This is my reflection Webinar of Criminology Professional Track of PQF.
According to the discussion the Career Progression and Specialization Programs
and credit Accumulation Transfer System (CPSP-CATS) and the Philippine
Qualifications Framework (POF). R.A. No. 10912 or the Continuing Professional
Development Act of 2016. It is hereby declared the policy of the State to promote
and upgrade the practice of professions in the country. Towards this end, the
State shall institute measures that will continuously improve the competence of
the professionals in accordance with the international standards of practice,
thereby, ensuring their contribution in uplifting the general welfare, economic
growth and development of the nation. Under section 3 shall defined for the
following; accreditation and refers to the formal or official approval granted to a
person a program or an organization upon meeting essential requirements of
achievement standards including qualifications or unit of a qualification usually
for a particular period of time as defined by an accrediting agency ,AIPO/APO
refers to the Accredited Integrated Professional Organization or the Accredited
Professional Organization in a given profession, ASEAN Qualifications
Reference Framework or AQRF refers to the device that enables comparisons of
qualifications across ASEAN Member States, ASEAN Mutual Recognition
Arrangement or ASEAN MRA refers to a regional arrangement entered into by
the ASEAN Member States predicated on the mutual recognition of
qualifications requirements met licenses and certificates granted, experience
gained by professionals in order to enhance mobility of professional services
within the region, Competence refers to an ability that extends beyond the
possession of knowledge and skills which include cognitive, functional, personal
and ethical competence, Continuing Professional Development or CPD refers to
the inculcation of advanced knowledge skills and ethical values in a post-
licensure specialization or in an inter- or multidisciplinary field of study for
assimilation into professional practice self-directed research and/or lifelong
learning, CPD Council refers to a body created to promote and ensure the
continuous improvement of professionals in accordance with national regional
and international standards of practice, CPD credit unit refers to the value of an
amount of learning that can be transferred to a qualification achieved from formal
informal or nonformal learning setting wherein credits can be accumulated to
predetermined levels for the award of a qualification.

According to my additional research the CPD Program refers to a set of


learning activities accredited by the CPD Council such as seminars, workshops,
technical lectures or subject matter meetings, nondegree training lectures and
scientific meetings, modules, tours and visits, which equip the professionals with
advanced knowledge, skills and values in specialized or in an inter- or
multidisciplinary field of study, self-directed research and/or lifelong learning,
CPD Provider refers to a natural or juridical person accredited by the CPD
Council to conduct CPD Programs, Formal learning refers to educational
arrangements such as curricular qualifications and teaching-learning
requirements that take place in education and training institutions recognized by
relevant national authorities, and which lead to diplomas and qualifications.

The webinar also discussed the Informal learning refers to learning that
occurs in daily life assessed, through the recognition, validation and accreditation
process, and which can contribute to a qualification, Learning outcomes refer to
what a learner can be expected to know, understand and/or demonstrate as a
result of a learning experience, Lifelong learning refers to learning activities
undertaken throughout life for the development of competencies and
qualifications of the professional, Nonformal learning refers to learning that has
been acquired in addition or alternatively to formal learning, which may be
structured and made more flexible according to educational and training
arrangements, Online learning activities refer to structured or unstructured
learning initiatives, which make use of the internet and other web-based
Information and Communications Technology solutions, Pathways and
Equivalencies refer to mechanisms that provide access to qualifications and
assist professionals to move easily and readily between the different education
and training sectors, and between these sectors, and the labor market, through
the Philippine Credit Transfer System, Philippine Qualifications Framework or
PQF refers to the quality assured national system for the development,
recognition and award of qualifications at defined levels, based on standards of
knowledge, skills and values, acquired in different ways and methods by learners
and workers;

Based on my additional research the prior learning refers to a person’s


skills, knowledge and competencies that have been acquired through work
experience, training, independent study, volunteer activities and hobbies, that
may be applied for academic credit, as a requirement of a training program or for
occupational certification, Professional refers to a person who is registered and
licensed to practice a regulated profession in the Philippines and who holds a
valid Certificate of Registration and Professional Identification Card (PIC) from
the Professional Regulation Commission (PRC), Qualification refers to a status
gained after a person has been assessed to have achieved learning outcomes or
competencies in accordance with the standard specified for a qualification title,
and is proven by a document issued by a recognized agency or body, assurance
refers to planned and systematic processes that provide confidence in the
design, delivery and award of qualifications within an education and training
system, and is a component of quality management that is focused on ensuring
that quality requirements will be fulfilled; and Self-directed learning refers to
learning activities such as online training, local/international seminars/nondegree
courses, institution/company-sponsored training programs, and the like, which
did not undergo CPD accreditation but may be applied for and awarded CPD
units by the respective CPD Council.

Under Sec 12. Career Progression and Specialization The PRC and
PRB’s, in consultation with the AIPO/ APO, the Civil Service Commission (CSC),
other concerned government agencies and industry stakeholders, shall formulate
and implement a Career Progression and Specialization program for every
profession. The Career progression and Specialization Program shall form part of
the CPD.

The webinar said that the IRR of R.A. No. 10968 of the PQF Act of
2018, PQF NCC Resolution No. 2019-01 dated January 15, 2021 is pursuant to
the constitutional guarantee for the State to promote the right of all citizens to
quality and accessible education at all levels, the State shall establish, maintain,
and support a complete, adequate and integrated system of education relevant to
the needs of the people and society. In recognition of the important role of
education and training in national development, it is hereby declared the policy of
the State to institutionalize the Philippine Qualifications Framework (PQF) to
encourage lifelong learning of individuals, provide employees specific training
standards and qualifications aligned with industry standards, ensure that training
and educational institutions comply with specific standards and are accountable
for achieving corresponding learning outcomes, and provide government with a
common taxonomy and qualifications typology as bases for recognizing
education and training programs as well as the qualifications formally awarded
and their equivalents.

Under Sec. 6 Framework and Level Descriptors the PQF National


Coordinating Council (PQF-NCC) shall detailed descriptors for each qualification
level following the principles of lifelong learning and the recognition of prior
learning from previous informal experiences, and the policies and standards of
higher education academic programs. The level descriptors shall also incorporate
or take into consideration standards of career progression for professionals,
specializations, and multi-disciplinary fields of study.
The webinar also tackledand said that we all know under the R.A. No.
10968 of the PQF Act of 2018, PQF NCC Resolution No. 2019-01 dated January
15, 2021 mandated the Career Progression in professional life is the process of
developing or moving towards a more advanced state in a person's job, title,
position, or profession; it outlines the route one may follow in order to reach
identified career development goals.

Phillipine Qualification Framework is all about the Philippine


Qualifications Framework describes the levels of educational qualifications, the
official recognition of a person’s learning achievements. It also sets the
standards for qualification outcomes which are the knowledge or skills gained by
students after undergoing a certain learning or educational program. Adopting a
well-developed qualifications framework presents several benefits to learners,
academe, workers, professionals, employers, industry and government. The PQF
provides a standard for the recognition of certificates and licenses that individuals
may move and progress through. It shows pathways and equivalences to help
them make informed choices in education and employment growth. As such the
framework promotes mobility, encourages lifelong learning and builds the
workforce confidence.

In the PQF establishes a standard for education and training providers, it


helps guarantee that these providers adhere to specific benchmarks and are
accountable for achieving the same, ultimately ensuring the quality of education
and training. In addition, since the PQF provides common understanding of
policies and guidelines in curriculum/program formulation and implementation, it
also allows for the seamless movement and progression of learners to and from
different education and training institutions.
Based on my additional research that the PQF, job mismatch can be
reduced and productivity increased. It provides employers with specific training
standards and qualifications that are aligned to industry requirements. The PQF
provides employers immediate information on what a worker can be expected to
know and do, and are further assured that qualifications are consistent and are
based on standards. The Philippine Qualifications Framework can help form unity
as it harmonizes education and training qualifications in the country by
establishing and institutionalizing qualification standards. It provides the
government with common standards, taxonomy, and typology of qualifications as
bases for granting approvals to stakeholders. Moreover, the PQF helps policy
and planning formulation through comparison with the qualification frameworks of
other nations, encouraging the forging of mutual recognition arrangements within
the ASEAN and other countries.

The PQF coordinates and balances education and employment


opportunities for nation building and holistic economic growth. The PQF and its
features (Quality Assurance, Qualification Registrar, Pathways and
Equivalencies and International Alignment) strengthens technical education
consolidates education and employment resources. Also the Philippine
Qualifications Framework or PQF refers to the quality assured National system
for the development, recognition and award of Qualifications at defined levels,
based on standards of knowledge, skills And values, acquired in different ways
and methods by learners and Workers.

The creation of career program and specialization in accordance to IRR


of R.A. No. 10968 of the PQF Act of 2018, PQF NCC Re 2019-01 dated January
15, 2021. Under Sec. 6 Framework and Level Descriptors The PQF National
Coordinating Council (PQF-NCC) To pursue the implementation of the PQF,
working groups shall be established, especially in the areas of qualifications
register, quality assurance, pathways and equivalencies, information and
guidelines, and international alignment. Each working group shall be chaired by a
member-agency as may be designated by the PQF-NCC. And also incorporate
or take into consideration standards of caree for professionals, specializations,
and multi-disciplinary field. And also the philippine qualification framework each
rank have a level ex. L1, L2 and so on.

However, the qualification refers to a formal certification that a person has


successfully achieved specific learning outcomes relevant to the identified
academic, industry or community requirements. A qualification confers official
recognition of value in the labor market and in further education and training. A
qualification is a formal document issued by an authorized body in recognition of
an individual’s educational attainment and/or current competencies. This
document may come in the form of Diploma, Certificate or License.

The said PQF Descriptors knowledge skills and values demonstrated


broad and coherent knowledge and skills in their field of study for professional
work and lifelong learning. Then the application in professional/creative work or
research in a specialized field of discipline and/or further study, then the degree

fields with minimal supervision, and lastly is the qualification must have the
Baccalaureate Degree/ Entry Level for Regulated Professions.

Laboratory Technology Services NCI PQF Level 2-Dental Laboratory Technology
Services (Fixed Dentures/Restorations) NC II PQF Level 4 - Dental Technology
NC IV DIPLOMA CHED PQF Level 6 - Doctor of Dental Medicine LICENSE-PRC
PQF Level 6 – Dentistry DIPLOMA-CHED PQF level 7 - Master of Science in
Dentistry CERTIFICATE – PRC PQF Level 7 - Certificate of Fellowship in
Specialized Dentistry Eridodontics.

POEE 70713-1 and the qualifications title Professional Electrical Engineering

independence that involves exercise of leadership and initiative, individual work
or in teams of multi-disciplinary field.

According to the professional Qualification Titles and PQF Levels to


Institutional Based Professional Position Titles have a Leadership &

Qualification Title then the PQF title identify Lacking Learning Outcomes to Align
with the PQF Level, then lastly the PRC conferment and approved CPSP-CATS
resolution and entry of the QT to the PhQuaR.

twelve phases and creation of Career Progression and Specialization Programs.

Identified Qualification Titles, Phase 3 Drafted Program Outcomes (PO) and
Learning Outcomes (LO) for the PQF Levels, Phase 4 Consulted Other
Professional Regulatory Boards concerned, Phase 5 Consulted the CPSP.CATS
Chairperson of the Board Cluster concerned and the Consultant For the CPS
CATS Resolution, Phase 6 Conducted Stakeholder’s Consultation, Phase 7
Approved by the PRB concerned, Phase 8 Reviewed and endorsed by the CPS -
CATS PMC, Phase 9 Reviewed by the Legal Service, Phases 10 Consulted the
Civil Service Commission (Sec. 12 of R.A. 10912 or CPD Act of 2016), Phase 11
Approved by the Commission, Phase 12 Public Orientation.

The PRC resolution No. 1117 S. 2018 PRBS 2 nd CPSP resolution that
formulation of guidelines on the creation and implementation of the career
progression and specialization for the regulated professions. Under SEC. 2
implementation of the career progression and specialization programs for
professional practice pathway; Educational Program, Program Outcomes and
Competencies, Entry Requirement, Method of Delivery and Duration of the
Program, Number of units to be awarded per module/activity/ rotation basis and
the total to Be awarded at the end of the program , Teaching-Learning Activities,
Quality Assurance mechanism, Competency Assessment System, Qualification/s
and Type of Award, Awarding Bodies.

Under Sec 2. Implementation of the career progression and specialization


programs for the professional track the following shall be considered first is
Define the Teaching-Learning Activities, second is Incorporate a Quality
Assurance mechanism, third is define the Competency Assessment System that
will be implemented during and at the end of the program, fourth is the
Qualification/s and type of award which will be conferred after competency
assessment, and lastly is determine the awarding bodies which will include the
organization/society and institution authorized to implement the educational
program and the government body that will confer recognition to the qualification
and the title.

The process which allows students to make the smooth transition from
one one course, program or educational level to the next without experiencing
duplication of learning. The guiding principle of articulation is that no student
should repeat the same course content for which credit has already been
received, even if elsewhere or from another institution. In general articulated
programs provide multiple entry and exit points and ladders of learning
opportunities and allows a student to move from a technical-vocational course to
a college degree program, using the principle of credit transfer:

Regulation Commission in accordance to accreditation and to accommodate and
provides a standard for the recognition of certificates and licenses that individuals
may move and progress through, Facilitates recognition of Professional
