Davao City’s Issues, Plans, Impact, and Development

Davao City is my chosen locality in the Philippines located in the south.


Due to the effort of the Dabawenyos and the city government, Davao City remains
progressive and has such sustainable development throughout the years. Being the
capital city of Davao region, Davao City serves as the passageway for the entire
Mindanao Island. The city also used as the entry point for the Brunei Darussalam –
Indonesia – Malaysia – Philippines East ASEAN Growth Area making Davao City the
focal point of development in Mindanao. Davao City is home to 11 tribes and very
proud of its many cultures and traditions. There may be a diversity in culture and
traditions among the tribes but united as one in the city for everyone (City
Government of Davao ,2018).

I have chosen Davao City because it is my birthplace and my present and


permanent address, and where I am working currently. My knowledge of Davao City
is substantial enough to make my report and provide the necessary details on
devolution, programs and projects, and the current economic status and financial
and structural progress in the city.

On top of those listed in Activity 3-1, one of the emerging forces of


change affecting a rural area is the Full Devolution of Certain Functions of the
Executive Branch to Local Governments, Creation of a Committee on Devolution,

year, 2022, Davao Region’s LGUs who submitted devolution transition plans are at
100%. According to Ruth C. Lasquite of NEDA XI, Rule V, Section 12 of Executive
Order 138, entitled “Full Devolution of Certain Functions of the Executive Branch to
Local Governments, Creation of a Committee on Devolution, and For Other
Purposes”, national government agencies are tasked with the preparation of
Devolution Transition Plan with devolved functions and services to the local
government units, pursuant to Republic Act No. 7160, otherwise known as the Local
Government Code of 1991. The NGAs should prepare and submit the DTPs within
120 days from the effectivity of the Executive. Likewise, the DBM will evaluate and
approve the NGA DTPs within 120 days upon its receipt with complete and with
properly filled out Annexes.

linkage and M&E systems across the bureaucracy; and, options for personnel of the
affected NGAs.
The Devolution Transition Plans (DTPs) that comes along with
decentralization, which is required from all provincial, city, and municipal local
governments to be submitted by affected national government agencies (NGAs) and
LGUs will serve as the LGUs’ guide to ensure systematic and rational movement on
their full assumption of devolved functions and services, and leverage for support
from NGAs and other stakeholders on the LGU’s capacity development needs, as
well as, support and monitor the design and implementation of NGA devolution
transition activities.
