4. Statement of topic or argument and purpose

- Fallen 44 became a worldwide trend on social media site as an effort to honor the 44 slain SAF
members. The SAF casualties were later dubbed as the fallen 44. The incident saw one of the
highest fatalities of government forces in a single peace time operation. The SAF is vital in
making sure our country is safe and secure. The SAF enables us to protect our territorial water,
maintain freedom of navigation and assert our sovereign rights.

B. Thesis statement indicating writer's main reaction to the work.

- The oplan exodus saf 44 was a very tragic history. It is all about the mission named OPLAN
EXODUS SAF 44. The mission itself was declared successful since the target was neutralized. The
security of the policemen's situation prompted a ceasefire from the MILF. The AFP also
conducted a rescue operation to save the remaining 29 SAF survivors who were encircled by
the enemies.

- The operation caught the attention of the public for the relatively high number of police
officers killed. The mission was called OPLAN EXODUS initially misattributed as Oplan Wolverine
by the local media.
- The incident caused the Congress of the Philippines to halt the passage of the Bangsamoro
Basic Law, effectively endangering the peace process between the government and the MILF.

- Considerable support and calls for justice were high on the agenda of the Filipinos, slowing
support to the slain cops and has been trending through various social media. Local police
forces as well as the Military personnel wore black armbands in sympathy with their fallen
comrades.

II. Synopsis or description of the work

- On January 24, 2015 390 SAF commandos were on their way to a mission, the mission which
the SAF is capable of. This mission called OPLAN EXODUS, their mission is about to caught the 2
most wanted terrorist in the Philippines named Abdul Basit Usman the main target and the one
who most wanted terrorist Alyas "MARWAN" who specialist in bomb making. BILF seeking an
independent Islamic state for the muslin minority. MILF also a group in Mindanao which having
an going peace talks with GOVERNMENT, both parties for doing aggressive action basically a
CEASEFIRE. The group was not informed about the OPLAN EXODUS that made by the
GOVERNMENT. When SAF commandos were going to attack the target SEABORNE surrounds
MARWAN, during their attack Abdul was escaped. SEABORNE killed on of the most wanted
terrorist named Marwan.When SEABORNE was about to go to the exit the MILF, BILF and
ARMED GROUPS surrounded them, the 55th SAC who were going to back up SEABORNE but
they also was already surrounded by a small groups of MILF and BILF for the total of 1000 that
surrounded those commandos. The situation was reach to Getulio Napeñas Jr. One of the
government command the army to back up. The 55th SAC begs for help but none came. When
the gunfire stop the search for the 77 commandos began, 35 of the 36 of 55th SAC were killed
and SEABORNE was extracted 9 of the 41 commandos were killed. After the incidence done, the
investigation goes deeper. On May 3,2015 , Abdul was killed in a firefight by the MILF. OPLAN
EXODUS was declared successful, this incidence to the SAF 44 can not and we will not be
forgotten for all the Filipino people.

A. DISCUSSION OF THE WORKS ORGANIZATION AND STYLE

- The OPLAN EXODUS SAF 44 DOCUMENTARY information i have only watched on video
recordings made by an author who know the story about what happened in the OPLAN
EXODUS, it is a historical and tragic event for our fellow Filipinos who gave their lives for the
sake of our country. I can say that the making of this documentary is very beautiful and very
informative because everything that happened in OPLAN EXODUS was expressed in an orderly
and good manner, as it is was a very detailed document .

B. DISCUSSION OF THE TOPIC OR ISSUE AND SUPPORTING DETAILS

- The operation codenamed Oplan Exodus was intended to capture or kill wanted Malaysian
terrorist and bomb maker " MARWAN" and the other terrorist or high- ranking members of the
Moro Islamic, Abdul. It constracted to all information the Date when this incidence happened,
Location where happened and the result were the OPLAN EXODUS operation was declared
successful.

C. DISCUSSION OF APPEAL TO A PARTICULAR AUDIENCE

- The discussion on which an appeal to the audiences sense of honesty and authority.

- It refers to how credible the audience thinks the author is to write or speak about the topic.

D. RELEVANCE TO SOCIETY

- It connects to society when during the last phase of their operation, these commandos were
swarmed by different armed groups in the area of operation. This topic analyze the factors that
led to the failure of OPLAN EXODUS through a unique perspective point of view of a special
operator to study how the operations structure affected the culture, the environment, the
leadership, and the men.

IV. REACTION PAPER

-In the wake of the recent Mamasapano tragedy, social and print media have been a-swirl with
calls for justice, often interspersed with cries for vengeance and “all-out war.” Some of our
more august legislators have even called for the suspension of hearings on the Bangsamoro
Basic Law (BBL), without much reflection on the long-term consequences of such actions. I
wanted to get some clarity on these issues, and find someone who could help shed some light,
in view of all the heat that’s recently been generated. This week, I turned to Secretary Teresita
“Ging” Quintos-Deles, Presidential Adviser on the Peace Process, to ask her questions on the
Mamasapano incident and the Mindanao peace

“There are mechanisms in place [for coordinating military and police action] that, in fact, have
been working so well that I have not had to be consulted in the past three years.” Still, she
adds, “People more competent in this knew the situation on the ground, knew the level of
coordination that happened or did not happen. There are many narratives coming out about
recent events. Categorically, I will say that CCCH was never informed. I myself am asking the
hard questions. I think it’s clear that something went very wrong to have ended up with 44
killed. So I am waiting for the results of the investigations.”

I had to ask about Jemaah Islamiyah and why Marwantargeted and Usman, the terrorists by
the SAF operation, were in the middle of an MILF camp.

The combination of a long history of oppression and displacement and a complex, layered
landscape makes it easy for clan-based societies to organize resistance and elude attempts at
capture. Such conditions dim any prospect of a military solution. This makes the peace process
all the more imperative. “The peace process and the BBL are precisely for the protection of all
Filipinos — Christians, Muslims and lumads,” Sec. Ging said. “If Muslim-Filipinos are convinced
that the Christian majority were unwilling to give them their space, that’s when they look for
more extremist alternatives. But if they can find within the system a place where they feel that
their ways, their culture [is respected] and where they can have the same rights as the majority,
then why would they want to break away? Why would they want to fight?”The process is
supposed to work this way: “Decommissioning is to be done in phases. The MILF is already set
to surrender 75 high-powered crew-served weapons. A list of the weapons to be turned over is
already with the Independent Decommissioning Body. This will serve as a model. The intent, we
feel, is there on the part of the MILF. However, decommissioning cannot happen overnight. As
the Mamasapano incident shows, many challenges remain. But you cannot discount the three
years when there were no clashes.”
