TRAINING REPORT

Title : RxBox 1000 Super User Training

I. Highlights

A. Introduction:

The DOST-CAR has organized and conducted RxBox 1000 Super User Training for
the RHU personnel of partner Rural Health Centers in the region. The project entitled
“Roll out of 1000 RxBox Telehealth Devices in Selected Rural Health Centers in the
Philippines was funded by the Philippine Council for Health Research and
Development- DOST in collaboration with Up Diliman- Electronics and Electrical
Engineering Institute and Department of Health. The RxBox 1000 is one of the
flagship programs which features the Philippines’ first and only telehealth system that
is able to integrate a biomedical device, an electronic medical record system, and
telemedicine. The biomedical device has a tablet computer and medical sensors that
can capture physiologic signals, store the data as an electronic medical record and
send them to clinical specialist should there be need for specialized care.

The Super User Training (SUT) aims specifically to identify and train local health
professionals as “super user” in acquiring both he domain expertise and technical
know-how on the different program components. Subsequently, this will streamline
the local health unit’s workflow and standardize the training strategies and procedures
of the project.

While training health personnel in primary care to use the RxBox may be relatively
simple, an appreciation of the local healthcare landscape and its relation to the
National Telehealth Service Program (NTSP) through telemedicine, and electronic
medical record is needed to motivate continued use of the device where it is deployed.

B. Implemented Activities

Day 1- December 8, 2021

Ms. Allyssa P. Oppas of DOST-CAR served as the master of ceremonies. The


training- workshop was opened by our very own Regional Director, Dr. Nancy A.
Bantog.

Orientation on the RxBox project was presented by Ms. Mary Ann Payangdo
highlighting the RxBox project implementation process and the device testing that the

sensors and components undergone to ensure the quality and safety of the device.
Then, the presentation of Mr. Rey Sagandoy on the overview of Universal Health
Care and the eHealth in the Philippine Healthcare System. He also included the ethical
and legal aspects of eHealth focusing on the telemedicine. Next is the delivery of Mr.
Santi Pinos-an on the topic good quality data using a game analogy. To expound more
on the importance of using the monitoring devices, Dr. Pisces Jean Alunes-Chog-ap
presented the importance of Maternal-Fetal Monitoring during Pregnancy. She
highlighted the normal and abnormal reading in the Fatal Heart Tone monitor and
Uterine contraction monitor. Another device component is the ECG-
Electrocardiogram which was explained by Dr. Florence V. Poltic, wherein she gave
emphasis on the readings and the comparison of the normal and abnormal ECG
readings. At the end of the presentation, the floor was open for any question and
discussion. To sum up the day, the Pretest was then answered by the participants after
the presentations to clarify the correct answers.

Day 2- December 9, 2021

Recapitulation of the previous activity was given by the participant from the
rural health unit of Pudtol in the province of Apayao. With no other question from the
previous topics, Mr Pinos-an presented the RxBox hardware and the general
workflow. Then, a demonstration on how to use the RxBox device. First is the Vital
signs module composed of the temperature sensor, the pulse oximeter and the BP
apparatus. Next is the Maternal- Fetal Monitor module which has the fetal heart tone
monitor, fetal marker and the maternal tocometer. Another is the Electrocardiogram
module that monitor the heart electrical activity and lastly is the Partograph module
on the labor monitoring of pregnant mothers. After the demonstration, the participants
were given the device for their hands-on practice and a group demonstration on the
use of each sensor. To elaborate further the collaborations of agencies between the
DOH and DOST in the implementation of the RxBox project, Ms. Caroline R.
Mamaradlo discussed the integration of the iClinicsys as Electronic Medical Record
connected to the RxBox device. There are some concerns of the participants regarding
the system, however, Ma’am Mamaradlo gave assurance of the onsite installment and
monitoring of the concern personnel on the use of the system.

After the lunchbreak, the participants had their return demonstration on the use
of the RxBox wherein every RHU has the clinical setting from assessment of the
patient to the consultation of the medical doctor. The participants were able to
perform the return demonstration with minimal corrections. They were able to
appreciate the use of the device in their RHUs and claim the daily use will enhance
the skill and utilization.

Day 3- December 10, 2021

Opening prayer was led by the participant from the province of Ifugao and the
recapitulation was presented by Ms. Elsie of Pasil RHU from the province of Kalinga.
With no other concerns from the previous topic, the lecture on the proper care of the
device and sensor and issue management was discussed by Ms. Mary Ann Payangdo.
The participants then had a short activity on reporting issues and then they presented
focusing on the Assess, Troubleshoot and Report. Learning insights and appreciation
of the activity was then presented by the participants from each RHU partners. They

express their gratitude as one of the partners in this project and the timeliness of the
device as an additional tool for the RHU. Certificates of completion was awarded to
the participants in the presence of Ms. Bannylyn Andres. Also, to formally adjourn
the activity, the closing message was delivered by Ms. Bannylyn Andres in the
absence of ARD Pepita S. Picpican.

The activity was actively participated by the Municipal Health Officers, Nurses,
Midwives and IT personnel from the different RHUs in the region. The three days
hands-on training was participated by Pudtol RHU in Apayao, Aguinaldo RHU and
Tinoc RHU of Ifugao, Pasil RHU of Kalinga, Bakun RHU and Kapangan RHU of
Benguet and Paracelis RHU of Mt. Province. The participants form the province of
Abra namely Daguioman RHU and Tineg RHU was not able to attend the said
activity due to vaccination targets and simultaneous municipal activity. The training
was facilitated by the RxBox Project staff and assisted by DOST-CAR personnel. The
partner agency of DOH-CHD-CAR also sent their personnel for the presentation of
collaboration in the project. Some resource speakers are also from the private sector
and the academe.

C. Training Evaluation

The criteria used in rating are: the training content was well organized; the training
met my expectations; applicability/ relevance/ adaptability of the webinar to current or
future activities or operation; time management; ability of speakers to respond to the
participant’s queries; organization of the activity; and facilities/ venue.

The criteria were evaluated by the participants using the adjectival ratings of E-
Excellent; VS-Very Satisfactory; S- Satisfactory; F-Fair; and P-Poor. The numerical
ratings are 5, 4, 3, 2, and 1, respectively.
