Cavite City Police Station “OPLAN CHECKMATE”

I. References:

1. Verbal instruction from the OIC, CAVITE CPS


2. To maintain peaceful and zero incident of crimes against property
within vicinity of Cavite City.

II. Purpose:

This OPLAN provides the guidelines and procedures to be undertaken


by Cavite City together with all City/Municipal Police Station, Local Government Unit
and other Law Enforcement Agencies to effectively thwart and neutralize carnapping
and other crimes against property that may occur within the Province of Cavite.

III. Situation:

Crimes against property including Theft, Robbery, Shoplifting, Arson, Vandalism,


Theft of Motorcycle and Carnapping remains significant concerns. It involves the
taking of property, money or some other benefit and does not include a threat or use
of force against the victim which usually happen in places where there is low police
visibility.

Carnapping is rampant in our country and we hear stories of it almost daily in the
news. This happens a lot because cars tend to easily sold whether it is for the car in
total or for spare parts. Usually, these vehicles are stripped down completely so they
can’t be found ever again.

The stolen motor vehicles are being repaint, changing the color which is different
from its color as registered in the LTO, changes the shape or form of the body,
tearing piece by piece or part, cleaning or repairing the whole engine, separating the
engine from the body, erasing and tampering serial or engine numbers to conceal
and avoid detection. After the changes are made, these motor vehicles are sold to
interested persons at a very cheap price. Further, these lawless elements most likely
use carnapped motor vehicles to conceal their identity and avoid being detected by
the authorities while furthering their criminal activities.

Carnappers operate anytime of the day by forcibly taking motor vehicles from the
owners, taking the motor vehicles while parked unattended and even boldly entering
houses and garages at the wee hours of the night, when possible, victims are sound
asleep and helpless in their abode. These kinds of lawless elements are armed with
firearms and other lethal weapons and are considered dangerous who are ready to
kill in furtherance of their motives and during their escape from possible arrest by the
police.

The existence of these criminal activities greatly affects peace and order, the vital
component of a progressive community. The maintenance of peace and order and
the security of life and property of the populace and investors boost commerce and
industry, thus ensuring economic development within the province.

To address the problem of motorcycle riding in tandem criminals and to protect


life and property, Cavite City shall introduce and adopt programs to thwart crime
against property and carnapping activities within the province thru Oplan Checkmate.

IV. Mission:
Cavite CPS, in coordination with the different police stations, Highway
Patrol Group, Land Transportation Office and the Provincial Government of Cavite
with the utmost support of the community shall take a more aggressive stance
against criminals particularly those involved in carnapping to maintain zero incident
within the city.

V. Execution:
1. Concept of Operation:

The OPLAN “CHECKMATE” will be under four (4) phases:

a. Preparation Phase:

1. Coordination with Law Enforcement Agencies and stakeholders


(LTO, LGU’s, HPG, Provincial, City and CHUA FORCE);
2. MOA signing with LEA and stakeholders if warranted;
3. Intelligence gathering/build-up;
4. Identification of probable suspects;
5. Profiling of suspects/modus operandi; and
6. Case preparation/build-up.

b. Enforcement Phase:

1. Implementation of RA 4136, RA 10054 and RA 6539; and


2. Implementation of PIPS:

 CHECKPOINT/ OPLAN SITA/ OPLAN GALUGAD


During nighttime till the wee hours in the morning on a pre-
determined date and time. The areas of responsibility especially
the most frequently visited places of entertainment (bars,
nightclubs, etc) and those crowded areas (711, Alfa Mart,
Samonte Park, gasoline stations, business establishment etc).

3. Confiscation and impounding of all undocumented and


unregistered vehicles;
4. Issuance of Clean Motor Vehicle Sticker to all motor vehicles
with clean registrations;
5. Inspection and Supervision by OIC, Cavite Cps and Staff’s; and
6. Conduct of interdiction operations against carnapping
personalities/ groups.
c. Investigation Phase:

1. Conduct of thorough investigation/ verification of all undocumented


vehicles;
2. Turn-over/ impounding of undocumented vehicles to Cavite City
Police Station;
3. Re-validation of initial information through continuous conduct of
background investigation, follow-up and coordination with other
government/law enforcement agencies and possible police
operation; and
4. Filing of necessary charges if evidence warrants.

d. Monitoring and Evaluation Phase:

1. Creation of Data Base (turned-over and impounded vehicles/


arrested persons);
2. Maintenance of list and posting through Facebook;
3. Updating of records on weekly basis;
4. Weekly evaluation of this station accomplishments;
5. Giving of Awards and incentives.

2. Tasks:

a. Deputy Chief Police

1. Designated as the Commander and over-all supervisor of the


OPLAN;
2. Perform other tasks as directed.

b. Chief, Admin

1. Issue appropriate orders to all personnel who will be part of this


operation; and
2. Perform other tasks as directed

c. Chief, Intelligence

1. OPR of this OPLAN.


2. Make available the Clean Motor Vehicle Stickers.
3. Strengthen counter intelligence operations and case build-up to
identify possible motorcycle theft personalities and carnapping
groups and personalities operating within Cavite;
4. Provide the different police stations with available holdings/list of
target personalities in the province;
5. Maintain a database of carnapping groups and personalities;
6. Validate reports gathered through feedback mechanism;
7. Direct the operating team Leader/s to submit after operation report
NLT 12 hours after the conduct of operation; and
8. Perform other tasks as directed.

d. Chief, Operation

1. Monitor the implementation of this OPLAN;


2. Designated as Secretariat who will consolidate and submit
accomplishment report to Cavite Provincial Office;
3. Maintain Data base (Turned-over and impounded vehicles/ arrested
persons)
4. Maintain list and post the list in the facebook account in close
coordination with PCR;
5. Update records on a weekly basis.
6. Evaluate accomplishments on a weekly basis.
7. Revise OPLAN as necessary.
8. Perform other tasks as directed.

e. CESPO

1. Provide transportation and POL requirement to the TG (if and when


necessary); and
2. Perform other tasks as directed.

f. Chief, PCR

1. Provide for and will be in the forefront in the conduct of PCR


activities such as information dissemination, solicitation of
cooperation from the government and private agencies/corporations
and NGOs through public-private partnership; and
2. Perform other task as directed.

g. Chief, Investigation

1. Designated as Assistant OPR.


2. Assist in the investigation and filing of appropriate criminal charges
against the arrested personalities;
3. Submit detailed report of all anti-motorcycle theft/carnapping cases
to C, POMU and subsequently provide copies of the same to Chief
PIB/ HPG; and
4. Check for existing Warrants of Arrest (WOAs) of subject
personalities for the immediate implementation and arrest; and
5. Perform other tasks as directed.

h. Traffic Section

1. Assist the Task Group in the implementation of the OPLAN;


2. Primary repository of all recovered, confiscated undocumented
vehicle;
3. Validate status of all recovered, confiscated undocumented vehicle;
4. Maintain records of all recovered, confiscated undocumented
vehicle;
5. Provide reports/ list of all released recovered, confiscated
undocumented vehicle to their respective owner;
6. Provide the Task Group target carnapping personalities/groups; and
7. Perform other tasks as directed.
VI. COORDINATING INSTRUCTIONS:

1. The PNP Operational Procedures shall be strictly observed and


followed in all operations.
2. Close collaboration and coordination with LTO, LEAs, LGUs and other
support groups.
3. Respect for Human Rights is of paramount importance in all
operations.
4. Lateral coordination is encouraged.
5. All operations shall be personally supervised by all OIC.
6. All other applicable LOIs, Memoranda, MOA/MOUs and Circulars not in
conflict with this OPLAN are still in effect.

VII. ADMINISTRATIVE AND LOGISTICAL SUPPORT

1. All tasked units shall support its operational requirements.


2. Additional support will be provided subject to the availability of funds.
