KALAHI-CIDSS Additional Financing

Training on Disaster Response Operations Procedure (DROP) and Process for Group 2
ACTs (G2PT)

ABSTRACT
The KALAHI-CIDSS conducted this 3-day Roll-out Training on the Additional
Financing Program specifically on Disaster Response Operations Procedure (DROP)
and Process for Group 2 ACTs (G2PT) with the following objectives:

● Present Kalahi-CIDSS NCDDP AF Accomplishments and MOP-based


remaining deliverables;
● Review MDRRMC facilitation process and identified interventions;
● Revisit the data harmonization experiences and the lessons learned from
them;
● Demonstrate processes of Project Development Workshop (PDW) and
Municipal Inter-Agency Committee (MIAC) technical review;
● Demonstrate and simplify the discussion on the Community Procurement
process, applicable financial management systems, and sub-project
implementation details;
● Provide inputs on the "how-to" on the conduct of remaining municipal
activities;
● Address existing admin and implementation gaps and challenges; and
● Com-up with a strategic plan for next steps to achieve targets with
consideration on municipal context and timeline.

After the 3-day activity, it is expected that the participants will have;
● Clarified inputs on the "how-to" part of the municipal activities;
● Provision of presentation materials and municipal activity design for ACT and
MCT's contextualization;
● Leveled offff understandinofon guidelines and policies on critical aspects of
the KC NCDDP AF program implementation;
● On-time submission of MOVs and templates (for PIMS) based on MOP; and
● Submission of MOP-based municipal action plans with targeted schedule

To ensure that the minimum health standard protocol will still be observed,
KALAHI-CIDSS divided the participating municipalities into two batches and divided
each batch into two classes. Batch 1- Class 1 comprised the municipalities of Loon and
Tubigon, while Batch 1- Class 2 had the Municipalities of Alicia, Anda, and Pilar. Batch
1 had their training from June 15-17, 2022

On the other hand, Batch 2 had their training from June 22-24, 2022. Class 1
was comprised of Municipalities of Carmen, Siera Bullones, Calape, and Duero.
Whereas Class 2 was composed of the Municipalities of Mabini, Guindulman, and
Badian. The training for both batches was held at Kew Hotel, Tagbilaran City, Bohol.

DAY 1
JUNE 15, 2022
The registration for the participating municipalities, namely Municipalities of Loon
and Tubigon, started as early as 7:30 in the morning. Every participating municipality,
through their ACs, was already informed ahead that they can take their breakfast at the
venue as it is part of the accommodation.
However, due to the late arrival of some participants, the training team was not
able to follow the schedule provided in the program flow. Everyone was immediately
informed that the time allocated for the first day of training might be extended due to this
delay.
Before the training formally started, an Attendance link through Google form was
cascaded to all the participants. Simultaneously a Pre-form test was also disseminated
to be taken upon by each participant.

At around 9:00 in the morning, to formally start the training, an opening prayer,
singing of the national anthem, and the Bohol Hymn were led by MS. Shaira Bella
Aliviado (Training Specialist II- KALAHI- CIDSS), the training facilitator of Class 1. After
that, as part of the preliminaries, a roll call of the participating municipalities was made.
Everyone was strictly reminded and advised to follow the minimum health protocols
despite the decreasing number of COVIDD cases in the area.

To formally welcome the participants on the three-day rollout training, the


Regional Director for DSWD-7, Mrs. Rebecca Geamala, DMPA, gave an online
welcome message. Accordingly, the main reason that every Municipality was called for
this three-day training program was to implement the KCNCDDPAF. This training would
ensure that every deliverable will be accomplished and complete the project within the
set timeline. She also reminded the ACTs and MCTs to help each other conduct every
program or activity for those in need. Lastly, since we are in the last three years of
approval of this project before the KC will be devolved to the Local Government, she

asked everyone to work more with minimal supervision with total energy and
enthusiasm so more will be served.

Subsequently, Mr. Arcel Gregory Baritua, the Bohol Training team head, quickly
introduces the whole training team, including the outsourced Facilitator, Mrs. Realin
Antipuesto, and Documenter, Ms. Kaete Anne Cortez.
Afterward, the facilitator asked everyone how they are doing, given that after
almost two years of not conducting a face-to-face activity, they have less updated
themselves, and new faces have joined their team. Concerning that, a game called
"NEVER HAVE I EVER BEEN" was facilitated. The objective of this game is to ask the
participants about the importance of updating and knowing the experiences of their
workmates, especially in this kind of work that they have where tasks are fast-pacing
and activities are back to back. Thus, it is always good to check their "kauban" and help
achieve overall municipal targets. In addition, an
expectation setting is done through their mobile
phones to determine the participants' expectations
coming to this training and what they will commit to
achieving their set expectations.

The facilitator then introduced the objectives of this three-day training.


Accordingly, after this training, every participant would be able to:

 Get updates on Kalahi-CIDSS AF Program accomplishments and MOP-based


remaining deliverables;

● Review MDRRMC facilitation process and identified interventions;


● Revisit the data harmonization experiences and the lessons learned from them;
● Demonstrate processes of Project Development Workshop (PDW) and Municipal
Inter-Agency Committee (MIAC) technical review;
● Simplify discussion on Community Procurement process, applicable financial
management systems, and sub-project implementation details;
● Provide inputs on the "how to conduct" the remaining municipal activities; and
● Address existing administration and implementation gaps and challenges and
develop a strategic plan for the next steps.

Thus, participation from each participating Municipality is highly encouraged aside


from the input of the Resource Persons. It was emphasized that this training is critical in
guiding them in their future activities, especially during this pandemic. They would be
oriented on the latest development of the program, which will help them clarify
processes and guidelines. Lastly, this training is the perfect venue to ask questions and
be grounded in the KC Additional Financing Program details.

Before giving the floor to the first resource person, the facilitator again reminded the
participants to follow the minimum health protocols to avoid the virus. They were also
advised to stay in the venue and avoid loitering outside the resort for health security
purposes. In addition to that, a freedom wall is provided for their comments, learning
experiences, or thank someone or give a message to anyone. A parking lot section was
also provided, as the participants may park or post questions they have thought after
the session that may be discussed on the next day of training.

To commence the discussion of the first topic of the training, a workshop was
conducted wherein each participating Municipality were given 15 minutes to:
1. Discuss the actual data harmonization processes at the Barangay and Municipal
Level.
2. Identify development plans considered in the harmonization process and who
was involved.
3. After the discussion, proceed in answering the questions below.
4. Choose a facilitator, presenter, and documenter for your team 
• What went wrong? 
• What went right? 
• What are the facilitating factors?
• What are the specific areas for improvement?

(Team San Isidro) (Team Dimiao)

The first Municipality to present its output was the


Municipality of San Isidro and was reported by
Mr. Melvin Moreno (MCT-CF). Accordingly, time
constraints, lacking barangay data, outdated
BDRRMC Plan, among others, are their
problems. However, the eagerness of the
Barangay officials to start the sub-project,
availability of BDP and BDRRMC Plan are to be considered as their "what went right."
As for them, explicit instruction on how to pull up RDANA should be given as their
specific area for improvement.

The next Municipality that presented its output was the Municipality of Dimiao.
According to them, what went wrong was that the data available in the Barangay are
incomplete and insufficient. Every barangay expected that they would be able to receive
some sub-projects but to no avail. On the other hand, what went wrong for the
municipality of Dimiao was that their Local government is very supportive. There was an
appropriate response on the identification of every Sub-project. However, they consider
the timeline and guidelines of every sub-project as their area for improvement. This
output was presented by Mr. Rudy Lagrada (MCT-CF).

Because most of the participants from the Municipality of Sevilla were late, the
resource speaker decided to let them skip the first
workshop.

After the presentation of outputs, the first


topic of this training about the Pre-Work Activity
Harmonization of Development Plans, was
immediately discussed by Mr. Alberto Suello, CTO-
3. This topic aims:

• To be able to review the existing plans


of the barangay and municipal
• MDRRMC and BDRRMC can discuss the priority needs to address the
COVID-19 pandemic

• To come up with harmonize data at the Barangay and Municipal level with
the proposed interventions
• To enhance and update the Barangay/Municipal Development Plans,
B/MDRRM Plans

In addition, he discussed the following points:

 Regional Context Modified Harmonization Processes/Approach
 Barangay Level Harmonization Processes
 Municipal Level Harmonization Processes
 Discussion of the Harmonization Tool

To sum it up, Mr. Suello reminded everyone that it is crucial to have complete and
accurate data to develop an excellent plan. Moreover, planning is the ongoing dynamic
activity of peering into the future to indicate where a solution may emerge and treat the
plan as a complex situation, adapting to an emerging solution. Lastly, to achieve
development even for limited resources, come up with a plan and do prioritization.
The next topic about the Data Quality Standards of RDANA Administration was
presented and discussed via Zoom by Ms. Jaemylin P. Ocoy & Ms. Paulene C.
Tadena-Galbo. The session objectives are:

 Participants are equipped with data quality standards, especially in crafting


problem statements.
 Participants are familiar with the minimum criteria in
ranking priority needs.

After the discussion, a workshop was given to the participating municipalities.


Each team was given 30 minutes to answer the activity. For the first part, each group
shall review the community profile assigned to them before proceeding to the RDANA
and accomplishing it using the given hypothetical data or information. Each group
should be able to answer the following questions:

 How long did it take you to answer the RDANA?


 Which item was the easiest to answer, why?
 Which was the most difficult to answer, why?
 Did you have different views or answers to any of the items? How did you resolve
them?

This workshop was also done online by filling in the forms created by Ms. Ocoy. And
because of time constraints, the resource speaker requested everyone to have a
working lunch.

Since the discussion and workshop of Ms. Ocoy were done online, the unstable
internet connection and frequent power interruption in the venue made the discussion
and presentation of outputs even harder for the resource person, documenter, and
participants to have smooth documentation conduct of the training. It was also
challenging for the training team to cope with the timetable set for the first day of
training that caused further delays to continue the online discussion and the workshop.

While the workshop was ongoing, the facilitator acknowledged the arrival and the
participation in the training of Hon. Randolph L. Ang and Engr. Joel Dahiroc, Municipal
Mayor and Municipal Engineer, respectively, of Municipality of Dimiao.

After the presentation of each municipality, another workshop was given to the
participants by the resource person. This time, the participants should individually
review the same community profile and RDANA. After that, they shall identify the
experimental conditions, cite the basis for their top 3 priority needs in their municipality,
and explain how they came up with this ranking. The resource person gave the
participants 10 minutes to complete the workshop; however, due to the power
interruption and inconsistent internet connection, the workshop was extended to 20
more minutes.
The first to present their output was the Municipality of Sevilla. Their current
priority needs are the increasing number of Positive COvid cases in their Municipality;
most households have no proper sanitary toilets, and that 44% of the homes have no
potable water. Accordingly, these priority needs were ranked based on the consensus
between the KALAHI- CIDSS and LGU. It was Mrs. Cristina Orteg (MCT-CF), as shown
in the photo, who reported for the municipality of Sevilla.

Like the Municipality of Sevilla, the Municipality of Dimiao shares the same
priority list for their Municipality. According to them, the unavailability of potable water
comes first in their list, seconded by the increasing number of positive Covid cases, and
last would be the lack of sanitary toilets. They ranked these needs according to the
information and reported complaints they have gathered from the people. This list was
also rank based on their assessed urgency for their Municipality. It was Ms. Rezeil
Hibaya, the MCT-CF, who reported for their group.
It was, however, a different story for the Municipality of San Isidro, as reported by
Mr. George Isulat, MCT-TF. According to them, it is people's health and nutrition that is
considered their top priority. Next would be the water and
sanitation, and just like the two municipalities, sanitary
toilets were also included in their priority needs. This list
was based on the immediate assessed concern in their
Municipality.
The presentation of the outputs ended at around
two o'clock in the afternoon. To get the focus and attention of
the participants, the facilitator prepared an icebreaker for
everyone. The 5 minutes icebreaker made the participants
energized for the next workshop.

Another workshop immediately followed the icebreaker. In 15 minutes, each


Municipality will be given time to recall what had happened before, during, and after the
MDRRMC meeting. For each activity, each Municipality should indicate the target date
or week, required inputs (materials, budget, equipment), outputs, lead person (not unit),
and their corresponding remarks that are important to remember.

This workshop was preceded by the discussion of Mr. Suello regarding the
MDRRMC Meeting. The objectives of this topic are to:

 Review the roles and tasks of the MDRRMC.


 Present, review, and approve the harmonized data on COVID-19 in the
Municipality;
 Agree on the criteria to be used for grant allocation based on the data
presented
 Rank the barangays based on the criteria agreed and allocated project
grants to barangays based on ranking.
 Pass an MDRRMC Resolution endorsing the barangay grant allocations to
the Sangguniang Bayan (SB) for concurrence.

Another workshop was facilitated, with the exact instructions from the prior
workshop. In 15 minutes, each Municipality will be given time to recall what had
happened before, during, and after in a BDRRMC meeting. For Team Sevilla, their
output was discussed by their MCT-CF Rose Ann Patac. Whereas for Team Dimiao, it
was discussed by Zenaida Fuderanan (MCT-FA), and for Team San Isidro, it was
reported by Janeth Abonite.

A discussion of Mr. Alberto Suello regarding the Barangay and Municipal


Disaster Risk Reduction Management Council Meeting (BDRRMC/MDRRMC)
immediately followed the workshop. The objectives of this topic are to:

 Discuss what is BDRRM Council and its services


 Purposes of the BDRRMC Meeting
 The output of the BDRRMC meeting
 Who should be the participants during a BDRRMC meeting
 Reparations before the meeting
 Suggested steps during the actual meeting
 Post activities after BDRRMC meeting and,

A workshop was again done before the discussion of a new topic. This time, the
participants were given 5 minutes to identify the elements of a sub-project proposal in
chronological order. The first team to submit the complete and correct answer will get
100 points. However, the participants requested the facilitator and the resource speaker
to extend the given time to 15 minutes. Upon presentation of outputs, Team San Isidro
got the correct chronological order of a sub-project proposal, giving them 100 pts.
Meanwhile, Both Team Sevilla and Team Dimiao got 50 points.
After the presentation and discussion of the previous workshop, another
workshop was given to the participants. This time, each participating municipality will be
provided with a Sub-Project Proposal. In 15 minutes, the group will review the sub-
project proposal. An assigned
documenter will document all the
findings/observations from the
proposal, and a presenter to
present all the results and
observations.

Workshop wherein by the end of the module; the participants should have:

 Explained the objectives and main outputs in preparing community sub-project


proposals.
 Described the main parts of the sub-project proposal document.
 Described the key steps, activities, and processes that communities will go
through in preparing sub-project proposals; and,
 Explained the tasks they will need to perform to assist the BDC-TWG in
preparing sub-project proposals for AF NCDDP support.

The last topic discussed by Mr. Alberto Suello was all about the Municipal Inter-
Agency Committee (MIAC) Technical Review. At the end of the session, the participants
will be able to:

• Appreciate the importance of MIAC technical review and its purpose;


• Discuss the roles and functions of the MIAC members;
• Discuss the guidelines and processes in the conduct of MIAC technical review;
and
• Identify the methodologies to be used in the conduct of MIAC technical review.
After the workshops and discussions of the day, the participating municipalities
were asked about their "AHA MOMENTS" on the first training day. Team Sevilla said
their AHA moment was that every discussion has its corresponding workshop on
applying their learnings right away. For Team Dimiao, their AHA moment is the
eagerness of the training team and all the participating municipalities to finish the
training despite finishing it late than expected.
The first day of training ended at around 7o clock in the evening. The training
team informed each class that a feed backing session would be facilitated after dinner.

DAY 2
JULY 27, 2021

On the second day of training, many improvements were already visible to the
venue, such as the thermal scanner and foot bath as part of the health protocol. Also,
everyone was seen to be wearing face shields.
The second day of the in-house training started early compared to the previous
day. The registration began as early as 7:30 in the morning. For the second day, the
facilitator requested one representative for the whole class to recap what happened on
the first day. It was Mrs. Juliet Quijada, ACT-AC, who gave a quick recap.
To formally begin the training, an opening prayer was given by the facilitator.
After that, the participants were asked if they already had their breakfast in the canteen
area. The facilitator then went through the 2 nd day's program flow for everyone's
knowledge. Everyone was also encouraged to use the freedom wall and parking lot
section provided for them. Further, everyone was reminded to strictly observe the
minimum health standard protocol and not hesitate to approach the training team for
any concerns the participants may have.

After all the reminders, the facilitator then gave the floor to the first resource
speaker of the day, Engr. Alma Mae Ungab. Her topic was all about the Basic
Procurement Process. At the end of the session, the participants will be able to:

 To articulate the legal bases of Community Based Procurement;


 To describe and explain the principles and key features of the Community Based
Procurement such as :
o Procurement Policies, Process, Methods, Threshold, and others
o Functions of Community based
Procurement in the ACT, MCT,
and Community Volunteers

Accordingly, Community procurement


empowers the community by letting them:

 Decide on how to address needs and


control resources
 Participate and manage procurement
activities
 Provide equal opportunities for men and women in all procurement activities

Engr. Ungab also emphasized that a Community-driven procurement has F-E-E-T-A


Principles, which stands for Fairness, Economy, Effectiveness, Transparency, and
Accountability.
After the discussion of Engr, Ungab, the first workshop of the day was facilitated.
The instruction for this workshop is that one group will role-play about the Community
Shopping for Goods, specifically on Procurement Preparation Meeting and Opening of
Quotation. On the other hand, another group will play a role in Community Shopping for
Works, specifically about Contractors
Conference and Evaluation of Quotation.
Since there are three groups in the class,
the last group did the critiquing for the
presentation of the two groups. The

for goods, team San Isidro for the Community shopping of materials, and Team Sevilla
was assigned for the critiquing.
As for the critiquing made by Team Dimiao, they were able to point out some
points or lapses on the role-playing made by the two performing groups, such as:
 Goods to be availed of must be with specifications;
 Venue as to where the contract should be signed was not provided.
 The addresses of the possible suppliers should be mentioned.
 Bidders in every project have to be in line with the project
 There should be a distinct distinction between suppliers and contractors
 Original copy of each contract should be thoroughly reviewed and inspected to
avoid discrepancies.

Right after the workshop, Engr. Lindy Coraza continued the discussion about the Basics
of community procurement. However, due to technical issues on the projector, hard
copies of the PowerPoint presentation were given to the participants for reference.
Engr. Lindy thoroughly discussed the Procurement Activities such as:

 Issuance of Request for Quotation
 Purpose of a Special Power of Attorney in a
Procurement process

Because the Lunch for everyone was already served, it


was decided to take a lunch break and continue the
discussion right after. However, the participants immediately raised some issues
regarding the portion of food that was served
to them. Accordingly, the portions were too
small that they wouldn't satisfy their appetite.
After that, at around 1:15 in the afternoon, the
facilitator asked everyone to stand up for
some ice breaker/ Zumba, which everyone
participated cheerfully.
The ice breaker was immediately followed by
the continuation of the discussion of Engr. Lindy about serving the Request for
Quotation and roles and functions of ACT and MCT during a procurement process.
Because of the overwhelming discussion of Engr, Lindy, an open forum was
facilitated for the whole class regarding what they can say with the responsibilities this
job requires. However, no one in the class wants to speak. Thus, an encouragement
speech was asked from Ma'am Juliet Quijada. She
encouraged everyone to never give up in rendering their
service to the public. This job requires a lot of effort from
everyone, but all will be worth it whenever a community could
receive their help. In addition, she asks for cooperation from
everyone for the better delivery of services to the community.
Without it, their goal to empower every community would be
put to waste.
After that, the last topic for the second day of training
was Financial Plans and Community Based Financial
Management. A new resource person, Ms. Luchie Marie
Balagosa. Her matter includes the Closing of the Account.

After her discussion, she gave the participants a workshop to solve. The
participants were given a situation in which they will need to compute to arrive at an
answer.
The 2nd day of training ended at around 4:00 in the afternnon.

DAY 3
JULY 28, 2021

In the past days, the registration for the third and last day of training started at 8
a.m. Mrs. Realin Antipuesto once again led an opening prayer. After that, everyone was
informed about the program flow for the last day of training. Everyone was also
reminded to observe the safety health protocols still strictly.
Sam Quiwag, a representative from San Isidro, did a recap about the
procurement process. On the other hand, Rudy Lagrada from the Municipality of Dimiao
recap the Financial Plans.
Engr. Nene Bitol discussed the first topic of the day, which was all about the
Community Managed Subproject Implementation wherein its objectives are:
 To provide clear guidelines in the implementation of infrastructure subprojects
funded under the KALAHI-CIDSS National Community Driven Development
Program (KC-NCDDP)
 To guide community-based officials and volunteers, local government officials,
and service providers with a set of clear and concise procedures and tools for
subprojects that will be identified, prioritized,
evaluated, approved for financing, and implemented
by various communities.

And to set the energy of the participants in a high mode,


an Ice breaker was given to them. It was a guessing game,
wherein a set of pictures were displayed on the screen, and
everyone was encouraged to guess what specific words
those pictures represent or mean.
After that, another topic about Product Standard was
discussed by Engr. Nene. Accordingly, the standard is
needed for Globalization, Free Trade, assurance in the
level of performance, and there would be standard information to the user and
manufacturer. In addition, there are many possible results of using unsafe and

substandard products such as death or injury, fire, damage to property, and damage to
the environment. Furthermore, all products should undergo quality tests under the
Bureau of Philippine Standards.

After the discussion, the Municipal engineer of Dimiao, Engr. Joel Dahiroc reminded
everyone, especially the community facilitators, to absorb the importance of the topics
discussed by Engr. Nene Bitol on how to transfer these technologies to the community
volunteers. The community facilitators need to empower and capacitate the community
by teaching them all the necessary knowledge, especially at the implementation level of
any project.

More so, everyone, especially the Engineers, was reminded to emphasize the
knowledge on quality of standards that needed to be transferred to the community and
that the quality of projects wouldn't be compromised compared to the previous projects.
It was also emphasized that the actual recipients of this training are the communities
that would implement the projects. Furthermore, timelines and the standard quality of
the project should be followed before it would be given to the community to avoid further
delays.

Subsequently, a workshop was done by the participants in which each participating


municipality was assigned to role-play a specific scenario. The sequence on who to
perform first was done through the draw by lots, the first to perform was Team Dimiao,
followed by San Isidro, and Team Sevilla was the last.

For the first group, they are to present a role-play of a scenario executing Change
Order. Presentation must cover a step-by-step process up to the delivery of materials
being requested. The reason for variation order must be apparent; read the output up to
the signatories. Activities and results must be highlighted.

Group two should present a role-play of a scenario of requesting a fund release (RFR).
Presentation must cover a step-by-step process and considerations of SP qualifying for
2nd Tranche. Activities and outputs / supporting certifications or resolutions must be
highlighted

Finally, group three should create and present a Work Breakdown Structure of their
proposed Sub-Project using the template provided covering the overall activities up to
completion.

The afternoon part of the training resumed at 1:30 afternoon. A dance number
was played on the monitor to set the mood for the afternoon session.
After that, Ma'am Paulene C. Tadena- Galbo gave a
quick update regarding the Database Encoding and
Uploading for the Regional Program Updates. Accordingly,
Class 1, which includes the Municipality of Sevilla and San
Isidro, has uploaded 100 % to the database as of July 23,
2021. Whereas the Municipality of Dimiao they have already
uploaded 99.95% to the database. These updates were all
done via Zoom.
While waiting for Mr. Karl Vladimir C. Arbon, Mr. Al
Suello gave Administrative Directives regarding submitting
the Monthly Work Plan. Accordingly, the objective of the
work plan is to ensure that all staff are on the same page,
focused on the program deliverables. All activities shall be based on the DROM
processes (CEAC), backlogs, and other activities to include tactic/planning sessions,

coaching/mentoring to MCT CFs, coordination


meeting with MIAC and BLGU officials, attendance to
meetings called by RPMO, etc. so that we can ensure
to accomplish our target set by NPMO on time.
Further, the Work plan shall be submitted three days
before the end of the current month.
Afterward, via Zoom, Mr. Karl Vladimir C. Arbon
(DRPM) met everyone. As per Mr. Arbon, with
regards to Administrative directives, he would like to
expound on the following points about the Monthly
work plan:
 He called the attention of the Area Coordinating
Teams that whenever they submit their accomplishment reports, they should take
time to read them.
 Unfortunately, the regional officers have observed that most accomplishments
reports are not in line with their deliverables in their respective areas.
 They have also observed that most of the accomplishment reports are using the
"copy-paste" system.
 And there is no indicated reference on how they will accomplish the activities
within a specific month.
 Accomplishment reports are also a guide that all activities and priorities align with
the directives from the region and national office.
 Make sure that all accomplishments are
based on their planned activities.

Everyone was also informed that all DTRs


would not be signed starting August unless a
detailed Accomplishment report can be submitted
to the regional office.
In addition to administrative guidelines, they
are encouraging everybody to get vaccinated.
Because there will be directives that all Area
Coordinating Team and all cluster officers shall be
vaccinated, they are just waiting that the
management will come up with guidelines that no
one will be allowed to report unless vaccinated.
This directive is to protect themselves, their families but also the community they will be
serving.

As to program directives, he said that he already gave until the first week of august
to all sector heads and cluster officers to make sure that all MDRRMC are complied with
and validated based on the harmonized data.
He then encouraged everyone to ask any questions or concerns, especially
regarding Operations, but since no one has a question for him, he just reminded
everyone to approach Mr. Al Suello if there would be any concerns that would come up.
To wrap everything up, a closing remark was given, via a recorded video, by
Ma'am Shalaine Marie S. Lucero, the Assistant Regional Director for Operation of
DSWD-FO 7. She knows that everyone is excited because there is an additional three
years for KC Additional Financings this would help everyone, especially on their
financial needs amidst the pandemic.
More so, this three years Additional Financing is very critical since the
MANDANAS Ruling is already enforced and has to be implemented, and KALAHI is one
of the programs that will also be devolved comes 2024. In addition, the lessons shared
to them in this 3day rollout training must be put into the mind of everyone since that
these are precisely the same things that would be transmitted to the community.
Everyone in this team is considered a technical expert. They are the persons
responsible for training the community so that they will be capacitated in implementing
projects.
Further, everyone was also reminded that when training the volunteers, they
should come up with easy presentation materials for them to internalize and understand
because whatever discrepancies there would be in the implementation of the volunteers
would reflect the KALAHI.
Furthermore, this is the last stretch of KALAHI, the last chance to prove to the
LGU, community volunteers, and the people they are serving that DSWD can truly
demonstrate the best and exact way to implement a project. So if they are teaching the
community about participation, transparency, and accountability, these basic principles
should start from them. They should be the agent of change. They should be able to
transfer the people to what they want to become. It is through their expertise that the
people will be empowered and capacitated.
Last but not least, she wants to remind everyone that they are blessed enough to
have been given a chance to be able to partake in the name of service. She hopes that
despite the challenges, they should bear in mind that wants they want to see that it is a
truly transformed community, not only to be empowered in project development but also
nation-building.
Lastly, she wants to thank everyone for their active participation, and she wished
them safe amidst this pandemic.

The last part of the 3-day training session is giving a certificate of appearance
and participation. It also includes picture taking of each municipality together with the
resource persons and the training team.
On behalf of the whole training team, Mr. Arcel Baritua thanked everyone for their
active participation in the three-day training. Everyone was dismissed at 3:00 in the
afternoon.

Sir Arcel Baritua again facilitated a feed backing session with the two facilitators
and documenters. Mr. Baritua thanked everyone for a job well done despite their
pressure on the first training batch. Everyone was encouraged to keep the same level of
energy and perseverance for the second batch of training.
