MODULE 1: INTRODUCTION TO HOUSING

WHAT IS HOUSING?

Housing, or more general living spaces, refers to the construction and assigned usage of houses or
buildings collectively, for the purpose of sheltering people — the planning or provision delivered by an
authority, with related meanings.

SINGLE FAMILY HOUSING - A stand-alone house is a free-standing residential building.

GARDEN APARTMENTS - Garden apartments can be in rural, suburban, and even in some urban settings.

TOWN HOUSES - a style of multi-floor home that share one to two walls with adjacent properties but have
their own entrances.

HIGH RISE APARTMENTS - as opposed to a low-rise building and is defined differently in terms of height
depending on the jurisdiction

THE DELIVERY PROCESS/SYSTEM - The responsibility of the government to ensure the provision of decent
and affordable housing to every Filipino is contained in the Constitution, which mandates the State to
undertake a continuing program of urban land reform and housing, which will make available at affordable
cost decent housing and basic services to underprivileged and homeless citizens in urban centers and
resettlement areas.

THE DELIVERY PROCESS/SYSTEM (GOVERNMENT AGENCIES CONCERNED WITH HOUSING)

NATIONAL HOUSING COMMISSION (NHC) - supports the HSDC and NHA in shelter production

HUMAN SETTLEMENTS REGULATORY COMMISSION (HSRC) - regulates subdivision development and


socialized housing construction

HOUSING FINANCE CORPORATION (HFC) - provides mortgage insurance or guarantees to encourage


private banks and financial institutions to grant housing loans on easy terms of payment

HOME DEVELOPMENT MUTUAL FUND (HDMF) - a provident savings fund maturing after 20 years

NATIONAL ENVIRONMENTAL PLANNING COUNCIL (NEPC) - established under the National Environment
Protection Council Act 1994 (Cth) and mirror legislation in other jurisdictions.

National Home Mortgage Finance Corporation (NHMFC) - acted as a secondary market for housing
mortgages

National Housing Authority (NHA) - in charge of social housing production specifically upgrading of sites
and services

NATIONAL POLLUTION CONTROL COMMISSION (NPCC) - The Act declares as national policy " to maintain
reasonable standards of purity for the waters and of this country with their utilisation for domestic,
agricultural, industrial and other legitimate purposes"

Human Settlements Development Corporation (HSDC) - also into shelter production and New Town and
Estate developments
SPATIAL PLANNING - Is largely a public sector function to influence the future spatial distribution of
activities. Is critical for delivering economic, social, and environmental benefits by creating more stable
and predictable conditions for investment and development, by securing community benefits from
development, and by promoting prudent use of land and natural resources for development.

SPATIAL PLANNING SYSTEM - Refer to the methods and approaches used by the public and private sector
to influence the distribution of people and activities in spaces of various scales.

MODULE 2: PHILIPPINE PERSPECTIVE ON HOUSING

PHILIPPINE PERSPECTIVE ON HOUSING - The Philippine housing industry believes that every Filipino
family, regardless of economic status, has the right to live with dignity in the comfort of their own home.

AGENCIES ATTACHED FOR HOUSING

Home Development Mutual Fund (Pag-IBIG Fund) - Pag-IBIG Fund offers assistance to its members by
providing affordable financing for their housing needs.

Home Guaranty Corporation (HGC) - HGC supports homeownership among Filipinos by encouraging
banks and financial institutions to lend to individual home buyers and housing developers.

Housing and Land Use Regulatory Board (HLURB) - The Housing and Land Use Regulatory Board (HLURB)
is the government agency mandated to provide assistance to local government units in the preparation
and approval of their comprehensive land use plans (CLUPs), regulate housing, land use development and
homeowners associations.

National Housing Authority (NHA) - NHA was tasked to develop and implement a comprehensive and
integrated housing program which shall embrace, among others, housing development and resettlement,
sources and schemes of financing, and delineation of government and private sector participation.

National Home Mortgage Finance Corporation (NHMFC) - increases the availability of affordable housing
loans to finance the Filipino homebuyer’s on their acquisition of housing units through the development
and operation of a secondary market for home mortgages.

Social Housing Finance Corporation (SHFC) - The Social Housing Finance Corporation (SHFC) is a Philippine
Government agency to undertake social housing programs that will cater to the formal and informal
sectors in the low - income bracket and shall take charge of developing and administering social housing
program schemes, particularly the CMP and the AKPF Program (amortization support program and
development financing program).

Types of Housing Programs


SOCIALIZED HOUSING - refers to housing programs and projects covering houses and lots or home lots
only undertaken by the government or the private sector for the underprivileged and homeless citizens.

-projects costing P400,000 or below.

ECONOMIC HOUSING - covers the project price range starting from P400,000 but not exceeding
P1.25million.

LOW-COST HOUSING - are the type of housing programs which covers housing projects costing from
P1.25million to P3million.

MID COST HOUSING - covers the project price range starting from P3 million but not exceeding P6 million

HIGH END HOUSING - is for projects costing P6 million or above.

Policies and Housing Programs

• (Investment Priorities Plan) IPP 2014-2016 - Economic and Low-Cost is among the preferred activities
listed in the IPP. This covers the development of economic and low-cost housing and the manufacture of
modular housing components.

• COMMUNITY MORTGAGE PROGRAM (CMP) - The Community Mortgage Program (CMP) aims to
improve the living conditions of homeless and underprivileged Filipinos by providing them affordable
financing with which they can secure tenure on the land they occupy.

• SOCIAL HOUSING FINANCE CORPORATION

Created by virtue of Executive Order No. 272, series of 2004, the Social Housing Finance Corporation
(SHFC) is a wholly-owned subsidiary of the National Home Mortgage Finance Corporation (NHMFC)
mandated:

(a) to undertake social housing programs that will cater to the formal and informal sectors in the low-
income bracket; and

(b) to take charge of developing and administering social housing programs, particularly the Community
Mortgage Program (CMP) and the Abot-Kaya Pabahay Fund (AKPF) Program

PAG-IBIG AFFORDABLE HOUSING PROGRAM -The Home Mutual Development Fund (HMDF, or Pag-IBIG)
offers the Affordable Housing Program (AHP), which is designed for minimum wage earners or whose
gross monthly income does not exceed P17,500.

ABOT-KAYA PABAHAY FUND DEVELOPMENTAL LOAN PROGRAM (AKPF – DLP) - The Abot-Kaya Pabahay
Fund Developmental Loan Program (AKPF – DLP) aims to provide low-income families with affordable
housing packages in key Philippines urban areas and other localities with pronounced housing demand.
