SUBJECT: Research on Three (3) Pre-determined Areas for OCSP 4

1. Project: Buguias-Tinoc Geothermal Project (High Temperature System)


Location: Buguias, Benguet and Tinoc, Ifugao
Potential Capacity: 100MW

Initial Research:

The Manila Trench located west of Luzon with several associated onshore and offshore volcanic
belts bound this belt. The Santa Ana Belt originated in Batanes Group of Islands terminating at
the northernmost tip of the Central Cordillera. From the central northern Luzon, the belt passes
through the central portion of the Northern Luzon Cordillera (Luzon Central Cordillera), and
swings westerly traversing western Luzon Island and then abruptly terminated by the Tablas
Lineament in the south to include Marinduque Island (Luzon Central Belt).

This belt consists of a heavy concentration of active and inactive volcanoes hosting geothermal
resources. In the north are the offshore and on-shore geothermal prospects of Camiguin de
Babuyanes and Mt. Cagua, respectively, in the province of Cagayan. At the Luzon Central
Cordillera Belt, it follows the axis of the Luzon Northern Cordillera and it swings eastward to
include the Pliocene-Pleistocene volcanic centers in the Caraballo Mountains. Geothermal
prospects in this belt includes; Batong-Buhay, Kalinga; Bontoc-Sadanga in Mt. Province; Tinoc,
Ifugao; Daklan, Acupan, Buguias and Asin, all in Benguet of the Luzon Central Cordillera and
several thermal springs in the provinces of Aurora, Nueva Ecija, Nueva Vizcaya and Nueva
Vizcaya in the Caraballo and Sierra Madre Mountain Ranges.1

2. Project: Pantabangan Wind Power Project


Location: Pantabangan, Nueva Ecija

Initial research:

Pantabangan is located approximately 130 km (80 mi) north of Manila in the province of Nueva
Ecija. It is one of three areas in the province that were evaluated in this study. NPC owns and
operates the 100-MW hydropower plant near Pantabangan, which helped facilitate access to
this area.

The area was evaluated; however, because NPC could obtain access to this area and it was close
to the southern end of the Cordillera Central Mountains where more suitable wind resources
are
shown in the NREL atlas.

Despite the lack of wind resource potential due to the lack of access roads to higher elevations,
the screening criteria were applied to the Pantabangan area. The area received high score for
good access to transmission lines, good access roads, and accommodating soil conditions. Low
scores were assigned for complexterrain, significant vegetation over 10 m (32.8 ft) in height,
typhoon frequency, and low potential installation capacity. 2

3. Project: Bagac Wind Power Project


Location: Bagac, Bataan

Initial research:

Before GEC’s arrival in the Philippines, NPC staff prepared an initial list of eight sites on Luzon for
further evaluation as potential wind energy development sites. Previous consultants had
identified some sites on the list as areas of interest. Other sites were selected by NPC staff based
on their proximity to existing generation and transmission infrastructure and reasonable wind
resource potential as identified in NREL’s wind atlas. On receiving GEC’s original sitescreening
process, NPC personnel visited certain sites to perform preliminary assessments based on the
screening process.

When in Manila, GEC’s discussions with NPC and USAID partially reduced this list by removing
sites that had obvious disadvantages, such as a high number of resorts/vacation homes
(Tagaytay, Bantangas), lack of sufficient space (Bagac and Hermosa, Bataan), and lack of wind
resource (Jalajala, Rizal).3
