The Modified Conditional Cash Transfer (MCCT) Program has been implemented for nearly four (4) years
now. With its dynamic features and modalities catering to three (3) different clientele categories of
disadvantaged sectors such as Homeless Street Families (HSF), Families in Need of Special Protection
(FNSP) and Indigenous Peoples in Geographically Isolated and Disadvantaged Areas (IPs in GIDA),
adjustments and innovations in the mechanisms were developed while maintaining the salient features of it
mother program-Conditional Cash Transfer (CCT) program.
Over the years, the program has experienced an equal share of numerous challenges, bottlenecks as well as
successes and breakthrough during program implementation. And to gauge the effectiveness of the program
features and its responsiveness to address the social protection needs of its target beneficiaries, external
assistance such as studies and researches were sought.
Rapid Appraisal for Homeless Street Families and Study on the Factors Affecting Access to Education and
Health and Services among IP Children under the MCCT-Indigenous Peoples in Geographically Isolated
and Disadvantaged Areas (MCCT-IP in GIDA) Program were conducted, resulting to policy briefs that
presents the findings and recommendations of research projects and providing policy advice.
With this, the conduct of Policy Review and Enhancement of MCCT on November 26-30, 2018 is
necessary. The activity will be a venue for discussion of the policy briefs along with consultation on the
field implementation of the program and other social protection programs and services of the department.
The activity will put emphasis on enhancing the MCCT program particularly its tailored-fit approach in
order to be more responsive to the peculiar needs and situations of its target beneficiaries and as modified
strategy of the Conditional Cash Transfer program.
The objective of this short-term engagement is to engage an expert Resource Person that can provide
input/guidance to the participants for workshops and presentations. S/he will also facilitate discussion on
the studies and researches related to MCCT and policy reviews. Likewise, S/he will also help the
division in the over-all output of the activity and packaging of the program design and concept.
IV. Arrangement
1. Resource Person
a. Provide copy of one’s curriculum vitae upon confirmation of the engagement;
b. Inform the NPMO ahead of time of their required logistics; and
c. Shoulder outside expenses that may be incurred from requests such as meals and transportation
from the advance booking.
The Resource Person shall be paid with a rate of P830/hour on the basis of the actual hours rendered per
approved training schedule. It is inclusive of appropriate taxes and other incidental expenses which may be
incurred in the course of the engagement. Payment shall be made in one (1) lump sum upon successful
submission of a training report on the activity.
