III. FOREWORD

Street lights provide numerous important benefits. It prevents and reduces


crimes, and improves road safety and pedestrian visibility.

With the implementation of the PRO9 PAILAW SA BARANGAY PROJECT,


areas with major road safety and crime rate concerns shall be prioritized to improve
the security and crime-rate/incident-rate in the concerned areas. This will be
launched in coordination with the Local Government Units and other government
agencies/NGOs concerned.

This project shall focus on the installation of solar-powered streetlights with


sensors designed to work throughout the night to provide proper illumination,
especially in areas that do not have access to transmission lines.

In addition, solar streetlights are stand-alone, self-contained units with no


electric current required, and are easily maintained, thus minimizing operating costs
and significantly reducing power consumption. These are also safe and
environment-friendly with no carbon dioxide, methane emissions, and no
greenhouse gases.

Initially, a large amount of funds is needed to sustain the maintenance of the


streetlights. However, the amount of investment shall compensate for its benefits in
the long run. There are no trenching, line voltage, and metering required since
solar-powered streetlights provide their own power. Further, it is not affected by
power outages, hence there is a continuous light source, eliminating risks of
accidents, and preventing criminal activities from happening.

IV. OBJECTIVES

1. To install solar-powered streetlights along dim streets of target areas


where there are no nearby electrical sources;

2. To improve the lighting system in dimly-lit areas;

3. To promote security and road safety in accident-prone and crime-prone


areas; and

4. To help save energy.

VI. PROJECT DETAILS

The project shall be conducted in three phases:

PHASE I: PREPARATION

1. PLANNING STAGE

The planning shall commence after the creation of the Technical Working
Group which shall be composed of the following competent personnel of this PRO.

During this stage, the group will:

a. Identify partners in the implementation;


b. Identify target areas to be illuminated;
c. Completely analyze the traffic pattern or amount of activities in the area;
d. Evaluate the weather and climatic patterns of target areas;
e. Provide specifications and mounting requirements of the solar
streetlights;
f. Coordinate with the LGUs, Agencies, NGOs, and other sectoral groups
concerned with the launching of the project;
g. Identify possible investors;
h. Identify budgetary/logistical requirements;
i. Identify activities to carry out the implementation of this project; and
j. Designate a Project Team composed of Provincial Director, Chief,
PCAD/CCAD, Station Commander, and PCR personnel to ensure the
success and accountability of the project.

2. COORDINATION STAGE

All PPOs and ICPS shall coordinate with their concerned LGUs and other
partners involved on the signing of a Memorandum of Understanding to ensure the
successful implementation of this project in coordination with the Technical Working
Group.

PHASE II: IMPLEMENTATION

Upon approval of needed provisions pertaining to the launching of the PRO9


“PAILAW SA BARANGAY” PROJECT the following shall be undertaken:

a. Schedule of Launching;
b. Identification of partners in the implementation;
c. Identification of areas to be illuminated;
d. Assessment of traffic pattern;
e. Evaluation of weather and climatic patterns of target areas;
f. Finalization of specifications and mounting requirements of the
streetlights;
g. Number of areas to be illuminated;
h. Number of beneficiaries;
i. Provision of budgetary/logistical requirements;
j. Programs/Projects/Activities to be developed;
k. Time frame of the project; and
l. Project requirements:

1. Estimated cost and budget plan;

2. Procurement plan;

3. Installation Plan; and

4. Human Resources

PHASE III. MONITORING AND EVALUATION

Monitoring and Evaluation shall be jointly done by the concerned PPOs/MPS


to be supervised by PCAD/CCAD Officers in coordination with RCADD and LGUs
involved.

VII. PROJECT HAND-OVER

After the successful implementation of the project, it will be shared and


replicated by other PNP units in the region.

VIII. What are the Outputs of the Project? (Contribution to Lead Measures)

The outputs and deliverables are as follows:


1. Number of barangays that benefited from the project;

2. Number of solar-powered streetlights installed;

3. Number of beneficiaries;

4. Number of partners involved;

5. Full implementation of the project; and

6. Memorandum of Understanding.

IX. What are the expected outcomes? (Contribution to Lag Measures)

1. Target areas will be properly illuminated;


2. Improve security and decrease in crime-rate/incident-rate in crime-prone
areas and road safety in accident-prone areas;

3. Prevention of disorder and loss of property; and

4. Energy-saving and environment-friendly.

X. What are the possible risks or challenges that may be encountered in the
Implementation of the project?

The following problems/issues are expected during the implementation of


the project:

1. The initial investment is higher compared to conventional/traditional


streetlights;

2. Geographical and weather conditions may directly influence the lighting


condition;

3. Non-cooperation of LGUs concerned;

4. Non-availability of resources; and

5. Budgetary/logistical requirements.

The following are the proposed interventions:

1. Conduct a geographical and social investigation to include the weather


and climatic patterns and complete analysis of the traffic pattern or peak
hours of the street to determine the safety concerns in the area. This is
to achieve a good level of efficiency and ensure the success of the
project;

2. Strong coordination with the LGUs concerned and other potential


partners, supported by a Memorandum of Understanding/Memorandum
of Agreement;

3. All involved LGUs, NGOs, and PRO9 offices/units must discuss the
implementation costs and identify the source of funds to sustain the
project; and

4. Develop a work plan and set a clear project timeline that will give good
qualitative and quantitative output.

XI. PARTERS INVOLVED

2. Advocacy Support Groups and Force Multipliers;

3. Department of Public Works and Highways (DPWH); and

4. Non-Government Organizations.

XII. FUNDING/LOGISTICAL REQUIREMENTS

The installation and implementation costs shall be shared by PRO9 and


LGUs concerned. Wherein, funds for the purchase of the units shall be sourced out
from the ELCAC funds of concerned PRO9 units/offices.
