Emergency Response Procedure

Introduction

This document sets out an emergency response procedure, which is designed to deal with and
control an emergency in the fastest possible time. For an emergency response to be effective it
is vital that all person’s who have responsibilities for dealing with emergencies are familiar with
this document.

Time is of the essence in any emergency situation and poor procedures will only exacerbate the
situation. Promptness and efficiency could mean the difference between life and death.

Please Note the Following:

1. Know Your Workplace.

2. Know Your Procedures and Responsibilities.

Ittehad Al-Badiya Trad. & Cont.Co. will carry out the following on all sites to
ensure emergency situations are addressed efficiently and effectively.

1. An emergency response co-ordinator will be appointed on all sites, this person will more
than likely be the Project/Site Manager.

2. All sites will have a site based occupational first aider.

3. Both the emergency response co-ordinator and the occupational first aider will be noted in
the emergency response plan.

4. All personnel will be informed of their names and contact details during site inductions.

5. The safety officer will ensure that the site-specific emergency numbers and the
emergency response procedure are posted in all site offices and canteens.
6. The emergency response plan will be discussed during all site inductions.

7. Assembly points will be decided on during site set up and posted with signage.

Lists of Identified Emergencies

Fire Outbreak. (Internally & Externally)


Trench / excavation collapse
Serious Injury – Broken Limbs, severe cuts.
Electrocution – underground / overhead wires / internal electrical equipment.
Serious illness on site: Coronary, diabetes, asthma. Etc.
Collapse of scaffolding.
Traffic Accident.
Confined space emergency.
Rescue at height.
Chemical emergencies.
Collapse of buildings.
Gas explosion.

Any of the above incident occurring on site will warrant the activation of the
Emergency Response Procedure.

Time and Hours of Emergency Response Operations

The emergency plan is devised to work continuously; all of the team members are responsible
for implementing the plan under the Emergency Response Co-Ordinator when working through
normal site hours. (i.e.)
Saturday – Thursday 0800 hrs – 1800 hrs

In the event of the site working 24hrs, a nominated Deputy Emergency Response Co-ordinator
will be appointed by the Emergency Response Co-ordinator to cover the site outside their hours
of duty.

It is imperative that all Accidents and Dangerous Occurrences are reported to head office and
the Site Safety Officer.

What to do in case of Site Emergency / Dangerous Occurrence.

Do

 Do render first aid if qualified to do so.


 Do contact Emergency Response Co-ordinator and Safety Officer immediately and all
appropriate emergency services.
 Do state clearly what the likely injuries are.
 Do remain with the victim and reassure them until help arrives.
 Do try and make sure there is proper access and egress for emergency services.

Do Not

 Do not move a seriously injured person.


 Do not assume that someone else has raised the alarm.

What to do in case of a Dangerous Occurrence


Do

 Do contact Emergency Response Controller and Safety Officer.


 Do cordon off the area if there is a risk of injury.

 Try and contain situation if safe to do so.

Do Not

 Do not take unnecessary risks.

Please Note: If contacting the emergency services, remember the


following:

Clearly state your name, the service you require and where you are calling. Where you require
attendance and clear directions on how to get there. Always stay on the line until you are told to
hang up.
When emergency services arrive at the site, have someone at the entrance to direct them to the
scene. Ensure the access is clear.
