The Universal Déclaration of Human Rights Treaty guarantees access to justice as a fundamental human

right. This is acknowleged too by Dias and Welchi in their book Introduction Justice for the poor
Prerspectives as accelerating justice, the authorities contends that access to justice is a commodity that
is easily obtained by the economically advantaged 1

Twinomogisha,2007 when interconnecting justice and poverty asserted that à country's judiciaire
system plays à central rôle in helping to ensure that individuals fundamental right to justice is not only
recognize but enforcement. He asserts that the poor are unable to have this right enforcement due to
the financial geographical and other constrains associated with litigations and going to court 2

A one James Goldston the exécutive Director of the open to the United Nations General Assemblée,
once asserted that justice polices are equally as important to développement as other and more
commonly pursued police initiatives such as éducation. He said «  in short we now know that justice and
gouvernance are no less important to équitable and SUSTAINABLE development than good schools,
functioning health clinic and passable roads.(Goldston 2014 :2)

In à report in 2012 by the UN spécial Repporteur foe extrême poverty exclusion and vulnérabilité points
out that the poor are inherently vulnérable and are more likely to fall victim to illégal acts and
exploitation which perpétuité their poverty and marginalization 3

According to the world Bank statistics carried in 2015 Uganda à country located in East Africa with à
population of approximately 37.5 million people with an incombe per capital of 788USD. The past 2-3
décades have experienced relatively consistent économie growth which has helped to reduce poverty
levels and increase social indicators. The headcount poverty has falling from 34% in 2000 to 19.5% in
2012 as per the last poverty head contas recorded by the World Bank Uganda 2015 4
