1. Brief discussion about PNP Pampanga (PRO3)

The history of Pampanga (PRO) On December 13, 1990, Republic Act Number 6975,
otherwise known as the “Department of Interior and Local Government Act of 1990” was signed
into law which paved way for the creation of a police force that is national in scope and civilian
in character that is now the Philippine National Police. This was created to promote peace and
order, ensure public safety and further strengthen local government capability aimed towards the
effective delivery of a highly efficient and competent police force. Towards this end, the State
shall bolster a system of coordination and cooperation among the citizenry, local executives and
the integrated law enforcement and public agencies created under RA 6975.

Thus, in January 2, 1991, the Philippine Constabulary and Integrated National Police were
abolished and saw the birth of the Philippine National Police and subsequently all the Regional
Commands were renamed to Police Regional Office (PRO). Since the formative years of the
PRO3, it has had the following commanders:

PDIR ENRIQUE B. GALANG, then The Chief Directional Staff (TCDS) of the Philippine
National Police was named Officer-in-Charge of PRO3 from November  17, 2004 until his
retirement on December 23, 2004 while PSSUPT AMADO AGULAR PANEDA SR was
designated as Officer-In-Charge of PRO3 from December 23-28, 2004 while waiting for the
designation of new Regional Director. From the years when it was known as 1PCZ to the time
when it became PC/INP RECOM 3 to PNP RECOM 3 and subsequently to PRO3, the Office has
shown that it is possessed of the capabilities necessary to maintain itself as the premier regional
security force, the peace builder of Central Luzon, and the guardian of the gateway to Metro
Manila from the North.

3.) Site Description

Philippines national police (PRO3) is located on Pampanga is served by Clark


International Airport which is in Clark Freeport Zone, some 16 kilometres north of the provincial
capital. The province is home to two Philippine Air Force airbases: Basa Air Base in Florida
blanca and the former United States Clark Air Base in Angeles. Due to its growing population
and developments, the Clark Global City is now developed and is located in Clark Freeport
Zone. By 2015, the province has 2,198,110 inhabitants, [3] while it has 1,079,532 registered voters

The nearest and active volcanos is Mount Pinatubo's summit before the 1991 eruption
was 1,745 m (5,725 ft) above sea level, only about 600 m (2,000 ft) above nearby plains, and
only about 200 m (660 ft) higher than surrounding peaks, which largely obscured it from view. It
is part of a chain of volcanoes which lie along the western side of the island of Luzon called
the Zambales Mountains.
Pinatubo belongs to the Cabusilan sub-range of the Zambales Mountains, which consists of
Mount Cuadrado, Mount Negron, Mount Mataba and Mount Pinatubo.] They
are subduction volcanoes, formed by the Eurasian Plate sliding under the Philippine Mobile
Belt along the Manila Trench to the west. Mount Pinatubo and the other volcanoes on
this volcanic belt arise due to magmatic occlusion from this subduction plate boundary

Mount Natib sits on the general vicinity of the BNPP. It is a dormant volcano and its last
eruption was between 11,000 and 18,000 years ago. But don’t be fooled by the “dormant” status.
The Philippine Institute of Volcanology and Seismology lists Mount Natib as a “potentially
active volcano. Mount Natib is a dormant stratovolcano and caldera complex in the province of
Bataan on western Luzon Island of the Philippines. The volcano complex occupies the northern
portion of the Bataan Peninsula. The mountain and adjacent surrounding is a protected area first
declared as the Bataan National Park in 1945.

straightforward process. If you have a hub or switch that is capable of sending data
packets to various equipment types, then this network option is useful for a diverse
variety of applications. Because each device connects to the central core with its own
cable when using star topology, the likelihood that data collisions will occur is quite
minimal. If your central hub supports a wireless connection, then you can avoid the
mobility issues that star topology typically provides. When you design a star topology
network, then you can choose to use a switch, an active hub, or a passive one. If you use
a passive one, then the signals pass through without any intervention, which means no
time is necessary to modify the data packets.
B.) If the central core fails, then so does the entire system.
The central switch, hub, or core of a star topology system is the critical point of the
network. You can sever cables to it without compromising the rest of the network, but it
must remain functional for data movement to occur. If a failure happens for any reason,
then all of the devices connected to it will not receive a network connection. You can still
perform offline work in this scenario, but it can reduce your opportunities for
collaboration immediately. The most expensive aspect of the installation of topology is
the cabling work needed for the system. Although the star design is quite reliable, it also
requires each device to receive a direct connection to the central hub. That makes it the

The Tarlac Police provincial enforce the law on the city and its 17 municipalities and 1
city of the province comprise a total of 511 barangays, with Cristo Rey in Capas as the most
populous in 2010, and Malonzo in Bamban as the least. Tarlac's name is a Hispanized derivation
from a talahib weed called Malatarlak. Tarlac was originally divided into two parts: the southern

3.) Site Description

The landlocked province is situated at the center of the central plains of Luzon,
landlocked by four provinces: Pampanga on the south, Nueva Ecija on the east, Pangasinan on
the north, and Zambales on the west. The province covers a total area of 3,053.60 square
kilometres (1,179.00 sq mi) Approximately 75% of the province is plains while the rest is hilly to
slightly mountainous.
Eastern Tarlac is a plain, while Western Tarlac is hilly to slightly mountainous. Because of this,
the province includes a large portion of mountains like Mt. Telakawa (Straw Hat Mountain),
located at Capas, Tarlac. Mt. Bueno, Mt. Mor-Asia and Mt. Canouman are located also in Capas
as well as Mt. Dalin. The other mountains are Mt. Dueg and Mt. Maasin, found in the
municipality of San Clemente. Also noted are Mt. Damas of Camiling. A portion of Mount
Pinatubo (whose summit crater rests in neighbouring Zambales) also rests in Bamban and Capas.
The whole of Mayantoc and San Jose are mountainous so it is suitable for the highest natural
resources and forest products in the province such as coal, iron, copper, temperate-climate fruits
and vegetables, fire logs, sand, rocks and forest animals such as wild boar and deer. The main
water sources for agriculture include the Tarlac River at Tarlac City, the Lucong and Parua rivers
in Concepcion, Sacobia-Bamban River in Bamban and the Rio Chico in La Paz.

Bulacan province has three (3) component cities and twenty one (21) municipalities with
a total of five hundred sixty nine (569) barangays.
San Jose del Monte, Meycauayan and Malolos are the component cities. Fourteen (14) of
the twenty one (21) municipalities are classified as Class “A”, namely: Balagtas, Baliuag,

The history of Pampanga (PRO) On December 13, 1990, Republic Act Number 6975,
otherwise known as the “Department of Interior and Local Government Act of 1990” was signed
into law which paved way for the creation of a police force that is national in scope and civilian
in character that is now the Philippine National Police. This was created to promote peace and
order, ensure public safety and further strengthen local government capability aimed towards the
effective delivery of a highly efficient and competent police force. Towards this end, the State
shall bolster a system of coordination and cooperation among the citizenry, local executives and
the integrated law enforcement and public agencies created under RA 6975.

Thus, in January 2, 1991, the Philippine Constabulary and Integrated National Police were
abolished and saw the birth of the Philippine National Police and subsequently all the Regional
Commands were renamed to Police Regional Office (PRO). Since the formative years of the
PRO3, it has had the following commanders:

PDIR ENRIQUE B. GALANG, then The Chief Directional Staff (TCDS) of the Philippine
National Police was named Officer-in-Charge of PRO3 from November  17, 2004 until his
retirement on December 23, 2004 while PSSUPT AMADO AGULAR PANEDA SR was
designated as Officer-In-Charge of PRO3 from December 23-28, 2004 while waiting for the

is part of a chain of volcanoes which lie along the western side of the island of Luzon called
the Zambales Mountains.
Pinatubo belongs to the Cabusilan sub-range of the Zambales Mountains, which consists of
Mount Cuadrado, Mount Negron, Mount Mataba and Mount Pinatubo.] They
are subduction volcanoes, formed by the Eurasian Plate sliding under the Philippine Mobile
