2017 PRO POSED SCENARIO
 The ground jolts and vibrates vigorously
around 4:00 p.m. on a Friday afternoon, 14
July 2017.
 The earthquake lasts for 45 seconds causing
people to panic.
 There was undetermined damages all around
Metro Manila as structures crack and collapse.
 Electric Power is down; there are no
communications; traffic stood still; people are
screaming and crying; equipment in offices are
scattered, and many buildings suffered
damages.

 Some Radio and TV Broadcasts are able
to resume at around 6:00 p.m. and
Undersecretary Solidum announces that
the earthquake emanated from the West
Valley Fault and the estimated strength is
Magnitude 7.2
 The Networks receive trickling reports from
the field about the extent of damages that
they observed in the different areas of
Metro Manila.
 Aftershocks follow every now and then.
SCENARIO (Cont’d 3)
 Several fires broke out in various parts of the
Cities. Sirens from emergency vehicles are
blaring everywhere.
 There were numerous reports of injured
people and lots of groups are attempting to
help them. Hospitals have been evacuated.
 Debris are scattered in various places blocking
streets rendering them impassable especially
those affected by liquefaction.
 Liquefaction also affected water distribution.

 There are several dead bodies reported.
 Many residential structures collapsed.
 Traffic goes to a standstill as motorists
decided to leave their vehicles on the road.
The trains are not operating.
 The Air and Sea Ports sustained
undetermined damages causing operations
to stop.
 Emergency Responders scamper to help
the people.

SCENARIO
Command and Control
 The MMDA-Public Safety Division
shall be the one in charge of putting
up the Command Post to establish
command and control within the
quadrant.

 The ground jolts and vibrates vigorously around 4:00
p.m. of July 14, 2017.

 The earthquake lasts for 45 seconds causing people to


panic.

 The earthquake damaged the hospital building, there is


a need to evacuate the hospital because a fire broke
out and there are people who were trapped in some
portions of the building that collapsed.

 The City Hall was also damaged but remains to be a


safe area. Helicopter pad and radio equipment are
highly functional.
Proposed Scenario 2017
 Roads and Bridges going in and out of the City
have collapsed and no longer passable for any
type of vehicles. Boats and water rafts are the
only means of transport going in and out of the
city.

 3500 Structures collapsed because of


Earthquake.

 The estimated number of people who either


died or remains to be missing is 900.

 There are only 50% Police Force and BFP


available to help the people.

 There are only 50% of the Local Disaster


Risk Reduction Team who can respond and
do search and rescue.

 Support from local volunteers will be


available only after 48 hours.
