EXERCISE 2.02

1. I Think Comprehensive Agrarian Reform program is one of the

outlets in providing employment in our country as well as to
increase our economy. Through this kind of program, it gives less
fortunate people an opportunity to gain income through farming or
to have an employment and support their family as well. This is a
good program that will help people to a food on their table.

2. The main objectives of agrarian reform law is to provide

landowners equality in terms of income and opportunities in a way
that it is an outlet to have an employment especially to the
unemployed people. It also enhances agricultural production and
productivity and it put an end to conflicts regarding land
ownership as well.

3. The qualified beneficiaries of comprehensive agrarian reform

program are farmers, tillers or farmworkers who are landless or
who own less than three hectares of agricultural lands,
Filipino citizen, residents of the barangay (or the
municipality if there are not enough qualified beneficiaries in
the barangay) where the landholding is located; at least fifteen
(15) years of age at the time of identification, screening and
selection of the farmer beneficiaries; and with willingness,
aptitude, and ability to cultivate and make the land as
productive as possible as provided under Section 22 of RA No.
6657, as amended.
4. After I listen to the song, Tano became an activist for fighting
of his right. Tano lost his land because of his dept and he
became a farmer to the new owner of the land. He experiences
unequal paid, and inequality and through that, he became an
activist fighting for his own right.

ACTIVITY 2.02

1.

Advantages disadvantages

Provides different Failure of implementation of

opportunities to unemployed the Agrarian Reform Program
people majority of the beneficiaries
did not receive any portion of
the land that was supposed to
be awarded to them

Provides income for less rampant abuse of former

fortunate people landowner and circumventing the
law and no intention of re-
distribution of land

Enhance agricultural failed land distribution of the

production and productivity government

Increases the economy Unequal opportunity for

landowners and farmers or
unequal payment.

2. Honestly speaking, the goal of the agrarian reform law doesn’t

reach or justify its own goal. We have agrarian reform, it
provides opportunity of employment, income however there is no
changes in the lives of the less fortunate people who work as a
farmer. In fact, The private land owners are the one who really
absorbs all the advantages of the sweats and hard work of the
farmers. It is unequal in a way that there is no equality in
opportunity such as income, they don’t have the power to be
recognized, it feels like farmers are just a toy or a robot of
private land owners. The person who benefits the raw materials
that produces by the farmers are actually the owners where in
fact farmers should also be given a chance to be recognized. This
agrarian law gives income to the people however it doesn’t
alleviate poverty in our country. It’s sad to think that the
person who really work hard doesn’t have the power and right to
the land, and in demanding to the income that they work for. I
think farmers must be given an opportunity to have equal payment,
equal recognition and equal right. They are the one who pour
their time, effort, hard work and dedication to have a plant in
their hands. Without the farmers, there is no rice, vegetables,
and other raw materials. I hope that the government must
recognized this problem and provide quick action and solution.
Our farmers deserve praise, not condemnation and their efficiency
should be cause for gratitude not something for which they are
penalized.
