Main Wing Tank- The introduction of Sealant on attachment Nuts, Washers and Stud ends of
the Fuel Quantity Tank Units (FQTU).

- SBF28-57 -098 - WINGS - Outer Wing- Rework of the Holes in the Outer Wing
Upper Skin Panel Reinforcement Structure for the Outer Wing
Fuel Quantity Tank Units.
C. Reason
(1) The design review of the F28 Mk1 000/2000/3000/4000(C) fuel system in accordance
with the guidelines related to FAA SFAR 88 and JAA INT/POL/25/12 revealed that an
unsafe condition may develop in the wing fuel tanks.
(2) Based on the F28 Mk1000/2000/3000/4000(C) Fuel Tank Safety related design
review it was concluded that insufficient measures were taken to ensure the correct
locking of the attachment of the Fuel Quantity Tank Units (FQTU's). When a FQTU
becomes loose this could lead to insufficient clearance between the FQTU's and
adjacent tank structure or other metal parts, and, under certain conditions, in an
ignition source inside the wing fuel tanks.

(3) This Service Bulletin introduces measures to ensure the correct locking of the
attachment nuts of the FQTU's.
(4) When this Revision 1 of SBF28-28-054 has been accomplished, the aircraft is also
POST SBF28-57 -097.
(5) A similar ignition source cannot develop in center wing bag tanks because the FQTU
is isolated from the tank structure and other metal parts by rubber bags.
- Replace the Fuel All's and CDCCL's in paragraph 1.L.(1 )(c) by a reference
to SBF28-28-050,
Remove the one-time inspection on the clearance between the FQTU's and the
adjacent structure, or other metal parts. This is now covered by Fuel
All 280000-01 in SBF28-28-050,
Remove SBF28-57 -097 as a concurrent requirement. In this revision 1 of this
Service Bulletin, the inspection on minimum clearance, inside the tank, between
the wiring of the FQTU's and surrounding structure, for PRE SBF28-57 -098
configuration, is covered per instruction as specified in paragraph 3.E.(2) of this
Service Bulletin,
- Add, for convenience, that it is recommended to accomplish SBF28-57 -098
concurrently.
NOTE: Although title and contents have been changed, no additional action is required
when the original issue of this Service Bulletin was already accomplished.
D. Description
- Apply sealant covering the nuts, washers and stud ends at the FQTU attachments.
- For PRE SBF28-57-098 configuration, perform an inspection on minimum
clearance between the wiring of the FQTU's and surrounding structure.
E. Compliance
( 1) Recommended .
NOTE: It is expected that EASA will issue an Airworthiness Directive (AD) with
respect to this subject with the same compliance terms. Refer to the EASA
website for the publication of a Proposed Airworthiness Directive for
comments .

the sealant to cure and for opening and closing the tanks, if applicable
(ref. accomplishment instruction paragraph 3.E.(2)).

calculated based on the conditions given in SBF28-00-001 (Service Bulletin
Introduction, section 2.C., "Manpower").

The fuel All 280000-05 and CDCCL item 1.2b, as specified in Revision 2 (or
subsequent) of SBF28-28-050, are applicable. The contents of the affected
manual(s) shall be revised in accordance with MCNM F28-037.

(3) You have the possibility to send your SB feedback to Fokker Services per "Service

B. Material Required
(1) These parts, which are necessary to complete this Service Bulletin on 1 aircraft, are
not part of the mod kit.
(2) These mod kit parts are necessary to do this Service Bulletin on 1 aircraft.

3. Accomplishment Instructions
General
- Instructions are written for the LH wing but are similar for the RH wing.
NOTE: Except if the aircraft is already POST SBF28-57 -098, this Service Bulletin
requires de-fueling, draining and venting of the fuel tanks in accordance with
MM chapter 28-11-00.
C. Put up warning signs to tell persons: "DO NOT CONNECT THE BATTERY" and
"DO NOT CONNECT THE ELECTRICAL POWER".
D. Apply a layer of sealant at the self locking nuts, the washers and studs ends of the
FQTU's.
(1) Mark the installed (clockwise) position of each FQTU on the adjacent tank structure.
NOTE: Marking of the position is NOT required if the aircraft is POST SBF28-57 -098.
(2) Remove the six (6) attachment screws from each FQTU mounting flange.
(3) Carefully pull the FQTU from the tank (do not disconnect the electrical wiring from the
FQTU) and temporary hold the FQTU in position . Refer to MM chapter 28-41-01 .
(4) Apply a layer of sealant at the nuts, washers and stud ends fitted on the three FQTU
probe attachments. Refer to figure 1.
E. Close up.
(1) Reinstall the FQTU's in the marked (clockwise) position ; refer to MM chapter
28-41-01.
NOTE: If the aircraft is POST SBF28-57 -098 no marking has been applied and the
(clockwise) installation position is not relevant.
(2) If the aircraft is PRE SBF28-57 -098, check on minimum clearances between the
FQTU 's and surrounding structure, as detailed below:
(a) On the inside of the fuel tank measure the distance at any part of the FQTU
between the electrical wiring connections on FQTU no. 1 thru 10 and the
reinforcement plate around the FQTU.
(b) The FQTU 's 1 thru 9 can be installed in six different orientations . Loosen, remove
and keep the screws and repeat step (a) for each orientation in which the FQTU's
can be installed.
(c) If the gap between the electrical wiring connections and the reinforcement plate
with the FQTU (1 thru 10) in all possible positions of installation is 3 mm (0.12
inch) or more: install the FQTU in accordance with MM chapter 28-41-01 .
Continue with step 3.
(d) If the gap on any of the inspected positions is less than 3 mm (0.12 inch), rework
of the reinforcement plates is required in accordance with SBF28-57 -097.
