These regulations not only prevent injuries to employees, but can also improve
productivity, reduce accidents, and lessen legal/regulatory liabilities. Like most
workplace safety regulations, they benefit employers and employees alike.
Very Toxic
Under the regulations, a Substance Hazardous to Health is any of the following: Toxic
Carcinogenic category 1
Any substance classified as dangerous to health under CHIP
regulations. These will have ratings of T+ (very toxic), T Carcinogenic category 2
(toxic), X (harmful), C (corrosive), or XI (irritant) under CHIP. Mutagen category 1
Substances with workplace exposure limits listed in the HSE Mutagen category 2

Reproductive Toxin Cat 1
Biological agents that are directly connected with or
incidental to the work. Examples include exposures from Reproductive Toxin Cat 2
sewage treatment or air conditioning systems.
Any kind of dust if it exceeds COSHH concentration limits. Harmful
Any other substance which creates a risk to health but isn't
Irritant
specifically covered by CHIP. Examples include asphyxiates,
pesticides, cosmetics, and medicines. Carcinogenic category 3

Substances not "hazardous to health" under COSHH include:
Reproductive Toxin Cat 3
Substances with their own regulations, such as asbestos and
lead. Extremely Flammable
Substances which are hazardous only because they are Flammable
radioactive, at high pressure, at extreme temperature, have
explosive or flammable properties, or are biological agents
outside the employer's control (infectious diseases, for

Definition
GHS will resolve many, but not all, differences between SDS's and labels between,
for example, the US, Canada, and the European Union.
Additional Info
In the European Union, Safety Data Sheets (SDS) and labels are required to use a
uniform coding system of risk phrases and safety phrases to communicate risks
and precautions. The phrases are accompanied by numbers so the phrases can be
easily translated or understood in multiple languages.
The GHS takes a similar approach but risk phrases and safety phrases will be
replaced. Risk phrases will become Hazard Statements ("H-statements") and
safety phrases will become Precautionary Statements ("P-statements"). This
change makes modifications and additions to the existing R- and S-phrases and
introduces a new numbering system. Note: the phrases must always be written
out in words; the numbers are provided as a reference only and should never be
used as a substitute for the full phrases.
SDS Relevance
As the GHS goes into force, there will be significant changes to the labelling and
SDS requirements under the current system, GHS will require a standardized 16-
part format which mirrors the REACH format.
GHS adds some additional required content for Safety Data Sheets (SDS) and
changes the way that some information is currently reported on SDS's. For
example,
