Tanker Driver H&S and Waste Regulation
Declaration
1. Site Access
1.1 Drivers must adhere to the site speed limit of 10 mph (or as otherwise indicated by on-site signage)
and any one-way systems in operation.

1.2 Speed limits applicable to access roads must also be complied with.

1.3 Ref er to site safety signs on the gate and/or site safety notice board when entering the site and
within the site.

1.4 Drivers should not walk around a site away from the tanker reception facility (unless there is a f ire or
gas alarm).

1.5 Ensure all gates are closed on entry and exit to site. Gates must be kept closed while on site and
locked on leaving to comply with Southern Water locked gate policy.

1.6 Drivers must comply with the gate locking facility in place at each site. This may be a ‘daisy chain’ or
‘multi-locking’ system.

1.7 Drivers should not park on site other that for the purpose of discharging or queuing to discharge.

1.8 Drivers entering a Southern Water reception site must go only to the tanker discharge reception
facility and must not discharge at any other location on the site.

1.9 Drivers must stay on designated site roadways and not mount verges or curbs.

1.10 Drivers should be cautious when reversing on all sites.

2. Personal Protective Equipment (PPE)


2.1 The f ollowing Personal Protective Equipment must be worn AT ALL TIMES on site:

◼ Saf ety hard hat protection


◼ Protective clothing for the legs (shorts are not acceptable), arms and upper torso
◼ High visibility jackets or tabards (orange coloured only)
◼ Toe protective boots or toe protective trainers
◼ Gloves sufficient for the task
◼ Saf ety eyewear (glasses or goggles)

3. Hygiene
3.1 Eating, drinking and smoking are forbidden on site.

4. Fire/Gas Alarms
4.1 If a driver hears a Fire/Gas Alarm within his area of work he should evacuate to the nearest
assembly point with which he/she should have located by reference to the site safety notice board or
information from a member of staff.

4.2 If a driver encounters a fire raise the alarm by pressing a ‘Break Glass’ Fire Alarm or shout ‘Fire’
and evacuate the area immediately.

5. Disposal procedures
5.1 Any new drivers must be accompanied by a trained person to allow for familiarisation with Southern
Water equipment.

5.2 Af ter connecting pipes, the driver must use the key fob to log on to the system. Once the fob has
been accepted the discharge valve will open automatically. Interference with these valves is not permitted.

5.3 The driver must be in attendance during the discharge. Discharging must cease if the driver leaves
the vehicle. Whilst discharging, the driver must remain at the rear of the vehicle to monitor the discharge and
ensure that there is no possibility of run-on into the system.

5.4 All drivers must ensure end caps are in place on vehicle suction and discharge lines after discharge.
Any spillages must be washed down before leaving site. Any deficiency with hoses should be reported
immediately to the site operator or Tankering Team.

5.5 Drivers are responsible for ensuring that the discharge valve is closed as well as the tanker valve
bef ore disconnecting pipes and leaving site.

5.6 All spillages must be cleared up immediately prior to leaving site. If this is not possible they must be
reported to the site operator or your main office for notification to the Southern Water Tankering Team.

5.7 Drivers must not touch or interfere with any machinery on a wastewater treatment site, or enter any
area not related to the DTW or TTW reception.

5.8 Sites must be vacated by the closure time stated on the Southern Water Tidon System. The
Monitoring Equipment will shut down at this time and the driver must make sure the discharge has been
completed.

5.9 Leaking hoses must not be used on Southern Water sites.

6. Documentation
6.1 Drivers must be familiar with and provide upon request the following;

◼ A valid Permit issued by Southern Water to discharge the contents of the tanker and the site
◼ A f ully and accurately completed Duty of Care Waste Trans fer Notice
◼ A copy of their company safety policy
◼ A signed copy of this Tanker Driver H&S Declaration Form (Appendix A)

◼ Tanker company safe systems of work or method statements for all activities being carried out on
site. Be able to advise how safe systems of work will be achieved.
◼ COSHH risk assessments (where appropriate)
◼ Driving hours tachographs (where appropriate)

7. Site Incident Reporting


7.1 If the during the visit, drivers cause accidental damage to Southern Water assets this must be
reported immediately to the site operator or the Southern Water Hazard Line 0800 027 0886.

7.2 If during their visit drivers identify any safety hazards or near miss incidents associated with the
tanker discharge facility equipment or other areas of the site then they must be reported on our Incident
Hazard Line 0800 027 0886.

7.3 If a spillage cannot be cleared up by the driver they must be reported immediately to the site
operator or your main office for notification to the Southern Water Tankering Team.

7.4 Any deficiency with waste discharge equipment should be reported immediately to the site operator
or your main office for notification to the Southern Water Tankering Team.

8. Site Information

8.1 A new driver to a site should familiarise themselves with the communication contacts, access and
H&S information for a site. This is located on the Site Safety Notice Board. If required, drivers should ask a
site operator for the location of this board.

8.2 The site saf ety notice board should be consulted in particular for the following hazards on site:

◼ Conf ined Spaces Notice


◼ Chemicals held on site
◼ Asbestos risk
◼ Fire risk assessment/escape procedure
◼ First Aid contact details
◼ Additional information particular to the site being visited
