INTRODUCTION
This module will discuss the legal bases of the implementation of Gender and Development. The
Convention on the Elimination and Discrimination Against Women (CEDAW), or the international bill
of rights for women, provides the framework for recognition, protection, fulfillment, and promotion
of the rights of Filipino women. As Gender and Development is mainstream in instruction, research,
and extension in all programs and activities of CHMSC, you will be better-informed and able to
understand the goals and objectives of GAD in the community. Therefore, you will write an article
analysis to present your views on the current pandemic related to GAD legal bases.

SUMMARY
The Magna Carta of Women (Republic Act No. 9710) defines Gender and Development Program
(GAD) as a development perspective and process that is participatory and empowering, equitable,
sustainable, free from violence, respectful of human rights, supportive of self-determination and
actualization of human potentials.

ANALYSIS
The state will ensure that working women are safe and able to work in a healthy environment. This
will take into account their motherly responsibilities, as well as providing them with the necessary
facilities and opportunities to achieve their full potential.

CONCLUSION
In conclusion, the EU and its Member States remain dedicated to the promotion, protection, and
realization of all human rights for everyone. The Council applauds the EU and its Member States for
taking the lead in supporting international initiatives to promote women's and girls' rights, gender
equality, and women's and girls' empowerment, and calls for continued cooperation and
coordination with UN bodies, particularly UN Women, as well as other relevant international fora
and actors. Women's organizations are critical partners of the EU in the full realization of women's
and girls' rights, gender equality, and women's and girls' empowerment.
