PRE-QUALIFICATION NOTICE
HIRING OF TESTING SERVICE/MANAGEMENT FIRM FOR CARRYING OUT TESTS OF CANDIDATES
FOR VARIOUS RECRUITMENTS IN PRIMARY & SECONDARY HEALTHCARE DEPARTMENT PUNJAB
FOR TWO YEARS (2016-17 & 2017-18)
Primary & Secondary Healthcare Department has been created with the mandate for improved,
efficient and effective service delivery. P&SHD is planning to recruit high quality trained/qualified
staff in near future from all over the province. P&SH Department intends pre-qualify a reputable
testing service / management firm for the period of 2 years (2016-17 to 17-18) for carrying out tests
of candidates for various recruitments in Primary & Secondary Healthcare Department. This Pre-
Qualification shall be applicable for recruitments in Primary & Secondary Healthcare Department,
DGHS Office Punjab, IRMNCH, All Vertical/ preventive Programs, PSPU, Development Programs
under Primary & Secondary Healthcare Department, recruitment of Paramedics and other staff at
DHQs / THQs / RHCs / BHUs / Dispensaries, Support / Technical Staff at district health establishments
including EDOs / DOs / DDOs Health and any other office at district level or any other related
organization under P&SH Department.
For this purpose interested Management Firms/ Interested Organizations / Institutions having
reputable testing experience and capable to test candidates / applicants upto 300,000 at one time
across Punjab are invited to participate in the Pre-Qualification.
 Evaluation Criteria: Pre-qualification shall be made as per following evaluation criteria:-
• Company profile: Must be a registered body for last five years (20 scores)
• Corporate Capacity: Must have capability to conduct tests at every district headquarter in
Punjab. Evidence of Field presence must been enclosed with the offer for Pre-Qualification
(20 scores).
• Detail of similar works/assignments already completed: At least 5-years’ experience to
conduct test of candidates for Health and Social Sector and should be capable to test at
least three hundred thousand candidates with in possible time. Proof of experience of
such volume of testing must be submitted with the bidding document. Five assignments of
RS. 10.00 million & above (30 scores).
• Financial stability certificate: Must provide financial stability certificate of last five years
Rs. 10.00 million and above (30 Scores).
A consulting firm may associate with other firms in the form of a joint venture or a sub-consultancy
to enhance their qualifications and skills etc.
Offer for Pre-Qualification must be delivered in a written from and in a sealed envelope supported
with all necessary details completed in all respects in the O/O Section Officer (General), Govt. of the
Punjab, Primary & Secondary Healthcare Department, 1-Birdwood Road, Lahore by June 20, 2016.
Firms which will attain more than 65 scores as per above given evaluation criteria will be pre-
qualified. Hiring of the Firm shall be carried out as per PPRA Rules 2014.
