It provides the basic and vital inputs for assessing the performance of the officer and hisyher carrier. The Ratee Officer, the Reporting Officer and the Reviewing Officer, should, therefore, undertake the duty of filling up the APAR proforma with a high sense of responsibility. tee 2. APAR is to be used as a tool for human resource development. Reporting Off should realize that the objective is to develop an officer so that he/she realises his potential, It is not meant to be a fault-finding process. Instead, it is intended to be a developmental one. The Reporting Officer and the Reviewing Officer should not shy away from reporting shortcomings in performance, attitide and overall personality of the Ratce Officer. eee 5. The guidelines regarding filling. up of Col Nos. 3,4 and 5 pertaining to awarding numerical grading in PART-IIL of APAR are indicated in Annexure-L The MHA Guidelines for filling up of Col. Grade of 1-2 or 9-10 a1 expected 10 be rare occurrences and, hence, the need to justify them.
