PREAMBLE

In November 2016, All India Council of Technical Education (AICTE) released a Startup
Policy document for AICTE approved institutions, to address the need of inculcating
innovation and entrepreneurial culture in higher education institutions (HEIs). A fifteen
membered committee was constituted by Ministry of Human Resource Development to
formulate detailed guidelines for various aspects related to Innovation, Startup and
Entrepreneurship Management. After multiple rounds of meetings, National Innovation and
Startup Policy 2019 for students and faculties of HEIs were prepared.

This policy intends to guide HEIs for promoting students’ driven innovations & startups
and to engage the students and faculty in innovation and start up activities in campus. The
policy aims at enabling HEIs to build, streamline and strengthen the innovation and
entrepreneurial ecosystem in campus and will be instrumental in leveraging the potential of
students’ creative problem solving and entrepreneurial mind-set, and promoting a strong intra
and interinstitutional partnerships with ecosystem enablers and different stakeholders at
regional, national and international level.

NASC NATIONAL INNOVATION AND STARTUP POLICY

The Nehru Arts and Science College has framed the NASC National Innovation and
Startup Policy for students and members of faculty to enable the institute to actively engage
students, members of faculty and staff in innovation and entrepreneurship related activities.

VISION

To create top notch technology based, knowledge and local demand driven Startup
Ecosystem inside the institution by fostering culture of innovation and entrepreneurship among
students and members of faculty which in turn contribute to increased knowledge, skill, wealth
and employment in our society.

1. STRATEGIES & GOVERNANCE FOR PROMOTING INNOVATION &


ENTREPRENEURSHIP

• The college has been encouraging EDC and related activities since 2009, with defined
goals and objectives
• A dedicated Centre of Excellence for Skill Development and Entrepreneurship
Development Cell and Institution Innovation Council (IIC) with defined specific
objectives and associated performance indicators for assessment, have been established
to facilitate development of an entrepreneurial ecosystem in the institution.
• Regular meetings are conducted with Deans and HoDs to encourage faculty and student
Starups.
• Entrepreneurship development programme agenda has been framed and a complete
awareness is being provided through various activities about the Entrepreneurship and
Innovation Agenda inside the Institution for the past one decade.
• Minimum 1% fund of the total annual budget of the institution is being allocated for
funding and supporting innovation and Startups related activities inside the institution.
• Institution Innovation Council constituted by Principal, reviews and monitors the
activities related to skill development, innovation and entrepreneurship inside the
campus.
• Industry mentoring is one of the prime strategies to develop innovation and
entrepreneurship

2. STARTUPS ENABLING INSTITUTIONAL INFRASTRUCTURE

• New Generation Innovation and Entrepreneurship Development Centre (NGI NewGen


IEDC) supported by STEDB, Department of Science and Technology, Government of
India is established inside the campus to facilitate innovation and entrepreneurship
among students and faculty members
• NGI Technology Business Incubator funded by National Science and Technology
Entrepreneurship Development Board, Department of Science and Technology,
Government of India, New Delhi to nurture the start ups
• Centres of Excellence and IPR Cells are established to inspire and support innovation
and entrepreneurship.

3. NURTURING INNOVATIONS AND STARTUPS

• Funding support for the aspiring students will be given through Nehru Group of
Institution New Generation Innovation and Entrepreneurship Development Centre
(NGI NewGen IEDC) through systematic reviews by Expert Committee.
• The members of faculty and students are encouraged to incubate their Startups under
NGI Technology Business Incubator established inside the campus.
• MSME Registered Production units, Staratups and faculty CEOs for Startups are
promoted through proper motivation and guidance.
• NASC has six MSME companies under faculty CEO scheme as Startups
• Students are involved in the production units to earn while learning
• Entrepreneurs nurturing can be carried out through training, facilities for product
development, mentorship and to link Startups with investors/accelerators for seed
funding.
• Every year seed money is distributed to students and members of faculty to promote
research and innovations through systematic reviews by expert committee.
• Aspiring students register as a member in Entrepreneurship Development Cell and
involved activities related to entrepreneurship with proper mentoring support extended
by the experienced faculty members in their area of expertise.

4. INCENTIVIZING STUDENTS FOR ENTREPRENEURSHIP AND STARTUP


PURSUITS

• Institution has introduced the “Earn While Learn” recognized by Extension Centre
of Technopark (TBI), Kerela since 2009.
• Earn While Learn scheme provides opportunities to the students to earn while they
are learning through the entrepreneurial projects thus preparing them to shoulder
professional assignments with relative ease.
• Under “Earn While Learn” scheme a student can work for maximum 20 hours per
week (including Saturdays and Sundays)
• 60 per cent of the profit of Production Unit is shared between Students and Faculty
members involved in this scheme and 40 per cent is shared to institution for utilising

the infrastructure facilities, which in turn in reinvested for better production


facilities

5. IP OWNERSHIP RIGHTS FOR TECHNOLOGIES DEVELOPMENT AND


TRANSFER IN HEIS PURSUITS

• If the institute's contribution is of maximum in terms of facilities and support


provided, the IPR and License of the product have been shared by the Startup /
Inventor and Institution.
• On the other hand, if product/ IPR is developed by Innovators not using any institution
facilities, outside office hours (for staff and faculty) or not as a part of curriculum by
student, then product/ IPR will be entirely owned by Inventors in proportion to the
contributions made by them. In this case, Inventors can decide to license the
technology to third parties or use the technology the way they deem fit.
• If there is a dispute in ownership, a minimum five membered committee consisting of
two faculty members/other institution faculty members (having developed sufficient
IPR and translated to commercialisation), one industry expert, one alumni (having
experience in technology commercialisation) and one legal advisor with experience
in IPR, will examine the issue after meeting the Inventors and help them settle this,
hopefully to everybody’s satisfaction.
• Decision-making body with respect to Incubation / IPR / Technology-Licensing will
consist of faculty and experts who have excelled in technology translation.
Interdisciplinary Research and Publication on startup and entrepreneurship will be
promoted.

6. BUILDING ORGANISATIONAL CAPACITY, HUMAN RESOURCES AND


INCENTIVES

• Faculty members with prior exposure and interest are deputed for training to promote
innovation and entrepreneurial, on a regular basis.
• Faculty and departments of the NASC work in coherence and cross-departmental
linkages will be strengthened through shared faculty, cross-faculty teaching and
research in order to gain maximum utilization of internal resources and knowledge.
• Organise periodical expert talks and experience sharing by successful entrepreneurs
to stimulate innovation and entrepreneurship among the students and faculty members

• Research Board with external experts is formulated to provide proper mentoring and
technical guidance to convert idea into prototype and product.
• Inhouse faculty members act as mentors for different student innovations
• Experts from industries are identified as industry mentor to hand hold the aspirants.

7. NORMS OF FACULTY STARTUP

• The permanent faculty who wish to involve in Startup on a part time basis can spend
10-15 days in a week including holidays in the Startup in addition to their teaching,
research and other official activities.
• Role of faculty may vary from being an owner/ direct promoter, mentor, consultant or
as on-board member of the Startup.
• Faculty Startup may consist of faculty members alone or with students or with faculty
of other institutes or with alumni or with other entrepreneurs
• Human subject related research in Startup should get clearance from ethics Committee
• Faculty should not accept any gifts from Startups.
• Every department may be encouraged to mentor at least one Startup.
• A performance matrix is developed and used for evaluation of annual performance .
• The faculty Startups must be as registered MSME firm and it should obtain NoC from
the management to run the company in the college premises or TBI.

8. PEDAGOGY

• Student Clubs/ Centres of Excellence/ Departments are motivated and supported to


organize competitions, bootcamps, workshops, awards, etc. These bodies will be
involved in institution strategy planning to ensure enhancement of the students’
thinking and responding ability.
• Innovation Champions may be nominated from within the students/ faculty/ staff for
each department/ stream of study.
• Entrepreneurship Education is being imparted and a customized training material
has been developed exclusively for Startups.
• Students Entrepreneurs are motivated by celebrating “Startup Day” and exhibitions
to display their products

• Entrepreneurship education will be imparted to students at curricular/ cocurricular/


extracurricular level through elective/ short term or long-term courses on innovation,
entrepreneurship and venture development.
• Every year ministers and secretaries are selected for the student ministry for
Innovation and Production, Health and research to promote Startup and Innovation
vibrations among students
• Ideathons, Hackathons and project presentation competition are conducted on
regular intervals.

9. COLLABORATION, CO-CREATION, BUSINESS RELATIONSHIPS AND


KNOWLEDGE EXCHANGE

• All the stake holders will be encouraged to participate in the different entrepreneurial
activities.
• Knowledge exchange through collaboration and partnership will be made a part of
our institution policy and Institution will provide support mechanisms and guidance
for creating, managing and coordinating these relationships.
• Institute has collaborations with associations of industries, government and
nongovernment organisations, academic institutions through proper MoUs to
support the students in their entrepreneurial journey.
• Regular association is maintained with Executive Director of TBI and Chief
Coordinator of NewGen IEDC of NGI group.

10. ENTREPRENEURIAL IMPACT ASSESSMENT

• Impact assessment of preincubation, incubation and other entrepreneurial


activities by different Centres and Cells will be monitored and evaluated in
frequent intervals by the Expert Committee constituted by Principal
• Number of ideas registered, number of Stratups created and mentored records
will be maintained for evaluation purpose
• Faculties involvement in innovation, Startup and IPR related activities will be
recorded regularly and evaluated in a fixed interval

• The money generated by the production units and the incentives received by the
students and faculty members will be audited internally, yearly twice and
records are maintained.

Amendment: NASC has every right to change, make additions or deletions to improve
a text, piece of legislation, etc. time to time if necessary.
