DILG REGIONAL DIRECTORS
On severe winds, minimal to minor impacts from strong winds (i.e., strong breeze to
near gale strength) are also possible within any of the areas where Wind Signal No.1
is currently in effect.
The enhanced Southwest Monsoon may bring gusty conditions over the following
areas (especially in coastal and upland/mountainous areas exposed to winds:
● Today: MIMAROPA, Bicol Region, Western Visayas, CALABARZON, Metro
Manila, and other areas of Central Luzon not under any wind signal.
● Tomorrow: MIMAROPA, Bicol Region, Western Visayas, CALABARZON,
Zambales, Bataan, and Aurora
● Sunday: MIMAROPA, Bicol Region, Western Visayas, Cavite, Zambales, and
Bataan.
In the next 24 hours, TD “DODONG” and the enhanced Southwest Monsoon may
bring moderate to rough seas over the eastern (1.5 to 2.5 m) and western (2.0 to 3.5
m) seaboards of Northern Luzon, and the western seaboards of Central and
Southern Luzon (2.0 to 3.5 m). Mariners of small seacrafts are advised to take
precautionary measures when venturing out to sea. If inexperienced or operating
ill-equipped vessels, avoid navigating in these conditions.
The forecast accumulated rainfall for today is 50-100mm in the areas of Cagayan,
Isabela, Quirino, Nueva Vizcaya, Apayao, Kalinga, Benguet, Ilocos Norte, La Union,
Pangasinan, and the northern portion of Aurora. Under these conditions, flooding
and rain-induced landslides are possible, especially in areas that are highly or very
highly susceptible to these hazards as identified in hazard maps and in localities that
experienced considerable amounts of rainfall for the past several days.

MGB barangay lists provided (72-hour forecast) and that other areas not on the list,
but are located in close proximity to, or downstream of, the listed areas, may also be
affected. Additional lists of areas susceptible to flood and landslide will be sent
immediately by DENR-MGB as soon as the DOST-PAGASA sends their updated
forecast rainfall data.
Based on these recent developments, you are directed to continue to coordinate with
your respective RDRRMCs and to remind all LGUs, especially those in areas that
have experienced extended or prolonged rain events and/or landslide/flooding
within your respective areas of responsibility, to ensure that the critical
preparedness actions indicated in the DILG Advisory re “LPA and Southwest
Monsoon” issued last 12 July 2023 are already being undertaken, with further
emphasis on the following:
All DILG Regional Directors are directed to coordinate closely with your respective
RDRRMCs and remind all LGUs to undertake all critical preparedness actions and
cause the widest dissemination of this Advisory within your respective areas of
responsibility.
