I. HAZARD PROFILE:
On July 2, 2015 the Low Pressure Area (LPA) East of Luzon has developed
into a Tropical Depression (TD) and was named “EGAY”. At about 11:10 PM, TD
“EGAY” has intensified into a Tropical Storm (TS) as it continues to move in a
northwest direction.

TS “EGAY” has intensified and slowed down and continues to move closer
to Northern Luzon on July 3, 2015.

At 11:00 AM on July 4, 2015, TS “EGAY” slightly accelerated at 13kph. As it


continues to traverse toward Northern Luzon, “EGAY” has slowed down and further
intensified into a Severe Tropical Storm (STS) with maximum sustained winds of
95kph. STS “EGAY” has made landfall over Palanan, Isabela at about 11:00PM.

STS “EGAY” has remained almost stationary since its landfall moving West
Northwest at 7kph on July 5, 2015 at 5:00AM. After STS “EGAY” traversed
Cagayan, it weakened slightly into a Tropical Storm and continues to move towards
Luzon Sea.

On July 6, 2015, TS “EGAY” remained almost stationary over Luzon Sea. It


slightly weakened and continues to move northward slowly.

“EGAY” slightly intensified before exiting the Philippine Area of


Responsibility at around 9:00AM on July 7, 2015.

II. WATER LEVEL


 Magat Dam water level did not reach the spilling level of 193 meters at the
time TS “EGAY” was in AOR.

III. ROAD CONDITION


Daang-Maharlika in the Region was passable to all types of vehicles at the time
TS “EGAY” was in AOR.

IV. LIFELINES
 Water and communication lines were all functional / operational at the time
TS “EGAY” was in AOR.
 Some Areas in the province of Cagayan and Isabela experienced power
outage but restored immediately.

V. EFFECTS
TS “EGAY” did not adversely affect the Region. There were no reports on
Affected Population, Damages to Fisheries and Infra-structure.

VI. ACTIONS TAKEN:

OCD RO2
a. OCDRO2-RDRRMC2 Operations Center was on RED Alert Status at the time
TS “EGAY” was in AOR.
b. Briefed the media re TS “EGAY” Updates.
c. Conducted Pre-Disaster Risk Assessment (PDRA) at Northern Luzon PAGASA
Regional Services Division, Capitol Hills, Tuguegarao City on July 3, 2015.
d. Continuous monitoring the regional situation.
e. Continuously disseminated Weather Advisories/Weather Bulletins/ Flood
Bulletins to RDRRMC2 member-agencies, P/C/MDRRMCs, Media and other
stakeholders thru Smart Infoboard Text Blast System, SMS, e-mail, facsimile
and social media.
f. Closely coordinated with RDRRMC Member-Agencies and P/C/MDRRMCs re
updates on TS “EGAY”

DILG
a. Issued Memorandum Circular to Local Chief Executives including Punong
Barangays re: wide dissemination of Weather Bulletins and reactivation of their
respective LDRRMC-OpCen.
b. Issued directive to Provincial Directors and C/MLGOOs to closely coordinate
with their respective LCEs, Fire Marshals and COPs re: situation in their AOR.
c. DILG Regional and Provincial Monitoring Centers were reactivated.

DSWD
a. Stand-by funds amounting to Php2,358,106.73;
b. Available stockpile of 26,934 family food packs. Likewise, there are other
available goods such as 116 boxes of meat loaf, 130 boxes of sausages and 9
boxes of sardines, 2,160 tins of ready-to-eat foods (RTEF) and other non-food
items;
c. Prepositioned of 16,585 family food packs for the four provinces in the region
broken down as follows: Cagayan-3,840; Isabels-6,245; Quirino-2,600 and
Nueva Vizcaya-3,900 packs. Hence, a total of 43,519 family food packs and
2,160 tins are readily available;
d. Prepositioned goods in the province of Batanes such as: 340 sacks of NFA rice,
55 boxes of sardines, 95 boxes of meat loaf, 95 boxes of sausage and 91 boxes
of corned beef;
e. One heavy duty and seven portable generators were readily available for use;
f. The Disaster Monitoring and Response Team (DMRT) at the Field Office,
SWAD Teams and Municipal Action Team of Isabela and Quirino were on 24-
hour duty in their respective municipalities and provinces.

g. The P/MDRRMCs of Batanes and SWAD Team were on alert and continuously
monitored possible effects of Tropical Storm Egay.
h. The Field Office DMRT, SWAD Teams and MATs duties were deactivated on
July 6, 2015. However, the DM staff continuously coordinated with
P/MDRRMCs of the province of Batanes to act on whatever concerns to be
raised.

DOST
a. Continuously monitored installed Automatic Rain Gauges (ARGs), Water Level
Monitoring Stations (WLMS) and Automatic Weather Stations (AWSs) to ensure
that they send data every 10 to 15minutes.
b. Continuously disseminated latest Weather Bulletins/Advisories to LGUs and
concerned institutions thru PAGASA, OCDRO2 and DOST RO2 SMS.
c. Posted latest Weather Bulletins/Advisories in DOST RO2 website and facebook
account/page.

PNP
a. Closely monitored the situation in the AOR.
b. Issued Memorandum to all Provincial/City Directors and City/Municipal Police
Offices to closely monitor their respective AORs and to advise residents in the
low-lying areas to bed alert for any possible occurrence.

BFP
a. Monitored the AOR 24/7
b. Advised all operating units to be on heightened alert status.
c. “No Leave Policy” for personnel was in effect during heightened alert status.
d. Rescue equipment including fire trucks were prepared for possible rescue and
assistance.
e. Encouraged all units to have close coordination with partner agencies and to
conduct information drive at their respective AORs re: TS “EGAY”
f. Encouraged all Fire Stations to conduct pruning of trees along major roads to
avoid further accidents that may be brought by the storm.
g. Conducted inventory of Rescue Equipment.

DOH
a. Activated Operation Center (24/7 duty of RESU-HEMS Staff)
b. Prepositioned of drugs and medicines to the five Provincial DOH Offices
amounting to Php100,000.00 each.
c. Development Management Officers were standby for possible deployment.
d. Notified retained hospitals in anticipation for any eventualities (Cagayan Valley
Medical Center and Southern Isabela General Hospital).
e. Coordinated with RDRRMC Line agencies.
f. Conducted inventory and preparation of drugs, medicines and supplies
amounting to 8,081,029.62, first aid kits (190), family health kits (300), hygiene
kits (650) and CAMPOLAS kit (44 box 1 and 33 box 2).

DPWH
a. Activated all District Offices along Tropical Storm track.
b. Closely coordinated with District Offices for possible augmentation.

COAST GUARD DISTRICT NORTH EASTERN LUZON


a. Observe heightened alert status 24/7 manning of respective command centers
and closely monitoring for possible maritime incidents within area of
responsibility.
b. Continuously disseminated latest weather bulletins, gale warnings and
coordination with all Stations, Sub-Stations, Fisherfolks and Barangay Captains
along coastal areas within area of responsibility regarding Tropical Storm
“EGAY” and advised all small motor banca/ fishing banca not to venture out at
sea.
c. All Coast Guard Stations/Sub-Stations were directed to coordinate with coastal
barangays, ship master/owners and be guided on the memorandum circular
regarding movement of vessel during heavy weather and HPCG SOP 01-12
“PCG Alert Response Procedure”.
d. Deployable Response Group (DRG) of this district were on standby alert, ready
for deployment as the need arises.

PDRRMC- Cagayan
a. Monitored the AOR 24/7
b. Continuously disseminated weather bulletins to C/MDRRMCs
c. Closely coordinated with MDRRMCs re situation in their AOR.
d. Rescue Teams and equipment were ready for deployment.

REDCROSS Cagayan Chapter


a. Continuously monitored the AOR
b. Has stockpile of Non-Food Items
c. Staff and volunteers were on standby
d. Has existing MOU with NFA and groceries.

CDRRMC-Tuguegarao
a. Monitored the AOR 24/7

b. Continuously monitored the storm track gathered from PAGASA website.
c. Continuously monitored status of roads and bridges.
d. Maintained all communication/hotlines open for inquiries regarding TS.
