15 The operations Review convened on December 13, 2016 at 02:00 in the afternoon at
16 RPSB8 Headquarters, Camp Ruperto Kangleon, Campetic, Palo Leyte. Said activity was presided
17 by PSSUPT NORBERTO D TUAZON and attended by the Battalion Quad Staff, Key Personnel
18 and RPSMU 8 Representative.

20 The Program started with an invocation by PO1 Rolando S Cañete Jr, after which followed
21 by welcome remarks by PSINSP TYRONE MARK A CARTALLA.

23 I. The following were the Attendees:

35 After the attendance of the participants, and the Review was in quorum the TWG called the
36 order and welcomed the attendees to the said Program at 02:15 in the afternoon.

38 II. AGENDA

40 The following were presented by the Chief BPSMU:
41 a. RPSB8 Operational Dashboard 2016(November Accomplishments)

43 III. Presentation of RPSB8 Operational Dashboard

45 After the welcome remarks, immediately the Admin PCO/Chief BPSMU discussed all issues
46 and concerns from previous Operations Review and the action Taken. Then, the presentation
47 continued on the unit Operational Dashboard that includes October 2016 Accomplishments. The
48 presentation started on introducing the Battalion’s mission, function, objectives, primary drivers
49 and secondary drivers. The first secondary driver he presented was to intensify identification
50 detection, target setting, intervention (IDTID) of lawless elements followed by the presentation of
51 the Secondary Driver, number of personalities belonging to threat groups identified and
52 neutralized. It was noticed by PSSUPT TUAZON that the identified gaps used on this measure
53 was not suitable to the intervention of operations review matrix. The next Secondary driver
54 discussed was Intensify support role to Internal Security Operation. The Performance Indicator
55 under this is the number of Combat Operations and Preventive Patrol conducted to reduce CNN-
56 related activities, since there was a Suspension of Police Operations (SOPO) order from the
57 President, the unit focuses on preventive patrols and drills activities. It was also critics by one of
58 the RPSMU8 representative that the identified gap used in operations review matrix which is “still
59 on the 1st month of the last quarter” is not proper term to used, so it was noted. Then, the Battalion
60 Commander suggested that every company should divert their focus on preventive patrol to attain
61 the target. The discussion continues on the next Performance indicator which is the number of
62 drills and refresher courses participated, the Battalion Commander suggested to change the
63 performance indicator from number of drills and refresher courses participated to number of
64 personnel participated the drills and refresher courses since the secondary driver focuses on the
65 enhancement of personnel skill. The next Performance indicator presented is the number of
66 specialized courses/seminars attended. This includes Criminal Investigation Course (CIC),
67 Marksmanship, Bomb Identification and other related trainings/seminars. It was explain by the
68 Battalion Commander that there were two types of trainings. It could be inside and outside the unit
69 in which those trainings coming from higher unit is beyond our control so the accomplishments
70 here were rely only from what is required. The presentation continues on the conduct of Target
71 Hardening measures of RPSB8 Maneuvering Companies particularly in Security Survey
72 Inspection (SSI) and Camp Defense Drill. PO2 Magto, asked why is it that there was no report on
73 Security Survey and Inspection on the month of October 2016 since there were many vital
74 installations in the AOR. Then, PSINSP LIM explained that the submission of this report is
75 quarterly based on the directives of former Battalion Commander but PO2 Magto, advised that
76 there should be a report submitted monthly prior to the the quarterly submission. It was also added
77 that the Company visit of Battalion Commander is considered as part of Security Survey and
78 Inspection report. Then the presentation continues to the next performance indicator under the
79 secondary driver, enhance crisis preparedness and response with performance indicator number
80 of crisis and response drills conducted. It was observed that the activities on this measure were
81 the same to the previous measure so it was suggested to merge some of the Performance
82 Indicator and Secondary driver since there was redundancy of data but in order to change this,
83 there must be a resolution duly signed by both Technical Working Group and Battalion Advisory
84 Council. While the presentation is ongoing, it was observed that there were Secondary Driver,
85 Performance indicator and Activities with same function and data as to other so, PSSUPT
86 TUAZON suggested to review, check and reconstruct the RPSB8 Operational Dashboard in order
87 to shorten the presentation and minimize redundancy of report since the RPSB8 is a separate unit
88 to the Police Regional Office 8.

89 Afterwards, the presentation continued on the next objective which is the Public Safety,
90 this focuses on Police Equipment, and Public Safety Equipment which include Search and Rescue
91 Equipment and Civil Disturbance Management Equipment. Battalion Commander suggested
92 reconstructing the template for establishment and maintenance of reliable Police and Public Safety
93 Equipment in order to have a clear and precise presentation.

95 For guidance, the head Panelist and PRO8, TWG member PSSUPT TUAZON gave his
96 comment, he emphasized some of the major issues like reconstructing of RPSB8 Operational
97 Dashboard template, to have resolutions in every changes made and conduct of meeting with the
98 technical Working Group and Battalion Advisory Council to settle all problems found in the
99 Operation Dashboard.
