“CREATING THE BARANGAY REHABILITATION AND REFERRAL DESK”

WHEREAS DILG Memorandum Circular No. 2015-63 provides the Rehabilitation of the
Barangay Anti-Drug Abuse Council (BADAC) and their role in Drug Clearing Control and
mandated to establish the Rehabilitation and Referral Desk in every barangay;

WHEREAS the Barangay as the first line of defense should lead the fight against illegal drugs
through the campaign, Mamamayan Sugpuin ang Illegal na Droga (MASID);

WHEREAS, Barangay Officials had the Principal Responsibility to support the overall
government effort to address peace and order, particularly to curb the illegal drugs and other
substance;

WHEREAS, there is a need to create a Barangay Rehabilitation Referral Desk to endorsed drug
dependents to the concern agencies for their treatment and rehabilitation;

NOW THEREFORE, I SHIERELL U. SANTOS, by virtue of the power vested in me by law as

Punong Barangay of Barangay MADDARULUG, do hereby order the creation of Barangay
Rehabilitation Referral Desk to assist drug surrenderees in Barangay Maddarulug, Solana,
Cagayan.

This order shall effect immediately.

Issued this 28th day of September 2021 at Barangay Maddarulug, Solana, Cagayan.
