ONSITE MONITORING AND PROVISION OF TECHNICAL ASSISTANCE TO


SCHOOLS ON THE IMPLEMENTATION OF DISTANCE LEARNING

1. The Department of Education - SOCCSKSARGEN Regional Office through


the
Regional Field Technical Assistance Teams (RFTAT) will conduct an Onsite
Monitoring and Provision of Technical Assistance to Schools and School-Based
Community Learning Centers (CLCs) on the Implementation of Distance
Learning on September 6 – 17, 2021.

2. The activity aims to:

2.1 Gather data, issues and concerns on the implementation of the


different distance learning delivery modalities and on the provision
and utilization of learning resources that will serve as bases for
providing support to SDOs and schools;

2.2 Conduct monitoring on the following:


● status of the distribution and utilization of Quarter 1 SLMs,
textbooks, and other learning resources;
● Implementation of school’s Basic Education Learning Continuity Plan
(BE-LCP) and other plans for SY 2021-2022;
● Conduct of Oplan Balik Eskwela (OBE);
● Engagement of parents, LGUs, communities and stakeholders on the
implementation of distance learning; and

2.3 Provide technical assistance to schools which have responsibilities
over the implementation of the different distance learning delivery
modalities and all types of learning resources.

3. Each RFTAT (Please see Enclosure No. 1: List of Regional Field Technical
Assistance Teams) shall organize themselves into subgroups of two or three
to maximize the number of schools to be monitored and provided technical
assistance.

The Schools Division Superintendents are expected to assign member/s of Division


Field Technical Assistance Team (DFTAT) to accompany each regional monitoring
group during the school, community and home visits.

4. SDOs are requested to identify one school for each of the typology provided
in Enclosure No. 2 and email the list to the RO through
region12@deped.gov.ph on or before September 3, 2021. It is emphasized
that the identification of recommended schools for monitoring should
consider the Risk Severity Classification and COVID19 situation in the area
to ensure the safety and health protection of the monitors, school personnel,
learners, parents and community people.

5. Likewise, during the monitoring, RO, SDO and school personnel are
expected to observe stringent physical distancing and health and safety
protocols. There shall be no community and home visits without the
approval of the local IATF and for areas classified under ECQ, MECQ
and GCQ, and in areas the team sees unsafe to visit. The following are
the specific activities in the conduct of monitoring:

5.1 Courtesy Call to the SDS


● The RFTAT is expected to present its members to the SDS and discuss
the details of the monitoring before proceeding to schools and
communities. This ca be done remotely or face-to-face.

5.2 Meeting the School Head


● The RFTAT together with the DFTAT assigned to monitor each school
shall discuss with the school head the details of the community and
home visits and the conduct of Document Analysis, Observation and
Discussion (DOD) to gather the needed data.

5.3 Community and Home Visits


● The school head and some identified teachers shall accompany the
RFTAT and DFTAT during the community and home visits.

● The monitoring team has to strictly avoid gathering of crowds and visiting
places that are crowded.
● The community and home visits shall focus on gathering data on the
provision and utilization of learning resources, engagement of
communities and families, and situations in the community and at home.
● The coverage and length of time for the community and home visits shall
be determined by the RFTAT depending on the context and situation in
the area and the sufficiency of the data gathered.

5.4 Conduct of Document Analysis, Discussion and Observation (DOD)


and TA
Provision
● The RFTAT shall conduct inspection of school facilities and equipment
and do observation of the school environment relative to the data needed
as specified in the monitoring tool.
● The RFTAT together with the DFTAT shall convene the principal, one or
two teachers present in school, and one representative from the
stakeholders, if available, for a Focus Group Discussion (FGD) or an
interview, while strictly observing social distancing and health and safety
protocols.
● The data gathered by the RFTAT shall be the bases for providing
technical assistance to the school to address challenges, issues and
concerns.

6. SDOs and schools are enjoined to communicate with the parents,


communities and stakeholders regarding the regional monitoring activity
and secure the permit from the concerned authorities, if necessary, for the
conduct of community and home visits.

7. The members of the RFTAT shall submit the accomplished Monitoring Tools
(Enclosure No. 3) and Technical Assistance Report (Enclosure No. 4) to FTAD
on or before September 21, 2021 for consolidation and presentation of
monitoring results during the Program Committee meeting.

8. Board & lodging, travel and other incidental expenses of RFTAT and DFTAT
members shall be charged against local funds subject to usual accounting
and auditing rules and regulations.
