It is therefore imperative to carefully
upload all required documents. Moreover, note that the Consular officer may also
contact Executor(s) via e-mail (as provided in the system) in case to upload any
additional document they may require to make decision. In such case, executor will
receive an email, containing information of additional documents. The executor will
login to account and upload additional documents.

Review
This is the final step before submission of your application to the concerned officer. You are required to
carefully review your entire application along with the provided detail.

35. Once all the information is carefully read, and checked by yourself for correctness, you may now
accept the declarations.
36. Click after checking the declarations and proceed to Fee Payment.

This successfully concludes the Online Power of Attorney application process for
Overseas Pakistanis.
 After successful verification and fee payment; the application will be forwarded
to the concerned Pakistan Mission Abroad (PMA).
 The officials at (PMA) will review the application and determine time and date
for the video interview.
 Time, date and link alongwith PIN code for the video interview will be sent
through email (to executor(s) and witnesses)
 Interview is conducted by Mission consular officer
 Interview must be attended by executor (s) and witnesses (if required by
consular officer)
 The Consular officer will determine Final decision on the case
 An email will be sent to executor(s) to seek final consent for the application.
 When final consent is given by the executor (s), final receipt will be emailed to
the executor.
 Executor (s) will download the receipt and will dispatch the receipt and original
POA to the nominated Attorney in Pakistan
 Attorney receives the receipt & POA in Pakistan and goes to MoFA office to get
attestation.
