1.The black economy can undermine the integrity of the tax system, welfare, and create an uneven playing
field for most small businesses that do the right thing.
If left unchecked, black economy participation can lead to dangerous dynamics. This can foster a culture
that legitimizes and supports this participation, spurring further growth. When incomes fall, those
remaining in the formal economy may face a higher tax burden, providing a greater incentive to move into
the shadows.
