May I move for the approval of the proposed ordinance on second reading, Mr.
Chairman.

May I move for the approval of the proposed ordinance on third and final reading,
Mr. Chairman.

PRESIDING OFFICER VM CASURRA:

Resolution No. 04 is hereby move to be approved under third and final reading. Is
there any second? Duly seconded. Objection? Hearing none. The motion is hereby
approved.

May I move for the reinstatement of the rules, Mr. Chairman.

HON. AZARCON:

Yes. A while ago, Mr. Chairman, I was supposed to move for to pass a resolution,
recognizing Surigao del Norte Rear Engine Three Wheeler Operators and Drivers
Association Incorporated (Suretoda). Pursuant to the letter, Mr. Halan, the Acting CPDC
Head, recommending for the accreditation of the aforesaid organization. However, I just
like to be informed if this organization the Surigao del Norte Rear Engine Three Wheeler
Operators and Drivers Association Incorporated are, uh, aw is a group of Bao-bao
operators? Mr. Besario?

MR. HALAN BESARIO:

Yes Sir, they are the kuan, organization ng mga existing Bao-bao kuman.
HON. AZARCON:

Owners of Bao-bao. However.

MR. HALAN BESARIO:

Drivers and operators.

HON. AZARCON:

Drivers and Owners. Do you know if, well, this is a public knowledge already that
Bao-bao as a mode of transportation is already operating in the city or in the neighboring
barangays?

MR. HALAN BESARIO:

Yes, Sir.

HON. AZARCON:

They are?

Despite of the fact that they don't have a franchise issued yet by Sangguniang
Panlungsod.

So this is now my dilemma, Mr. Chairman, if we will accredit this organization as

a Civil Society Organization of the City Government of Surigao. That they are already
operating as a public transport without a franchise from the city government. What is
your view, Mr. Halan?

MR. HALAN BESARIO:

Yes Sir kuan man gud Sir, any organization can be formed .
