A MessAge FroM The hArbor MAsTer

Hello from friendly and fabulous Two Harbors, Catalinas Undiscovered Boating Paradise. Located on the beautiful West End of the Island, Two Harbors serves as the second busiest recreational boater destination on the coast of California second only to Avalon but retains a peaceful and laid-back atmosphere. Everyone is friendly and moorings can always be obtained during the week, as well as most weekends (see page 5 for mooring information). Looking back on the 2006 season, we had a couple significant improvements to the Two Harbors area - a new pier and the addition of 32 new moorings to enhance the availability for our boating friends. Looking forward, this winter we will be focusing on completing a couple of the remaining pier renovation projects; notably the installation of the Pumpout Station for the Isthmus Pier, and constructing a new Harbor Office. Both the Pumpout Station and Harbor Office replacement are still in the permitting stage and we are confident that the final approvals and permits will be in place to have both projects completed before summer. Another improvement for Two Harbors is access to the wireless internet. Currently, FREE Wi-Fi service is available for laptop computers at the outside patio area of the Harbor reef Restaurant. Discussions are also underway with a full service provider to expand the service to local coves. We will keep you advised. Currently, we are in negotiations with State Lands to provide the opportunity for small boats (under 25) to make reservations for the Isthmus Stringline. This new program will help Stringline size vessels know whether there are moorings available on busy weekends. For more information about the proposed reservations system, see page 14 or call (310) 510-4253. All of us at Two Harbors are eagerly anticipating another fabulous year on Catalinas best end the West End, and are looking forward to sharing our Island Paradise with all of our boating friends. See you soon, Doug Oudin Harbormaster

Catalina harbor, Two harbors

Catalina Islands most protected harbor is also a U.S. Coast Guard Year-round Safe Harbor of which there are only two other so designated natural harbors in Southern California. It has 117 moorings and anchorage for over 200. A natural sand spit occurs where the California Yacht Club has its clubhouse. Marina Del Rey Yacht Club also has facilities at this harbor. There is a dinghy dock, and picnic facilities on shore and we now have a pumpout service for Cat Harbor boaters. Contact the Harbor Patrol on VHF Channel 9. Its a half mile walk to the village of Two Harbors from the dock on flat terrain. A shuttle is available on summer weekends.

Isthmus Cove, Two harbors

This large cove at Two Harbors has 257 moorings and anchorages for well over 100. It is a center of boating activity -- the second busiest cove on the island (Avalon Harbor is first). Harbor Base for the Two Harbors Harbor Department is located on the Isthmus Pier and monitors VHF Channel 9.

4th of July Cove

Located next to Isthmus Cove is this little cove of 42 moorings and no anchorages. The Bannings held many 4th of July celebrations here. Fourth of July Yacht Club leases the facilities on shore.

Cherry Cove
Cherry Cove has 99 moorings and no anchorages. Shoreside, there is a Boy Scout Camp. Up the canyon is a large grove of endemic Catalina Cherry trees and a stand of endemic Ironwoods. A point of land, called Lions Head, protects this cove from the afternoon winds.

Little geiger & big geiger Cove

Little Geiger Cove, located west from Cherry Cove is an intimate cove with only one mooring. Little Geigers shoreside area is leased to the Offshore Cruising Club. Farther west is Big Geiger Cove, with 10 anchorages and facilities for Blue Water Cruising Club.

howlands Landing
The next cove west of Big Geiger is Howlands Landing with 40 moorings. Catalina Island Camp is located on shore and Los Angeles Yacht Club has shoreside facilities. The Howlands Landing watershed is the largest one on Catalinas West End.

emerald bay
Around the point, west from Howlands Landing is beautiful Emerald Bay. It has 102 moorings and anchorage for 5 to 10 boats. There is a long strip of natural sandy beach. Corsair Yacht Club and a Boy Scout Camp have landside facilities here.

If you need assistance, call harbor Patrol on VhF Channel 9.

About Availability
During the week and on most weekends, moorings are nearly always available, however, availability may be limited on 3-day holiday weekends and on peak summer Saturday nights. Because availability is always on a first-come, first-serve basis, the best chance to secure a Saturday night mooring is to come midweek, and plan to stay through the weekend. When you arrive, call for the Harbor Patrol on VHF Channel 9 and name the cove where you wish to moor (See West End Cove Map on page 1). The Harbor Patrol will meet you just outside the mooring area and give you a mooring assignment and collect your mooring fees. You will be charged based on the size of the mooring and the length of your stay. (Rates change annually; see page 7 for 2007 rates.)

how to Pick up a Mooring

Each mooring consists of a mooring can, pick-up pole and two weights - bow and stern. See Figure 1, page 6. Each weight is attached to lines which need to be attached to your vessel, bow and stern. See Figure 2. Follow this procedure:

(1) Pick up the pole and pull in the line until a large loop appears. Attach
this loop (or hawser) to the bow cleat on your vessel. (2) Continue to pull up the smaller (spreader) line as you walk toward the stern of the boat. This spreader line should be pulled up until there is a fair amount of tension or until a loop on the stern hawser is reached. (3) Attach the spreader line or the loop to the stern cleat of the vessel. Your vessel will be secure if attached to the spreader line; it is not necessary to reach the loop. The proper stern line tension is essential. (4) Recheck bow and stern lines to be sure they are secured to each cleat. (5) Keep the spreader line on deck to avoid wrap up.

Boating Services

-5-

Leaving a Mooring
Untie the stern line and then the bow line (wind conditions may require this to be done in the reverse order) and drop into the water along with the spreader line. Allow enough time for all lines to sink free and clear of the propeller of your vessel to prevent fouling. Check in the area of the prop to be sure you are not fouled. If you believe you have wrapped your prop, please call the Harbor Patrol on VHF Channel 9 for assistance. (All mooring fees must be paid on arrival. An administration charge will be added to any fees not paid prior to departure.)

Please note:
The tide will affect your mooring and lines may need to be adjusted periodically to take up slack or to be let out. A mooring tied too tightly will be very difficult to release and may move the weights on the ocean bottom. A mooring which is too loose will cause your vessel to drift closer to a neighboring vessel. Caution: These moorings are not designed or maintained for use in heavy weather or storm conditions. Boaters should monitor weather conditions and use good judgment about when to seek a safe harbor.

Check-out time is 8 A.M. on reserved moorings. Contact the Harbor Patrol, via VHF Channel 9, to check on availability if you wish to extend your stay.

special winter rules

If you are unable to contact the Harbor Patrol by VHF, especially in outer coves, pick up any available mooring. Stay off the first two rows and allow an extra mooring space between boats for safety. The Patrol boat will come by in the morning to collect fees. On Isthmus Cove moorings only, due to possible Santa Ana winds from the northeast, all boats are moored facing seaward in the winter. This means picking up the mooring backwards. In other words, the hawser attached to the pickup pole will now be at your stern. Use the spreader to get the stern line hawser to attach to your bow cleat. Adjust for the proper tension on your stern line.

About Moorings
The State of California leases the submerged lands in various coves around Santa Catalina Island, (except in Avalon from Frog Rock to Pebbly Beach which are held in trust by the City of Avalon) jointly to the Santa Catalina Island Company (SCICo) and the Catalina Island Conservancy (CIC). This California State Submerged Lands Master Lease controls the location of fixed moorings, provides services, identifies restricted use areas and other allowable uses within the leased coves. A copy of this document is on file at the Harbor Department office. Two Harbors Enterprises (THE), a wholly-owned subsidiary of SCICo, and Catalina Island Conservancy (CIC) have jointly formed Island Recreation Enterprises, LLC (IRE) which acts as the agent/operator in administering the conditions of the submerged lands lease. IRE then subleases to individual boaters the right to use a specific mooring.* There are waiting lists you can be put on to sublease a mooring in any given cove, and there is a small annual administrative fee to stay active on this list. Subleases are issued from these lists. Moorings not reserved by mooring sublessees or their designees are assigned on a first-come, first-serve basis. (Sublessees must reserve within 24 hours in advance of their arrival time for weekdays, and by Thursday evening at 8 p.m. to secure weekend use.) The type and size of your vessel will also determine which moorings are available to you. For example, only small, shallow draft vessels may occupy the string line, and moorings rigged for large vessels may require a certain size of vessel to occupy it.
*Mooring sublessees also have the right to allow their mooring to be used by another designated boat which falls within the size configuration of that mooring (these designated users must pay the transient mooring fees listed on page 7 for this privilege).

Mooring sublease wait List Procedures

Comprehensive mooring sublease wait lists have been maintained since 1982. The wait lists cover moorings in 12 coves, with up to 13 different vessel size categories. You may sign up for one vessel size category per cove. The current wait lists have a total of 1,896 individuals on the lists. When a mooring becomes available it will be issued to the appropriate size vessel with the earliest sign up date. In general, the average wait on a wait list is as follows: Catalina Harbor turns over the fastest with an average wait of 8-10 years. Emerald Bay, Isthmus Cove, Hen Rock, and Whites Cove have an average of a 10-15 year wait. Fourth of July, Howlands Landing and Moonstone Cove have in excess of a 20 year wait. Cherry Cove has the slowest turn over with a wait in excess of 30 years. The cost to sublease a mooring is set at an annual per-foot charge for the year, based on the manufacturers stated length of the vessel registered to the Sublessee. For example this years per-foot rate is scheduled to be $43.37 per deck line foot per year, or $1,301.10 for a 30 vessel. If you purchase a new boat while on the wait list you will need to notify the Harbor Department of this change. Your original start date and desired cove location remains the same and you are put on the appropriate size category list. For example you may have been 10th on the list in the 30 foot size category but now with your new 80 foot boat purchase you could be 2nd on the list in the 80 foot size category, or conversely you could be 15th. You may have your name put on the wait lists by following these easy steps:
1) Contact the Harbor Department at 310-510-4253 or email mphelps@scico.com to request a wait list application. Please be prepared to give your name, mailing address, and phone number. 2) In order to process the application, there is a one time $20 application fee per cove. In order to remain on the wait lists there is a yearly charge of $5 for each cove for which you sign up. 3) Complete the application, make the check payable to Catalina Mooring Service and mail the application and check to: Catalina Mooring Service, P.O. Box 2530, Avalon, CA 90704.

Please contact Catalina Mooring Services with any changes in addresses, phone numbers, and boat type or boat size. The manufacturers stated length of the vessel you list should match the DMV vessel registration or Coast Guard documentation for your vessel. There are no name transfers on the wait list. For example you may not transfer your name on the list to your children. Husband and wife are considered one. Company names, trusts, corporations and partners are not accepted. Children are welcome to sign up.

ANChorINg
A good source for anchoring information is Chapmans Piloting, Seamanship and Small Boat Handling. As recommended in Chapmans, and drawing from the advice of numerous old-salts with years of anchoring experience, here are a few basic pointers:

Anchor Types: Danforth style and plow style (Bruce, CQR, etc.) service
most vessels very well.

Anchor size: In general, for maximum safety while anchoring in open

ocean, the weight of the anchor should be roughly equivalent to the length of the vessel. A 25 boat therefore would use a 25lb anchor and a 45 boat a 45lb anchor.

Anchor Chain: The same rule applies, maintain at least the length of the
vessel in chain, or 25 of chain (1/4 minimum diameter) for a 25 vessel, and at least 45 of chain (3/8 or larger diameter) for a 45 vessel.

scope: As per Chapmans, a minimum of 6 to 1 scope should always be maintained, in other words, in 20 depth, use a minimum of 120 combined chain and anchor rode. Vessels using all chain in deep water (100 +) might safely anchor with slightly less scope, perhaps 4 or 5 to 1.

Techniques: Standard methods suggest bringing the boat to a halt, then impose a slight amount of stern-way while slowly lowering the anchor until it hits bottom. Maintaining a slight amount of stern-way, slowly play-out remaining scope until minimum 6 to 1 has been reached. Once set, back-down slightly to ensure anchor is set securely. For bow-stern advice, refer to Chapmans or other sources of anchoring information.

Anchor watch: It is recommended that 24-7 anchor watch be maintained by

an identified crew-member at all times. In coves that have a pier used by the cross channel boat carriers, there is a 100 ft. to 150 ft. wide fairway extending from the pier to the open ocean to insure access to the pier. Please do not anchor in these fairways. Ground tackle should be sufficient to provide safe anchoring in anticipated water depths. At Catalina Island, anchoring in some areas will require anchoring in depths approaching or exceeding 100. All the coves around the area vary considerably; some are more suited for anchoring than others. Consult with the cove patrolman for advice, or contact the Harbor Department on VHF Channel 9 for specific information and advice.

Xantuss Murrelet a Threatened species
The Xantuss Murrelet is a small robinsized seabird. The Xantuss Murrelet is black above and white below with a short slender bill and short tail. It is one of the rarest seabird species in the North Pacific. It nests on the west end of Catalina Island between black Point and Lobster Point. Please refer to map below. They only come ashore for nesting purposes, and are nocturnal in their nesting activities. They nest in crevices on steep slopes, under shrubs, and in sea caves. Egg laying can begin as early as mid February and as late as mid June. By the end of July, Xantuss Murrelets are uncommon on or near the island. Artificial lighting and noise from boating and fishing activities disrupt the nesting practices of the Xantuss Murrelet. Please help protect this bird by limiting night-time lights to only those for navigation safety, noise levels, and transits nearshore during the night between black Point and Lobster Point.

CATALINA IsLANDs MArINe eNVIroNMeNT

Boaters play an important role in the health of our ocean waters and share responsibility for its protection. Please help us protect the waters around Catalina Island, what the readers of Scuba Diving Magazine (December 2004) called The Worlds Healthiest Marine Environment.

Here are some actions you can take to help us keep our waters clean: Use pump-out vessel (Cat Harbor) or pump-out station (Isthmus Pier) to pump-out marine sanitation tanks. Never dump raw sewage into the waters in and around the island.* Use public toilets onshore. Use our facilities (Cat Harbor and Isthmus Pier) to dispose of holding tank wastes. Keep Y valve properly secured and in the closed position when navigating around the island to prevent accidental discharge. Use caution when filling your fuel tank and dont top off. Inspect fuel lines and hoses periodically. Replace when needed. Do not hose down gas spills or apply detergents or soaps to spill. Keep your bilges clean and well maintained. Do not use detergents while cleaning. Never throw trash overboard. Prevent plastic bags, drink cans and loose items from blowing overboard. Separate all trash; a trash pick-up vessel services all leeside coves during the summer months. However, returning your trash to the mainland is greatly appreciated. Each of us must take responsibility for pollution control. Help us insure that our waters will remain pristine for generations to come.
*Discharges of untreated sewage are prohibited within the navigable waters of the U.S. Federal Water Pollution Control Act (33 U.S.C. 1321 et seq.)

Boat sewage, graywater, cleaning products, spilled fuel, oil, and trash are potential sources of pollution. Each of us must take responsibility for pollution prevention. here are some helpful tips when it comes to protecting the waters off of Catalina Island:
boat Maintenance: Do most maintenance and repair at the end of the season when your boat is out of the water. Limit in-water maintenance and perform cleaning where debris can be captured and disposed of properly. oil and gas: Use caution when filling your fuel tank and do not top off. Attend the fuel nozzle at all times. Catch fuel drips with a rag. Properly dispose of soiled rags. Do not hose down gas spills, or apply detergents or soaps to oil sheen. Install fuel tank vent whistles to avoid spills. Inspect fuel lines and hoses periodically. Replace as needed. Use funnels for pouring oil and keep a supply of absorbent pads onboard for cleaning up spills. Dispose of used oil and drained oil filters at a proper hazardous waste facility. If a spill occurs, notify Two Harbors Harbor Department immediately. bilge oil: Use drip pans with absorbent pads while draining oil from the bilges. Keep engines well tuned: regularly check seals, gaskets, hoses and connections for leaks and drips. Change oil filters often. Clean and maintain bilges. Do not use detergents while cleaning. Remove oily bilge water at bilge pumpout station. solid waste & Marine Debris: Never throw trash overboard. Prevent plastic bags, drink cans and loose items from blowing overboard. Carry a trash bag. Whatever you take out, bring it back to port for proper disposal. sewage: Never dump raw sewage into California waters. Use public toilets onshore when possible. Use a pumpout facility to dispose of holding tank wastes. Keep the Y valve properly secured in the closed position. graywater: Use shore-side laundry facilities and showers whenever possible. Limit the amount of water you use in your boats sinks and showers. Use non-phosphate and biodegradable soaps.
