I.

RATIONALE
The Academic Regalia is a long-standing symbol that distinguishes graduates of certain
degrees the honor deserving of their years of academic labor. In consonance with
tradition, graduates of the baccalaureate degrees are given plain academic regalia.
Meanwhile, further studies after baccalaureate will have a more distinguished regalia
due to the stripes in their arms, signifying a higher degree of education.
In the Philippines, the study of law is not a baccalaureate undertaking. The Rules of
Court, promulgated by the Supreme Court, requires that a law student should have
finished college education before enrolling in the College of Law.
The University of Northern Philippines-College of Law has produced great lawyers who
have not just become litigators but have excelled in being leaders, teachers, and
inspiration to budding lawyers. The UNP College of Law continues to endeavor to
provide quality education in reaching the Juris Doctor Degree.
As such, the Proposed Revised Model Law Curriculum of the College of Law is in
compliance with Rule 138-A Law Student Practice issued by the Supreme Court. Under
this rule, the completion of clinical education courses is a pre-requisite in taking the bar
examinations for those who will graduate this Academic Year 2022- 2023.
Relative thereto, the Legal Education Board issued LEBMO No. 24 Series of 2021 (The
Revised Model Curriculum of the Basic Law Program) incorporating Clinical Legal
Education Course. Hence, this revised model law curriculum is an adoption of the
above-stated LEBMO. Moreover, Under Section 22 paragraph b of the said LEBMO,
beginning Academic Year 2022-2023, the revised model curriculum shall be mandatory
for all LEB accredited LEIs.
In light of the advancements in legal education, the UNP-College of Law still remains as
the only institution to have an academic regalia in the baccalaureate degree. As such,
proposals to stakeholders were done on: ________________________ and

In view of the foregoing circumstance and with the thrust of the University of Northern
Philippines to continually provide for quality education with an alignment with national
and global standards, it is submitted that the academic regalia of the graduates of the
College of Law for the Academic Year 2022-2023 be considered.
