1.0 SITUATION

1.1 GENERAL
1.1.1 Most vehicles plying the country’s roads are either not
registered or the vehicle owners deliberately remove
number plates to avoid identification.

1.1.2 The unregistered and plateless vehicles are being used


to commit serious crimes such as armed robbery, theft
from motor vehicle, smash and grab, hit and run,
among others.

1.1.3 Drivers of such motor vehicles cause chaos on the


roads. In most cases they drive against one way and
against red robots. Pursuing such motor vehicles may
result in accidents, and Police are blamed by the
public.

1.1.4 It is difficult for law enforcement agencies to identify


owners of unregistered vehicles after committing such

crimes as they are not on the Central Vehicle Registry
[CVR] database.

1.1.5 New owners of motor vehicles are not changing


ownership from the database to reflect the new
vehicle owner.

1.1.6 The nation is losing much needed revenue for road


rehabilitation through evasion of vehicle licensing
payment.

1.1.7 A lot of decommissioned motor vehicles are being


unlawfully driven on the country’s roads. A lot of Public
Service Vehicles are unroadworthy and do not have
legal documents such as passenger insurance, route
authority and certificate of fitness.

1.1.8 These unruly elements have reduced Harare from a


Sunshine City status to a dirty and chaotic city.

1.1.9 It is against this background that the district shall


embark on an operation to clean up and restore
sanity in greater Harare, through arresting of touts,
mushika-shika operators, street car washers and car
repairers operating at undesignated places. The
District shall also impound vehicles violating traffic by-
laws and involved in committing robberies and other
related cases.

1.2 Security Threat


The general security situation in the district is relatively stable;
however, opposition malcontents may take advantage of
the situation and cause political instability in the District
during the operation.

1.3 Public Order Threat


Anti-Government pressure groups are likely to engage in
violent demonstrations against the operation in support of
transport operators’ defiance and cause chaos citing
transport challenges.

1.4 Criminal Threat
Criminals are likely to take advantage of the operation and
resort to extortion, impersonation and other related crimes.

2.0 MISSION
To maintain law and order.

3.0 EXECUTION

3.1 Concept of Operation

The following are the major characteristics of the operation:


✓ Awareness Campaigns discouraging the public from
boarding unregistered, plateless and mushika-shika
vehicles.
✓ Decongestion of roads
✓ Impounding of motor vehicles suspected to have been
stolen, smuggled or used in committing crimes.
✓ Impounding of mushika-shika vehicles and unroadworthy
vehicles to respective Local Authority yards where they
would be subjected to a clearance process involving
stake-holders such as Vehicle Theft Squad [VTS], Central
Vehicle Registry [CVR], ZINARA Zimbabwe Revenue
Authority [ZIMRA], Harare City Council Traffic Police and
Vehicle Inspection Department [VID].
✓ Arresting of commuters who hitch-hike at undesignated
pick-up points.
✓ Arresting motorists who remain stationary at dangerous
places, drive against one way or/ oncoming traffic and
proceeding against red robots ensuring smooth flow of
both human and vehicular traffic.

✓ Arresting traffic law offenders and impounding all
plateless, unregistered, uninsured and unlicensed motor
vehicles.
✓ Compiling dockets for traffic offenders and taking them
to court for prosecution.
✓ Criminal profiling.

3.2 Manpower Mobilization


A total of one hundred and twenty-eight [128] police officers
shall be deployed for the operation and shall be drawn as
follows:-

3.3 SPECIFIC TASKS

3.3.1 Harare South District


Officer Commanding Police District shall liaise with
relevant stakeholders and jointly deploy police officers
and members for the operation as follows:-

❖ Awareness campaigns
District shall deploy five [05] details comprising
three [03] Traffic and two [02] Public and
Community Relations Liaison Office under the
command of an Assistant Inspector to carry out
joint awareness campaigns with Harare City

Council Public Relations Department and Traffic
Safety Council of Zimbabwe on the following:-

✓ Raising awareness on crimes committed by


mushika-shika vehicles.
✓ Discouraging the public from boarding
unregistered, plateless and mushika-shika
vehicles.
✓ Encouraging the public to use designated ranks
as pick up and dropping zones.
✓ Good driving conduct with a view to reduce
deaths, injury and property damage caused by
road carnage.

❖ Surveillance and Intelligence


The district shall deploy ten [10] PI operatives under
the command of an Inspector to carryout
surveillance and gather intelligence.

❖ Documentation/ Investigations Teams


District shall deploy ten [10] details to:-
✓ Compile dockets, investigate and take accused
to court.
✓ Uplift finger person’s prints from accused persons
for profiling.
✓ Record, maintain a database and account for
all impounded motor vehicles.
✓ Check and verify documentation and
adherence to vehicle registration and licensing
Act, Road Motor Transportation Act and any
other traffic laws and regulations in liaison with
Zimbabwe National Road Administration and
Central Vehicle Registry.
✓ Check whether impounded motor vehicles
were properly cleared upon their importation in
liaison with Zimbabwe Revenue Authority.
✓ Check for compliance by all Public Service
Vehicles and buses with respect to vehicle
insurance validity and vehicle roadworthiness in
liaison with Insurance Company of Zimbabwe
and Vehicle Inspection Department.

❖ Enforcement Teams
Harare South District shall deploy fifty [50] details
in groups of ten [10] each to partner with local
authorities (Harare City Council) traffic
enforcement teams to arrest motorists flouting
traffic rules and regulations, touts, mushika-shika
and hitch-hikers focusing on activities at identified
hotspots.

NB* Clearance of impounded vehicles shall


involve all stake-holders such as Vehicle Theft
Squad [VTS], Central Vehicle Registration [CVR],
Zimbabwe National Road Administration [ZINARA]
Zimbabwe Revenue Authority [ZIMRA], and
Vehicle Inspection Department [VID]. Each
stakeholder will apply appropriate sanction on
identified issues or aspects for example City
Council will charge storage, VID will check for
defects and issue forms RT16, VTS for vehicle theft
while Central Vehicle Registry shall check for
check for compliance with regards to vehicle
registration and ascertain licences for fake copies.

Roadblocks/ Blitz
Enforcement teams shall carry out intelligence led
blitz on all plateless, unregistered, unlicenced,
uninsured vehicles, illegal pirate taxis, Kombis
operating with ZUPCO stickers after withdrawal
from franchise and mushika-shika vehicles. More
attention should be directed towards those who
disrespect other road users during peak hour
periods.

NB* Roadblocks/ Blitz must not disturb the smooth


flow of traffic especially during peak hours.
Therefore, commanders are directed to ensure
that roadblocks / blitz along major roads leading
to the CBD commence at 0900 hours and end at
1500 hours to facilitate smooth follow of traffic.

❖ Reaction Teams
Harare South district shall deploy thirty [30] District
Reaction Group members led by an Inspector on
standby at strategic points ready to react to any
eventualities in their respective areas of
jurisdiction.

3.3.2 CID
Shall deploy twenty [20] operatives for the operation
as follows:-

❖ Documentation

Vehicle Clearance
Shall deploy ten [10] from CID Vehicle Theft Squad
for clearance of impounded vehicles.

Criminal Profiling
Shall deploy ten [10] CIU operatives for criminal
profiling.

NB* Returns on repeat traffic offenders to be


submitted to Harare South District every Tuesday at
1600 hours.

4.0 CO-ORDINATING INSTRUCTIONS

4.1 Superintendent Operation shall coordinate the deployments


in the district.

4.2 Request for other services shall be made through HARARE


SOUTH OPERATIONS.

5.0 ADMINISTRATION

5.1 Briefing shall be done by Officer Commanding Police District


on 18 September 2022 at 0800 hours at Harare South District.

5.2 Debrief shall be done at the end of the operation.

5.3 DUB members shall put on dress order number five [5] while
PI and CID operatives shall be appropriately dressed for the
task.

5.4 No Travelling and Subsistence allowances shall be paid.

5.5 Commanders shall be allocated call signs according to


areas of operation.

5.6 All matters of interest shall be communicated to the Overall


Commander without delay, through usual channels.

5.7 All impounds shall be properly accounted for.

5.8 All members shall perform their duties within the limits of the
law and with due respect to human rights.

6.0 COMMAND AND CONTROL

The Overall Commander of the operation shall be Officer


Commanding Police, Harare South District, Chief Superintendent M.
MAJOJO contactable on 0712 883 313 deputised by Superintendent
Operations, Superintendent ZHANERO contactable 0771 202 696.

The Officer in charge Operations Inspector MARONGWE


contactable on 0777 663 658 shall be responsible for all
deployments.

Officers’ ln-Charge Stations shall be Ground Commanders in their


respective areas.

Assistant Inspector ZOGWA contactable on 0777995382 shall provide


serviceable radios and batteries for communication and allocate
channels and call signs for use during the operation and make
adjustments where necessary.

Assistant Inspector Chinamasa contactable on 0772 440 920


shall be responsible for CRLO deployments.

Inspector Sibanda contactable on 0712777392 shall responsible
for Support Unit deployments.

7.0 COMMUNICATION

Communication shall be through the use of landlines, police


radios and memoranda.

Any matter of interest shall be communicated to the overall


commander through the usual channel without delay.

No member shall be allowed to communicate with the media


except the designated officer.

Call signs shall be allocated at briefing.

7.1 Daily returns shall be submitted to Harare South Operations


daily at 1300 hours in the following format:-

8.0 GENERAL

8.1 All members to enhance teamwork and adhere to Police


values.

8.2 All form of corrupt activities will not be condoned.

8.3 Commanders to ensure enhanced managerial visibility


through constant supervision to prevent corruption or any
malperformance.
