Global Agaezian Scholars Association (GASA) Press Release on the Process of illegitimate
and illegal Interim Regional Administration (IRA) in Tigray, Ethiopia.

GASA rejects and denounces the establishment of Tigray Interim Regional Administration
as illegal and illegitimate that must be revised and be inclusive to all stakeholders!!

The Global Agaezian Scholars Association (GASA) has been following and evaluating the
process of interim regional administration in Tigray, Ethiopia and denounces it as completely
illegal, illegitimate, and irrelevant that abandons inclusiveness, transparency, accountability,
and the Cessation of Hostilities Agreement (COHA) signed in Pretoria.

First, we recall that the Tigray People’s Liberation Front (TPLF) has been categorised as
terrorist organisation. In a statement released on 1st May by the Office of the Prime Minister of
Ethiopia, the Council of Ministers said TPLF is responsible for attacks carried out in various
parts of the country. On 5th May, the House of Peoples Representatives, in its 13th regular
session, unanimously approved the resolution passed by the Council of Ministers to designate
TPLF as terrorist organization. GASA has verified that this decision is acting and not lifted yet
which leads us into a conclusion that such a terrorist organization can’t establish an interim
regional administration at all.

Secondly, as verified, ensured, and agreed in the Pretoria agreement, TPLF is responsible for
triggering the brutal genocidal war by helding totally irresponsible elections in 2020 in a show
of defiance against Prime Minister Abiy Ahmed, who called the regional vote illegal but said
the government would not respond with force and latter shifted into Operations to Restore Law
and Order in Ethiopia’s Tigray Region. This has caused tremendous atrocities, loss of more
than 2 million lives and destruction of all public and private infrastructures and institutions,
rape of more than 135,000 women and girls, displacement of more than 2.5 million and mental
trauma of more than 10 million communities. Therefore, TPLF can’t have a single legitimacy
to establish an interim regional administration and in fact, must be accountable for all such
crimes against humanity, war crimes, genocides, and massacres.

Thirdly, TPLF has officially declared that it is no more an elected regional government, and it
can’t have any ground to represent Tigray and claim a monopolized and instrumentalized
transitional /interim regional administration at all. This means all community stakeholders in

Tigray, Ethiopia and the diaspora should be provided the ultimate power to organize and
establish a legitimate, representative, transparent interim regional administration in an
inclusive manner. Regardless of such solid and bold conditions both legally and morally, if
TPLF continues to monopolize power as usual, GASA will fight against such autocratic and
exclusive oligarchy, mobilize its community worldwide and remove TPLF from power for once
and for all, make it accountable, pay all the reparations and provide justice to our innocent
communities which are victim of such terrible, catastrophic genocidal war.

Finally, we would like to appreciate and applaud for all political parties who condemned such
dirty political mischievous and treasonous acts of TPLF, exposed such illegal and illegitimate
process of interim regional administration in Tigray, Ethiopia. We call all international
community, the African Union, United Nations, USA, EU and other actors join us in
condemning such betrayal, abuse, violation and arrogance of TPLF, stand with the affected
innocent community for justice, accountability and fair reparations by removing this terrorist,
criminal mafia TPLF oligarchy for once and for all.
