Title: REBOOT – Re-Booting Capacities for Farmers through Enabling


Technologies, ICT Applications and Innovations

I. Introduction

Rationale
The emergence of the COVID-19 pandemic has greatly affected the lives of the
community and now poses a serious downside to the economy. (NEDA, 2020). The
Ifugao State University – College of Computing Science align itself to response in the
assistance and mitigation of the social and economic impact of the pandemic.
The town of Alfonso Lista has been known for its rich cultural heritage and its
often called “the melting pot” due to different cultures, traditions and ethnic that resides
in the municipality. Majority of the inhabitants in the town are Ilocanos and Ifugaos,
other ethnic groups are Tagalogs, Pangasinense, Bontocs, Gaddangs, Davaonenos,
Kalinga, Warays and Bicolanos. (DILG, 2015). The municipality is predominantly
dependent on agriculture. Farming is the main occupation of the populace and the
main agricultural crops are corn, tobacco, peanuts, gabi, banana and vegetables such
as squash, beans, cabbage, ampalaya and others.
The irrigation of the farmlands in the municipality comes from four sources,
namely: The National Irrigation Administration, 4 communal irrigation systems
constructed by the Farmer’s Associations, 20 pumps, and mountain springs. One of
the major industries of the municipality is tilapia culture done through floating net
cages. About 120 families own fish cages located at the Magat Dam Reservoir and
Erosion Control Site

In the municipality of Alfonso Lista, a pasalubong center is being established
with various products coming from the community members. Some of which are
woodcarvings, woven products, bead crafts, printed t-shirts, personalized mugs,
muscovado sugar and bignay wine. Based from the record an average of 25 grantees
per barangay are very much dependent in the financial assistance given by the
government, no other source of income. The MSWDO with its various programs like
education sessions, team building, information dissemination and feeding programs,
they are always encouraging the grantees to spend well the money given as intended
for. Whatever saved, they may use it in livelihood endeavor (Ildefonso, 2019)
The possibility of this proposal is at greater needs since the College of
Computing Science of IFSU-Potia Campus with the support of IFSU-DET, this
program has multiple objectives one of which is poverty alleviation and human
capitalization. The college will act and extend assistance in the field of Information
Technology.
The training venue will be at the College of Computing Science – Computer
Laboratory. Hot and Cold Laboratory of IFSU- Potia Campus while after training
production will be done in those selected areas needs for improvement in the campus
or in the locality.

Objectives
General Objectives: To produce trainees (from different folks -farmers,
professionals, out of school youth, etc.) knowledgeable in the different ICT
integrated components in the livelihood.

Specific Objectives:
1. To educate beneficiaries on the different ICT technologies that can help
them in their farming methodology.
2. To demonstrate Basic use of Technologies available in the government
platform on Drought Forecasting and weather monitoring for Agri-Farmers.
3. To demonstrate available technologies on Image Processing for the
Disease Detection and Prevention on major crops such as rice, corn, caffe,
cacao and banana productions.
4. To conduct evaluation on the effectivity of ICT Technologies and resources
on the Agri-farmers.

Framework of the Project (Conceptual/Theoretical)


ICT Technologies has a great impact among farmers in the advancement of
knowledge in the different pests of major crops in their immediate community,
intermediate solutions and other methodologies and technique in farming.

II. Discussion (Report)
The project duration is 14 months inclusive of the following activities,
coordination and dissemination of training schedule to DA, BLGU and other
stakeholders, MOA preparation and signing, preparation of all supplies and materials
needed, training Proper (10 days), monitoring, evaluation and mentoring, preparation,
submission and approval of Business Proposal and Enterprise development

The training management team are composed of the faculty from the College
of Engineering Technology with the assistance of the students and the staff of the
Research Development, Extension and Training.

Due to the COVID-19 Pandemic, participants are required to wear masks during
the training, temperature will be check and proper disinfectant will be given to
participants. The training will be conducted in blended learning; for the lectures a video
presentation will be given to them. But for the hands – on, participants will be divided
in groups so that there will be only 10-15 participants per session to meet the standard
1.5 – 2 meters social distancing during the training program.

The project leader including the College E&T Coordinator will visit the trainees
soon to be the adopters every month after training. With the use of the prepared forms
from DET, it will be filled-out by the trainees/ adopters with the assistance of the
Coordinator monthly. Problems which maybe encountered will be addressed as soon
as possible. The extension coordinator and project leader also conduct an interview
and evaluation of the impact of extension program. Any information gathered will be
included in the monthly report as part of the monitoring and evaluation process.

The monitoring and evaluation take place before, during and after the project.
Time element with reference to the duration of a project shall be considered in
conducting evaluation. Ex-ante or before/pre-project evaluation It is a proactive tool to
assess the potential of a research or extension project leading to a decision to
implement or not. Ex-ante evaluation includes the evaluation of research proposals,
feasibility studies, project appraisals, needs assessment, technology assessment and
profiling. Social and livelihood analysis as applied in extension are also done at this
stage. One or a combination of these tools shall be used in assessing the value of
both research and extension proposals to be carried out. During-project evaluation. It
is also known as on-going or continuing project evaluation.

It consists of assessing project processes while the project in its implementation


phase. This type of evaluation shall cover the whole life span of the project. Evaluation
activities made during this period shall include field visitation reports, process
documentation and analysis of activity and progress reports. After-project evaluation
This shall be referred to as ex-post facto evaluation. Evaluation at this point shall be
done when the project had been completed.

The concern of which is to evaluate project results and outputs. Such results
and outputs may be in the form of technology developed and realized immediately
after the completion of research projects or economic benefits/activities realized after
the implementation of extension projects and training programs.

The training will have a great impact to the farmers personnel specially those
who are having difficulty in identifying, mitigating diseases of their farmlands. Through
this training they will appreciate how to use innovative technologies and increase
profitable margins in their profit.
The Extension and Training team of the College of Computing Science will
conduct the training in blended learning and the same time. Evaluate them in blended
assessment. We are also considering non-traditional assessments. A follow-up will
also be conducted after the training sessions.

III. Findings
Based on the evaluation of the three-day training workshop, majority of the
participants strongly agree that the training met their expectations and relevant to their
current job and works. These were achieved by providing quality of learning among
the resource speakers and by giving adequate time for the processing of questions
especially in their assistance during the installations of mobile apps and other mobile
applications to the trainees. Below is the result of the evaluations

IV. Recommendations
The following were the recommendations of the participants during the three –
day training;
• A follow-up training on mobile application will be conducted
• A lot more time during the simulations of pests using the image
processing systems.
• Sustainability of training, there should be an additional training for
detection of diseases.
• Classify participants into beginner, with background very knowledgeable
