Privilege Speeches

Hon. Gus S. Tambunting

- The representative of the Second District of Parañaque City availed of the Privilege Hour under a personal and
collective privilege to inform everyone that traffic is one of the worst crises that the Philippines faces.Metro
Manila has been labeled by several studies as the worst traffic in the world. A study by JICA said that traffic
costs the Philippines 3.5billion pesos lost opportunities daily and is expected to triple in the year 2030. A plan
was even formed to have a modern, affordable, well-coordinated and integrated transport system for Metro
Manila by 2030. Despite the government taking necessary steps in improving the country’s transportation
infrastructure and public transport system, it is not enough since Manila was ranked as the 5th worst public
transport globally. The national government in partnership with the local government should invest in a
sustainable state of the art mass public transportation system in order to solve one of the worst traffic
problems on earth. HB 4363 was filed by the Hon. Tambunting to address these issues, which provides
emergency powers to the President to address the transportation crisis in Metro Manila since he believes that a
time of crisis calls for drastic measures and a transportation and traffic crisis needs to be solved by the full
force of government with focus and resources. Otherwise, the people and future generations, the economy and
tourism industry will continue to suffer.

Hon. Arlene Brosas

- The representative of GABRIELA party list availed of the Privilege Hour under a personal and collective
privilege to inform everyone of the heightened vulnerabilities of women brought about by the worsening
economy and the measures which must be considered to address the said vulnerabilities. Wage increase and
price decrease is the plea. Prices of goods have been increasing but the wage remains the same or low. In the
wholesale and retail trade subsector, there are more women workers who are vulnerable to disrespect and
abuse. In the informal sector, there is no fixed wage, no regular work and most workers are women who work
as avilant vendors and women are more vulnerable to abuse and violence in this work setting as these are not
governed by the usual employer employee relationship and mechanisms for redress are utterly lacking. It is
important to underscore the need to address the gaps in our current loss. There is a need to strengthen
mechanisms, form redress and remedies in various work settings to monitor and penalize various forms of
discrimination and abuse. Additional protection and recognition of workers in the informal sector must be
provided and address economic vulnerabilities from which these kinds of abuse and violence stem. There is a
need to increase the wage to a viable level in every region in the country and to give decent work to all workers
to lessen the vulnerabilities of women from abuse and violence.

- The representative of the ACT TEACHERS party list availed of the Privilege Hour under a personal and
collective privilege to inform everyone of the plea this November 30 to win the fight for the wage increase,
additional benefits and urgent help or ayuda. The economic crisis is being felt by many citizens from the
