LEARNING DELIVERY MODALITIES

To: Public Schools District Supervisors/Principals In-Charge

Public Elementary and Secondary School Heads
Public Elementary and Secondary School Teachers
All Others Concerned

1. Education is a right. Every learner has the right to a quality basic education.
The 1987 Philippine Constitution, article XIV, Section 1 provides that “the State shall
protect and promote the right of all citizens to quality education at all levels, and
shall take appropriate steps to make such education accessible to all.” With this, the
Department of Education (DepEd), as duty bearer, ensures that this right is enjoyed
by all Filipino learners. As DepEd Secretary Leonor Magtolis-Briones says,
“Education must continue even in times of crisis whether it may be a calamity,
disaster, emergency, quarantine, or even war.”

2. In reference to the Implementation Guide v1.0 on Learning Delivery Modalities

-The SOCCKSARGEN Region Context which was issued for guidance on
implementation of different modalities such as Online Distance Learning (ODL) +
Modular Distance Learning (MDL), Modular Distance learning (MDL) and TV/Radio-
Based Instruction (TV/RBI) + Modular Distance Leaning (MDL), the learning
resources are now prepared and made available for the “New Normal” of learning
delivery to ensure that all are implemented effectively and efficiently.

3. For the templates to be used in the preparation of the modules, video lessons,
and radio scripts, all personnel concerned shall refer to these enclosures.

Enclosure No. 2- Key Stage 2: Grades 4 to 6 SLM Template
Enclosure No. 3- Key Stage 3: JHS SLM Template
Enclosure No. 4- Key Stage 4: SHS SLM Template
Enclosure No. 5- Sample Script for Grade 7 Filipino
Enclosure No. 6- Sample Module in Filipino 5 Module 1
