As part of the implementation of the Barkada Kontra Droga (BKD) Program in schools
and reflected in the Dangerous Drugs Board Regulation No. 5, s. 2007 titled
Institutionalizing the Barkada Kontra Droga (BKD) Program, this Office through
the School Governance and Operations Division - Youth Formation Section advises all

‘This activity aims to showcase the innate talents and skills of BKD members in
elementary and secondary level as well as their knowledge and advocacies towards
drugs and other substance abuse prevention. The conduct of these contests shall also
be in consonance to the nationwide celebration of the Drug Abuse Prevention and
Control Week (DAPC) 2022 with the theme Addressing Drug Challenges in Health
and Humanitarian Crises #CarelnCrises.

In compliance to the no disruption of classes policy as stipulated in DepEd Order No.
09, s. 2005, interested BKD members shall create their outputs outside class hours
or as a take home assignment.

time-on-task policy and IATF guidelines on safety and health protocols.
6. Expenses incurred relative to the conduct of school-based contests shall be charged
against school MOOE or local funds subject to usual accounting and auditing rules
and procedures.

Contest Mechanics
A. General Instructions for All Contests
1, Visual arts and literary categories are open to secondary level only while slogan
writing contest is open to elementary level only.
2. Materials will be provided by the contestant.
3. All outputs for pencil rendering, poem writing and slogan writing contest shall be
done in A4 size white bond paper.
4. All outputs should be originally created by the contestants. No contestant is
allowed to copy from the Internet or other resource materials.
5. The School Head shall create a screening committee to select the school winner,
6. All first place entries in the school level shall be scanned into JPEG/JPG format
and shall be sent to sdo.quezon.yfd@deped.gov.ph together with their scanned
copy of BKD/BKDJA membership form and Certificate of Originality (see Enclosure
4) on or before November 21, 2022.
7. In sending entries for the Division Level, use the subject as follows:
For pencil rendering: BKDFOT-PENCIL22/Name/School
For poetry writing: BKDFOT-POETRY22/Name/School
For slogan writing: BKDFOT-SLOGAN22/Name/School
8. There will be three winners for each contest in the Division Level. Prizes of the
winners will be announced in a separate memorandum.
9. No distinguishing mark or name of school or name of the contestants shall appear
in the entry
10.No foul or inappropiate language or figures shall be used.
11.Contest outputs will be the property of the Division Office.
12. Violation to any of the general and specific contest mechanics shall be ground for
disqualification.
13. Judges’ decision is final and irrevocable.
B. Visual Arts Category: Pencil Rendering
1. The contestants must use Mongol No. 2 pencil only.
2. Charcoal pencil, art gunner or equivalent, portrait brush, sand paper, pantograph
and air brush are not allowed.
3. The subject of the contestants must be relevant to the theme Addressing Drug
Challenges in Health and Humanitarian Crises.
Criteria for Judging:
Content ~ 40%

Relevance to the theme - 15%
Impact, 15%

4. The poem must be written in English language.

Creativity and style- 30%
Relevance to the hashtag - 15%

D. Slogan Writing Contest
1. The contestants must use black ink permanent markers.
2. Write-up must be originally handwritten by the contestants.
3. The slogan must tell about the call for youth participation against any form of
substance abuse (drugs, alcohol or cigarettes).
4. The slogan must be written in Filipino language.
Criteria for Judging:
Content ~ 40%
Creativity and style - 20%
Impact of the message - 20%
Clarity and organization — 20%
Total - 100%
