1. HAZARD PROFILE:
On July 7, 2015 the typhoon East of Luzon entered the Philippine Area of
Responsibility (PAR) and was named “FALCON”.

Typhoon “FALCON” maintained its strength and moved in a West Northwest


direction at 11:00AM of July 8, 2015 with a maximum sustained winds of 130kph near
the center and gustiness of 160kph. At 11:00PM, Typhoon “FALCON” maintained its
strength and continued to move over the Philippine Sea.

On July 9, 2015, Typhoon “FALCON” slightly intensified while exiting the


Philippine Area of Responsibility with maximum sustained winds of 150kph near the
center and gustiness of up to 185kph.

Typhoon “FALCON” exited the Philippine Area of Responsibility on July 10,


2015 at around 2:00AM.

2. WATER LEVEL
 Magat Dam water level did not reach the spilling level of 193 meters at the time
Typhoon “FALCON” was in AOR.

3. ROAD CONDITION
Daang-Maharlika in the Region was passable to all types of vehicles at the time
Typhoon “FALCON” was in AOR.

4. LIFELINES
 Water and communication lines were all functional / operational at the time
Typhoon “FALCON” was in AOR.

5. STRANDED PASSENGERS

All motorbanca and passengers were allowed to travel on July 12, 2015.

6. ACTIONS TAKEN

OCD RO2
a. Continuously monitored the regional situation.
b. Continuously disseminated of Weather Bulletins to RDRRMC2 member-agencies,
P/C/MDRRMCs, Media and other stakeholders thru Smart Infoboard Text Blast
System, SMS, E-mail, facsimile and social media.
c. Emergency Telecommunication Equipment (Thuraya Satellite Phone) were setup
and on standby.
d. Closely coordinated with RDRRMC Member-Agencies and P/C/MDRRMCs on the
Ty “FALCON” updates.

DOH RO2
a. Activated Operation Center (24/7 duty of RESU-HEMS Staff)
b. Prepositioned of drugs and medicines to the five Provincial DOH Offices
amounting to Php100,000.00 each.
c. Development Management Officers were on standby for possible deployment.
d. Notified retained hospitals in anticipation for any eventualities (Cagayan Valley
Medical Center and Southern Isabela General Hospital).
e. Coordinated with RDRRMC Line agencies.
f. Conducted inventory and preparation of drugs, medicines and supplies amounting
to 8,081,029.62, first aid kits (190), family health kits (300), hygiene kits (650) and
CAMPOLAS kit (44 box 1 and 33 box 2).

PRO2
a. Forewarned Police Provincial Offices.
b. Prepositioned manpower to areas likely to be affected
c. Disseminated Weather Advisories/Bulletins.

DPWH 2
a. Activated all district offices.
b. Prepositioned all available/operational equipment with operator including
designated inspectors to the landslide prone areas identified by concerned DEOs.
c. Closely coordinated with District Offices for possible augmentation.

Coast Guard District North Eastern Luzon


a. Observe heightened alert status 24/7 manning of respective command centers and
closely monitoring for possible maritime incidents within area of responsibility.
b. Continuously disseminated latest weather bulletins, gale warnings and coordination
to all Stations, Sub-Stations, Fisherfolks and Barangay Captains along coastal
areas within area of responsibility regarding Typhoon “FALCON” and advised all
small motor banca/ fishing banca not to venture out at sea.

c. Deployable Response Group (DRG) of this district shall be on standby alert, ready
for deployment as the need arises.

Red Cross-Cagayan Chapter


a. Monitored the AOR 24/7.
b. Continuously disseminated weather bulletins to C/MDRRMCs.
c. Closely coordinated with MDRRMCs re situation in their AOR.
d. Rescue teams and equipment were ready for deployment.

PDRRMC-Isabela
a. Continuously monitored the provincial situation and dissemination of Weather
Advisories/Weather Bulletins to PDRRMC member agencies and M/CDRRMCs in
their AOR.
b. Relief and response equipment were on standby.

PDRRMC – Cagayan
a. Continuously monitored the provincial situation.
b. Continuously disseminated of Weather Advisories/Weather Bulletins to PDRRMC
member agencies and M/CDRRMCs in their AOR.

PDRRMC- Batanes
a. Continuously disseminated Weather Advisories/Weather Bulletins to P/MDRRMC
Members Agencies.
b. Continuously monitored the provincial situation.
