Covert Directive 2.

To: The Executive Board

Primary Objective: Co-operate with Osama bin Laden in lieu of failed attempts to restore
peace and stability in the region as well as recent animosity in US, Saudi relations, along
with the assasination of His Highness Salman Al Saud and hence set up a government that
is cohesive with US Interests in the region.

Secondary Objective: to interrogate Ayman al Zawahiri to make the Primary Objective

possible.

Operation Ponzona

Phase 1: Interrogate Ayman al Zawahiri on March 1st. Tell him a brief of the following plan
for incentive to reveal the information. Body double Barney Ingrid (BI) [as set up in Covert
Directive 1.0] will supervise this and relay the information to me via morse code. BI will be
behind locked bulletproof doors and alone with the only key out. Interrogation led by Agent A
hired from the FBI with the help of Thomas Pickard. Questions include, future Al Qaeda
attacks, more secret bases in the USA and Osama Bin Laden’s personal info especially the
makeshift telephone number.

Phase 2: Contact Osama bin Laden on March 2nd through a newly assigned Verizon SIM
card which is to be destroyed upon use. This contact process is to inform Osama bin Laden
of an opportunity to assume power is Saudi Arabia, incentivised with a withdrawal of US
arms in Afghanistan, most troops from military bases in the Middle East (hence reduced
interference in the region), in exchange for cooperation and continued crude oil trade at
lower prices to the United States of America. This is to be accompanied by information
regarding the upcoming plan especially Phase 6 which is to be executed by Al-Qaeda.

Phase 3: Organise a press conference, taking place on March 4th, with His Highness
Salman Al Saud at a makeshift tent, sizeable enough to facilitate a 100 persons, set up at
24.886305, 46.730660 at 6 PM Local Time, the construction for which must begin on 3rd
March. No Armed Personnel are to be present as a mutual “promise'' at the site of the
conference. Basement is to be excavated underneath during the setting up of this makeshift
tent. This basement is to have 2 points of entry / exit, one on north and the other on south,
with each entry/exit being covered by sand. The excavation is to be 75 centimetres in depth.
Body double, Barney Ingrid (BI) is to meet with Salman Al Saud at this location. 35 press
members are to be allowed at the site. This is in regards to the discussion of mending
relations, formal apologies and plan of action going forward. BI will travel in Air Force 2 with
full fuel capacity taking off from Washington D.C. with a stop over in London for refuelling to
complete the remaining leg of the journey followed by a landing in Riyadh, no later than 2
PM Local Time.

Phase 4: Osama Bin Laden is to coordinate a secret Al Qaeda to relay 1.5 L of chloroform
(CHCl₃) of 100,000 ppm along with 30 50ml needles to the hands of 10 highly trained United
States National Guard units under codenames, Alpha (leader ; most trained), Beta (2nd in
Command), Gamma, Stallion, Victory, Fox, Sigma, X, Lambda, Y at 24°34'15.7"N
46°49'19.8"E for a brief exchange lasting no longer than 30 seconds of interaction time.
These personnel are to return to the site of the conference no later than 5:30 PM local time
and will secretly enter the basement built underneath. Each syringe is to be filled to the brim
with 50 ml of chloroform in each. Each unit is to be armed with 2 syringes, with the remaining
10 being kept with each unit for reserves. These units / personnel will be brought to Riyadh
onboard the Air Force 2.

Phase 5: Following the end of this conference which should ideally not last more than 2
hours, all press will be ushered out by officials present in the meeting room. Saudi officials
are to be ambushed by 8 unit members and injected with one syringe for effective
elimination (either temporary or lethal). This 8 member battalion is headed by Beta. Alpha
and Gamma are to ambush His Highness Salman al Saud and inject 2 syringes for swift
elimination. His body upon collapse is to be carried outside into the heavily tinted bullet-proof
Cadillac Fleetwood car. He is to be propped upright and rushed to the Air Force 2 Parking
Zone at King Khalid International Airport, where the Boeing 757 should ideally be fueled up
with jet fuel enough for a trip to Doha International Airport where immediate refuelling will
take place to fly till London, refuel and depart for Washington D.C. one more. In this process,
air spaces of Saudi Arabia, United Arab Emirates and Kuwait are to be avoided to prevent
being in legal territory and hence preventing a pursuit of air force. Any and all witnesses of
the assassination are to be syringed (12 remaining syringes) - or can be bribed with
750,000$ in duffel bags.

Prerequisites for Phase 5: Press conference will involve an announcement regarding King
Salman Al Saud travelling along with Richard Cheney (BI) to US with brief stopovers in Doha
and London. Before arrival into Riyadh, the United States is to request for priority clearance
for take-off from Riyadh. Government of Qatar is to be informed of the plan to travel along
with King Salman Al Saud (and covertly of the real intentions) and hence allowing priority
landing and take off in Doha International Airport.

Phase 6: During this evacuation, Osama Bin Laden will (as informed in the call) organise Al-
Qaeda operatives to carry out 5 coordinated explosions happening at intervals of 10 minutes
between each starting at 9:30 PM Local Time after the motorcade towards the airport has
departed. 3 of these bomb explosions will take place in Riyadh, 1 in Jeddah and 1 in
Dammam. Coordinates : [24.743163, 46.699783], [24.747849, 46.619065], [24.627671,
46.688857], [26.436998, 50.186526], [21.483567, 39.195633] to distract forces away from
the motorcade.

Phase 7: Once arrived in Washington D.C. Salman Al Saud will be beheaded and taped
(stored as confidential FBI documentations), with his head being preserved in an ice box and
is flown back to Riyadh as a special delivery to be delivered at the Ministry of the National
Guard (24.708545, 46.756978) with a note which says “‫[ ”بالحب طالبان‬bialhubi, taliban ; with
love, taliban] along with the flag of Russia.

Notes:

Chloroform is a colourless, volatile, liquid derivative of trichloromethane with an ether-like

odour. Formerly used as an inhaled anaesthetic during surgery, the primary use of
chloroform today is in industry, where it is used as a solvent and in the production of the
refrigerant freon. Acute chloroform toxicity results in impaired liver function, cardiac
arrhythmia, nausea and central nervous system dysfunction.
In industry production, chloroform is produced by heating a mixture of chlorine and either
chloromethane (CH3Cl) or methane (CH4). At 400–500 °C, a free radical halogenation
occurs, converting these precursors to progressively more chlorinated compounds:
CH4 + Cl2 → CH3Cl + HCl
CH3Cl + Cl2 → CH2Cl2 + HCl
CH2Cl2 + Cl2 → CHCl3 + HCl

All communication and impromptu actions will be done by communicating progress through
morse code telegraph communications to Richard Cheney (in Lincoln, Nebraska)
