SUBJECT : COVID-19 Intervention Strategies and Strict Observance to the


COVID-19 Protocols

DATE : November 23, 2020

1. References: RTC 8 Conference dated November 23, 2020.

2. In connection with the above reference and with the call of urgency due to
the aggrandized covid-19 cases inside the center, the emergency conference dated
November 22, 2020 yielded the following regulations for strict compliance inside the
Regional Training Center 8:

 Limitation of movements for everyone.


 All activities are temporarily suspended.
 All Uniformed Training Staff will be isolated in their respective barracks.
 All Non-Uniformed Personnel will be isolated in the Admin Building in their
respective offices and will utilize the comfort rooms in the said building.
 For Mandatory Courses and trainees, they will still stay in their respective
barracks.
 The Uniformed training staff who were negative during the RT-PCR test
conducted last November 17 will render duty.
 Food Services will be coordinated with Messhall personnel.
 Laundry will be suspended until the result is released
 Laundry personnel will be isolated in the De Leon Building
 Messhall Personnel will be isolated in their own barracks. The question is, if
the messhall personnel will be isolated, who will do the marketing and who will
provide food for the clients? Since, only 2 personnel from the messhall tested
negative last November 17.
 Canteen Personnel will be isolated in the canteen but they use the comfort
room in the Admin Building
 The water provider will not be included for the Mass Testing as long as they
will provide health certificated during their delivery.
 The Mass Testing will prioritize the training staff and service providers.
 Once the result is released, the possible problem is the isolation facility with
comfort room for positive cases. The RTC8 has rooms for isolation but the
comfort room will be a problem.
 Those personnel who already tested negative last November 17 will not be
included in the Mass Testing.
 All personnel will pack their things before the release of the result for smooth
movement of positive cases to the isolation facility.
 If only one training staff will yield positive result, isolation facility will be the
RTD’s quarters in the IS Barracks. If more than one, the isolation area will be
the AV Hall.
 For students and trainees who will yield positive, the classrooms in the De
Leon Building will be the isolation area.
 For the Class Masidlab, the tent city is already a good isolation facility for
segregation or clustering of possible positive cases.
 But, the PRO/LGU should be ready for transfer of positive cases from RTC8
since only a government facility is authorized for isolation of positive cases.
Strictly No Home Quarantine.
 The area for Mass Testing, Plan A will be the Stage in the Parade Ground of
RTC8, Plan B will be the Covered Court and Plan C will be the Matatag
Messhall.
 During the day of Mass Testing if it is impossible to finish all personnel, the
priority for swabbing will be the Training Staff both Uniformed and Non-
Uniformed, the service Providers and the Class Masidlab since they are more
suspected of carrying the virus and then the Class Lahi-Mandala. The rest will
be tested by Class since they all stay in the same quarters.
