In exercise of powers conferred under rules 27(5), 96(11), 98(9) and 101 of the Pakistan Plant Quarantine Rules 2019 issued

consider import permit and its attachments for compliance of phytosanitary requirements specified by the Department and don't
issue phytosanitary certificate without import permit in order to avoid phytosanitary action.

Import Conditions
Phytosanitary Import Conditions of Log, Log Cabins, Oversize Timber, Timber
Products, Cane and Rattan Articles, into Pakistan
(Effective: 14 June 2022)
Import Conditions
The following Import Conditions are applicable to this Import scenario. Department of Plant Protection will
assess the suitability of your import against the import conditions.
Import Conditions:
Import conditions define the biosecurity requirements which must be met for your
import. Where import conditions have been developed, they will be listed below.
1. Prior to the importation of goods, a valid import permit issued by the Department of Plant Protection
is required.
2. The import permit may be obtained by submitting an import permit application on DPPQ-Form. 18
manually or by online along with prescribed fee and documents to the Department of Plant Protection.
3. Prior to export, all consignments must undergo a verification inspection by the National Plant
Protection Organization (NPPO) according to appropriate procedures and be considered free from
biosecurity pests / risks.
To demonstrate compliance with this requirement you must present the following on a phytosanitary
certificate:
The additional declaration “The consignment was inspected and found free from the brown
marmorated stink bug (BMSB).
4. The plant material must be identifiable by a botanical name.
To demonstrate compliance with this requirement you must present the following on Phytosanitary
certificate:
The botanical name of the plant material.
5. The goods must be from live healthy trees which are apparently free from plant pests, plant pest
damage and decay organisms and diseases.
6. The goods must be clean and free of bark, insects and other biosecurity material prior to arrival in
Pakistani territory.
7. Any packaging used with the consignment must be clean and new.
8. Prior to arrival in Pakistan, all consignment must be treated with one of the following treatment
methods:
(a) Heat treatment to a core temperature of at least 56°C for at least 30 minutes; OR
(b) Heat treatment at a minimum temperature of 85°C for no less than 8 hours once the core
temperature has been reached; OR
(c) Ethylene oxide fumigation under initial minimum vacuum of 50 kilopascals at a rate of
1200g/m³ for 5 hours at 50°C; or 1500g/m³ for 24 hours at 21ºC; OR
(d) Gamma irradiation treatment at 25 kGy (2.5 Mrad); OR
(e) Methyl bromide fumigation at 48 g/m3 for 24 hours at 21 oC or 56 g/m³ for 24 hours at 16 ºC –

To demonstrate compliance with this requirement you must present the following on
a Phytosanitary certificate:
(a) Evidence that the timber has been heat treated to a core temperature of at least 56 °C for
at least 30 minutes; or
(b) evidence that the timber has been heat treated to a core temperature of at least 85°C for
no less than 8 hours once the core temperature has been reached; or
(c) evidence that the timber has been gamma irradiated at 25 kGy (2.5 Mrad); or
(d) evidence that the timber has been fumigated with ethylene oxide at 1200 g/m³ for 5 hours
at 50 ºC; or 1500 g/m³ for 24 hours at 21 ºC; or
(e) evidence that the timber has been fumigated with methyl bromide at 48 g/m3 for 24 hours
at 21 0C; or 56 g/m³ for 24 hours at 16 ºC – 20.9 0C; or 64 g/m³ for 24 hours at 11 ºC-15.9
0C; or 72 g/m3 for 24 hours at 10 0C – 10.9 0C; or
(f) Evidence that the timber has been kiln dried at 74ºC, measured at the core of the goods,
for variable times, depending on thickness of the regulated article.
9. No other regulated article is permitted on the means of conveyance with the logs during shipment to
Pakistan, unless the logs and the other regulated goods or articles are in separate holds or separate
sealed containers.
10. On arrival, the consignment is subject to inspection and treatment if necessary.
11. The department will release the goods once all of the import requirements have been met.
12. In addition to the conditions for the goods being imported, non-commodity concerns must be
assessed including container cleanliness, packaging and destination concerns, and may be subject to
inspection and treatment on arrival.
Warnings and Information Notices
Consignment arrived without valid import permit or valid phytosanitary
certificate or both shall liable to be destroyed or deported.
The Department reserves the right, if considered necessary to cancel the
import permit even after issuance on detection of biosecurity pests / risks or on
violation of any other import condition.
