Said conference was 16 presided by PSSUPT ARCADIO A JAMORA JR, Battalion Commander and attended by the 17 Battalion Staff and Key Personnel. 18 19 The conference started with an invocation by PO1 Francis Anthony Go, after which, 20 attendance was checked. 21 22 I. AGENDA 43 44 The following agenda were presented by the Operations Officer: 45 a. Reading of the Minutes of the Previous Battalion Conference; 46 b. Briefing Presentation of the Company Commanders; 47 Contingency Plan on Vulnerable MPS as listed in the Memorandum dated May 17, 2016 48 Review of the Strategic Location of all Patrol Bases 49 a. Result of Ocular Inspection and Survey; 50 b. Proposed Relocation; 51 Violent and Non-Violent Activities based on personalities and sub-regional committees; 52 Issues and Concerns; 53 Recommendations 54 c. Staff Announcements 55 d. Battalion Commander’s Guidance/Message 56 57 III. Reading of the Minutes of the Previous Conference 58 59 The minutes of the previous Battalion Command Conference were read and corrections were 60 made by the attendees. It was then moved by the Operations Officer and duly seconded by PSINSP 61 OLOAN JR, CO of 3rd RPSMC. 62 After the approval of the previous minutes, Operations Officer presented the matters arising 63 from the previous conference regarding the piecemeal deployment of Sambaloran Patrol Base that 64 has not yet been resolved. He directed the PSC Company Commander to make a report of his action 65 taken regarding this issue. The undersigned further directed the CO of PSC to place the deployed 66 personnel outside the Energy Development Center (EDC) perimeter, because according to the 67 report, personnel rendering security is within the vicinity of the aforesaid area. 68 The request of 1RPSMC regarding the relocation of Balangiga Patrol Base was raised, and 69 the undersigned advised the CO to make a report of their ongoing fortification and reconstruction of 70 camp defenses to be submitted to Battalion Operation section. Still, the undersigned instructed him to 71 look for a more strategic and advantageous location for the said Patrol Base. 72 The request of 2RPMSC regarding the issuance of CDM equipment to be used in case there 73 is a sudden occurrence of Mass Rally in the AOR. The undersigned advised the CO of 2MC to 74 coordinate with the SPPO since there are available CDM equipment issued to the PPO. Moreover, 75 the CO of 2MC also requested for additional issuance of High Powered Firearms (HPFAs). The 76 undersigned informed him that the RPSB8 have already submitted the wish list that was submitted by 77 the supply section to R4. 78 Another issue raised was the request of the 3RPSMC for a vehicle with a greater capacity to 79 carry large number of personnel during the conduct of combat operations and other troop movement. 80 However, this issue is still pending because it needs to be escalated to higher office for its approval. 81 Moreover, the CO also raised the issue with regards to the personnel who were relieved from their 82 Company and was not being properly replaced and the status of the Detached Service (DS) 83 personnel. The undersigned directed the Admin Officer to follow-up those DS personnel that where 84 assigned only for Election period. Further, the undersigned clarified the issue regarding the 85 replacement of personnel. He advised the CO that the replacement of said personnel will not be 86 pursued because the total strength of the company is still above the required number. 87 88 BRIEFING PRESENTATION OF THE INTEL AND OPERATION SECTIONS AND COMPANY 89 COMMANDERS 90 91 After the discussion of the issues and concerns of the previous conference, briefing 92 presentations of the Intel and Operation Sections and the respective Company Commanders 93 followed. 94 The Intel PNCO commenced her presentation on PRO8 Intelligence Assessment on ISO. She 95 discussed the topics on sightings received by Intel section from Intel operatives of line units. 96 97 The Operations Officer presented the Assessment and Monitoring of Compliance of RPSB8 98 Plans and Programs for May 21 to 25, 2016. The undersigned reminded the Operations Officer that 99 during the Command Conference, the period covered for the said monitoring is the whole month, 100 from the last Command Conference to its proceeding conference. 101 PSC Commander commenced his presentation on the Contingency Plan on Vulnerable MPS 102 and identified three (3) vulnerable MPS in their AOR, i.e., Capoocan MPS, Tunga MPS and Kananga 103 MPS. He then continued his presentation on the Violent and Non-Violent Activities based on 104 personalities and sub-regional committees. There were also some issues and concerns being tackled 105 such as; lack of intelligence operative to be utilized within their AOR covering the three (3) provinces 106 of Leyte, Biliran and Southern Leyte and lack of personnel with Internal Security Operation related 107 seminars/training. Bn Cmdr directed the CO to utilize all personnel to be intelligence operatives. 108 1RPMSC Commander commenced his briefing presentation on the Contingency Plan on 109 Vulnerable MPS and identified two (2) vulnerable MPS in their AOR, i.e., Lawaan MPS and 110 Mercedes MPS. He then continued his presentation on Review of the Strategic Location of all Patrol 111 Bases. Further, he informed that the 1RPMSC is still looking for strategic relocation site within 112 Balangiga to Lawaan area that could meet the requirements to establish a Patrol Base. Thus, 3rd 113 Maneuver Platoon can still stay at the same location based at Brgy 3, Balangiga, Eastern Samar 114 granting that camp fortifications shall be continuously conducted such as perimeter fence, barricades 115 and lights will be added, foxhole/running trenches shall be established, additional sand bags, 116 Advance Command Post, additional guard post and regular conduct of Immediate Action Drill of the 117 personnel. Bn Cmdr agreed to maintain the 3 rd Maneuver Platoon at Balangiga, Eastern Samar, 118 however, he advised him to continue looking for a more advantageous location. There were also 119 some issues and concerns tackled such as; request for additional LMG, GL and other ordnances, 120 issuance of additional long M16 Rifles & magazines, lack of communication and navigation 121 equipment and lack of additional vehicle for effective troop movement. Bn Cmdr advised the CO to 122 wait for the approval of the request of RPSB8 headquarters. 123 2RPMSC Commander commenced his briefing presentation on the Contingency Plan on 124 Vulnerable MPS and identified seven (7) vulnerable MPS in their AOR, i.e., Calbiga MPS, 125 Hinabangan MPS, Motiong MPS, Pinabacdao MPS, Paranas MPS, Matuguinao MPS and Jiabong 126 MPS. He then continued his presentation on Review of the Strategic Location of all Patrol Bases. 127 The 2nd Maneuver Company Headquarters and 1st maneuver platoon is based at Brgy Canticum, 128 Calbiga, Samar. It has a total strength of thirty six (36) personnel including three (3) PCOs. The camp 129 premises is surrounded of barb wires, perimeter lights and improvised fences as its first line of 130 defens, has a steel gate positioned near the guard house and another small steel gate at the 131 opposite side beside the bunker, both steel gates have steel barricades, said gates will provide 132 additional perimeter barriers in securing and maintaining the safety of all the personnel of this 133 company and the camp itself. The camp has also natural barrier, a rice field fronting the camp that 134 would give the enemy a disadvantageous approach. The Camp serves as an advance command 135 post of the 8th Regional Public Safety Battalion in the province of Samar with the primary function to 136 undertake internal security operation and law enforcement function in support to local police and 137 military units in the area. 138 The 2nd Maneuver Platoon, 2nd MC is the newly established patrol base of the 2nd Maneuver 139 Company it is located at Brgy Solsogon, Sta Margarita, Samar. It has a total strength of thirty four 140 (34) personnel including one (1) PCO in the person of PINSP ARNEL RABANG TAMAYO platoon 141 leader. The 2nd Maneuver Platoon, 2nd MC as a maneuver unit is responsible to react by all means 142 possible, against any attack to any government establishment and vital installations. This platoon 143 also addresses threat on terrorism to include campaign against criminality of all sorts within our AOR. 144 The 2nd Maneuver Platoon base is lacking of perimeter lights, perimeter barriers, enemy early 145 warning devices and no issued organic vehicle. Bn Cmdr inquired about the activities of the Sta. 146 Margarita Patrol Base. He further directed the CO to follow-up the activities of the said Patrol Base 147 since the Election Period is about to terminate on June 2016. He also directed him to review the 148 location of the Patrol Base and to look for a more advantageous location for the Patrol Base. There 149 were also some issues and concerns being tackled such as; the request of 2RPSMC that the three 150 (3) patrol bases which are located at the 1 st district and mostly near from each other be transferred to 151 the second district strategically at Sta. Rita, Samar if there will be a good location and structure which 152 will be offered by the local authorities to be made as Patrol Base and the request for mobility and 153 crew serve firearm. 154 3RPMSC Commander commenced his briefing presentation on the Contingency Plan on 155 Vulnerable MPS and identified all MPS as vulnerable except those island municipalities. He then 156 continued his presentation on Review of the Strategic Location of all Patrol Bases. Moreover, he 157 conducted Survey/ocular inspection at Poblacion Sur, San Isidro, Northern Samar on May 17, 2016 158 for the relocation of 3rd Maneuver Platoon stationed at Brgy. Salvacion of said Municipality. The 159 Company Commander already coordinated with the owners of the proposed area and waiting for the 160 approval of the co-owner. After which, he discussed on the Violent and Non-Violent Activities based 161 on personalities and sub-regional committees. The issue which was tackled was the request for 162 mobility for a greater capacity since their service vehicle is partly unserviceable due to wear and tear 163 of said vehicle (the vehicle was one of the first issued Toyota hi-lux patrol vehicles of RPSB8 since 164 2008.) 165 After the presentation of the respective companies, staff announcements followed. 166 The Admin Officer announced regarding the list of eighty-three (83) downloadable personnel. 167 Bn Cmdr directed him to coordinate to all line units to identify all personnel who are downloadable in 168 line with the requirements of the process of downloading. Further, he informed the Admin Officer and 169 Operations Officer to prepare for the realignment and the dissolution of other Patrol Bases after the 170 said downloading. Lastly, the Admin Officer presented the approved new Logo of RPSB8. 171 For the guidance, the Battalion Commander informed and reminded all attendees regarding 172 RPSB8 Plans and Programs for the 2nd Semester and it will be focused on the conduct of Internal 173 Security Operation. Further, he also informed that on the 2 nd semester, the Bn Cmdr will conduct 174 orientation seminar regarding the Barangay Module and other related topics relative to the conduct of 175 ISO, such as knowing the enemy to further enhance the knowledge of all RPSB8 personnel. Bn 176 Cmdr directed the Admin and Opn Officers to prepare for the schedule and the mechanics of said 177 trainings and the Bn Cmdr will provide the topics for the said orientation seminar. The Admin Officer 178 proposed a schedule on the 2 nd week of June 2016 for the conduct of the said seminar. He further 179 directed the Admin Officer to review the assignments of PCOs and Senior PNCOs by July 2016. He 180 also reminded all Company Commanders regarding the presentation of Violent and Non-violent 181 incidents that it must be in chronological and by personalities. With regards to the conduct of 182 prophylactic patrol, all Patrol Bases are required to conduct daily prophylactic patrol and it must 183 reflect in the submission of the Daily Operation Reports. He also directed all COs to identify the 184 barangay affectation of all barangays that are mentioned in the DIB. He again reminded all COs to 185 review and identify all vulnerable Police Stations in their respective AORs for final submission to 186 Operation Section and to conduct proactive measures on how to protect these vulnerable Police 187 Stations. Moreover, he also discussed on the relocation of vulnerable Patrol Base and to seek for the 188 support from local authorities. 189 190 IV. Adjournment 191 192 Having no other matters to be discussed, the conference ended at about 12:30 in the 193 afternoon of the same date. 194
