ICT has been playing a significant role in different organizational activities
especially in the areas of leadership. The progress ICT is making after its introduction 1978 is significant in organizations for its use on making organizational functions to get easier. organisations that manage to use and take advantage of new technology will be likely to increase productivity and affectivity, which means that fast adopters are likely to surpass their competition. Environmental changes will therefore require organisations to change the way they perform daily operations, meaning that leaders will be facing a work environment that is different from before. This shift is believed to be related to the increase in complex challenges that leaders are facing, such as being able to adapt continuously rather than occasionally. Technological improvements and digitalization are thereby assumed to fundamentally change the underlying foundations of leadership within organisations. The Addis Ababa revenue bureau has been using SIGTAS to modernize the taxation process provide in the city’s administration. So far, the number of researches conducted on the areas of ‘SIGTAS’ is few and almost there is no research organized about the effect of ‘SIGTAS’ on leadership which can be used to analyze the impact of the system on the management levels of the revenue bureau. Therefore, this study is conducted to answer this question in order to identify the effect of ICT (SIGTAS) on the leadership effectiveness in bole sub city small tax payers’ branch office. For the study, the researcher applies Quantitative research approach that generates statistical data with large-scale survey research, using methods such as close-ended questionnaires and/or structured interviews.
